The position plays a critical role in transitioning assets from development to steady-state operations, managing outsourced service providers, optimizing lifecycle performance, and ensuring continuity of services for tenants, stakeholders, and visitors.<br>JOB SCOPE:The Facility Operations Manager oversees the day-to-day facilities operations across Energy City assets, including (but not limited to):• Commercial buildings, offices, and mixed-use developments• Utilities and infrastructure systems (MEP, power, water, ICT, ELV, BMS)• Hard and soft FM services• Health, Safety, Security, and Environmental (EHSS) compliance• Service provider and contract performance• Operational readiness and handovers from projects• Budget management and cost control the role involves strategic planning, operational delivery, stakeholder coordination, and risk management, ensuring facilities support business continuity, sustainability targets, and tenant satisfaction.<br>PRINCIPAL DUTIES:1 Facilities Operations & Service Delivery• Ensure continuous, safe, and efficient operation of all facilities and infrastructure assets• Oversee hard and soft FM services, ensuring compliance with agreed SLAs, KPIs, and statutory obligations• Ensure timely preventive and corrective maintenance of all MEP systems and building fabric• Monitor asset performance and operational risks, implementing corrective actions as required2 Contract & Service Provider Management• Manage FM contracts, vendors, and service providers• Lead performance reviews, KPI monitoring, and service improvement initiatives• Enforce contractual compliance, including penalties, variations, and service credits• Support procurement activities including tendering, evaluation, and mobilization of service providers3 Health, Safety, Security & Compliance• Ensure full compliance with Saudi laws, regulations, and authority requirements• Maintain readiness for inspections by MODON and other authorities• Implement and monitor EHS&S policies, risk assessments, and emergency preparedness plans• Oversee incident reporting, investigations, and corrective actions4 Asset Lifecycle & Operational Readiness• Support handover of assets from construction to operations, ensuring readiness and completeness• Validate O&M manuals, warranties, as-built drawings, and asset registers• Implement lifecycle planning, condition assessments, and replacement strategies• Drive continuous improvement in asset reliability and performance5 Financial & Budget Management• Prepare and manage annual operating budgets for facilities operations• Monitor expenditure, control costs, and identify efficiency and value-engineering opportunities• Support business planning, cost forecasting, and financial reporting6 Stakeholder & Tenant Management• Act as the primary point of contact for operational issues affecting tenants and stakeholders• Ensure high levels of customer satisfaction through proactive communication and service delivery• Support tenant fit-out coordination and operational approvals7 Sustainability & Continuous Improvement• Support sustainability, energy efficiency, and environmental initiatives• Monitor utilities consumption and implement optimization measures• Drive innovation, digital tools, and smart FM solutions where applicable<br>EDUCATION: A bachelor’s degree in engineering (Mechanical, Electrical, or Civil, Architectural), or Building Services Engineering, or Facilities Management or equivalent is required. A master’s degree or MBA is preferred.<br>EXPERIENCE: A minimum of 10 years of related experience in facilities or asset operations. Proven experience managing large, complex developments or portfolios. Strong exposure to:• Master-planned developments• Utilities and infrastructure operations• Outsourced FM service models<br>LANGUAGE:Excellent command of oral and written English and Arabic is required.<br>Preferred Training and Certificates:- Certified Facility Manager (CFM).- Facilities Management Professional (FMP).- RICS (MRICS / FRICS).- NEBOSH / IOSH.- PMP or equivalent project management certification.
