We are seeking a Project Engineer to join our team in Dammam – Saudi, to support the successful execution of oil and gas surface infrastructure projects. The ideal candidate will have hands-on experience in reading and interpreting Piping and Instrumentation Diagrams (P&IDs), working with surface production equipment and managing fabrication and installation processes. This role requires strong interaction with clients, engineering teams, quality groups, wellsite employees and vendors to ensure projects meet technical specifications, quality standards and operational requirements.<br>Essential Duties and Responsibilities: Lead and support projects involving the development, fabrication and installation of surface infrastructure for oil and gas applications. Read, interpret and analyze P&IDs, engineering drawings and specifications to ensure proper equipment selection and system integration. Conduct wellsite surveys prior to project execution, assessing site conditions, verifying infrastructure readiness, identifying potential challenges and coordinating with clients, vendors and field personnel to ensure seamless installation and operation of equipment. Work closely with vendors, fabricators and installation teams to ensure compliance with project requirements, industry standards and safety regulations. Collaborate with multidisciplinary teams, including design engineers, procurement specialists and field service teams to streamline project workflows. Ensure all equipment and systems adhere to local regulations, international standards (API, ASME, ISO) and ARAMCO requirements where applicable. Identify potential project risks and develop mitigation strategies to prevent delays or budget overruns. Maintain detailed records of project progress, prepare technical reports and provide regular updates to management, internal and external stakeholders. Interact with customer to ensure safe and efficient field operations. Provide guidance and needed information for the internal engineering team to design required interface equipment when the equipment is not available off-the-shelf. ABOUT THE JOB<br>We are currently seeking a highly experienced Construction Chief Field Engineer to join our Project and Construction Management team in Riyadh. This key role sits within our Infrastructure Division and requires strong expertise in field supervision and inspection of Transportation and Civil engineering projects, particularly roads, highways, bridges, within a complex urban environment. The selected candidate will act as the senior on-site authority for inspection and construction compliance, ensuring that all works are executed in accordance with approved designs, specifications, quality standards, and contractual requirements<br>KEY RESPONSABILITIES<br>Main descriptions of the job position:<br>Lead and manage all site inspection and field supervision activities, ensuring strict compliance with approved drawings, specifications, and contract requirements. Act as the Chief Field Engineer, supervising and coordinating discipline inspectors to ensure consistent inspection standards across all work fronts. Monitor Contractors activities on-site to verify that works are executed in accordance with approved method of statement, materials, and quality standards. Review and verify inspection requests, material submittals, and work inspections, ensuring timely approvals and proper documentation. Ensure implementation of QA/QC procedures and compliance with project specifications. Enforce compliance with HSE requirements and report any deviations or unsafe practices. Identify non-conformances and initiate Non-Conformance Reports (NCRs), ensuring corrective actions are properly implemented and closed. Applicable Experience: over 12 years in construction management, with a focus on roads, bridges, tunnels or large scale infraestructure projects mainly as a Consultant. Candidates with exclusive contractors experience will not be taken into consideration. At least experience in 1 or more projects of ROADS. Candidates without clear ROAD experience will not be taken into consideration. Understanding of construction, design and engineering principles. Understanding of local regulations, and safety standards. Proficiency level of English language. Arabic Language is a plus. Excellent communication skills. <p><strong>Responsibilities:</strong><br>
Prepare and implement the HSE management plan to support the health, safety, and environmental objectives of the company.<br>
Develop, implement, and maintain HSE policies and procedures. Manage, develop, evaluate, and lead the HSE team to execute the assigned tasks.<br>
Monitor the construction activities to ensure the required standards are met including revisions of the SOPs.<br>
Develop mechanisms to monitor and record violations related to HSE and ensure proper documentation.<br>
Document the specific SOPs for projects to avoid injuries and ensure application of them in coordination with the concerned party.<br>
Develop plans for conducting random health and safety checks on projects to ensure compliance with company health and safety policies and guidelines.<br>
Report non-compliance with health and safety policies and guidelines to management team along with recommended rectification actions.<br>
Ensure training employees on health and safety practices and regulations thus ensuring compliance with the required quality health and safety standards.<br>
Assess the effectiveness of projects safety analyses or other project risk management methods in controlling high-risk activities.<br>
Review and approve methods developed by the safety engineer to manage potentially hazardous conditions and practices in systems, equipment, facilities, or processes to be used in projects.<br>
Review reports developed by the safety inspector indicating the results of all the health and safety checks conducted on the project and provide recommendations for improvement or remedial actions as needed.<br>
Review the relevant health and safety reports including the incidents that occurred, the site in which the incidents occurred, the recorded time of the incident and approve the most appropriate course of action.<br>
Ensure the adequate collection of health and safety statistics on a monthly basis and review relevant incident reports to develop remedial actions and thus minimize recurrences.<br>
Investigate HSE incidents and injuries and submit reports clarifying the reasons and responsible individuals for them.<br>
Assist in compliance reviews, general risk assessments, and other safety assessments to support health, safety, and environmental management.<br>
Participate in detailed incident investigations and root cause analysis.<br>
Promote incident prevention culture for the benefit of employees and visitors.<br>
Inform themselves of the relevant quality, environmental, safety, and occupational health policies, manuals, and procedures within the company and ensure continued compliance with these requirements while employed.<br>
Perform other duties as assigned by the line manager or supervisor.</p>
<p><strong>Qualifications:</strong><br>
Bachelor's degree in HSE, civil engineering, industrial engineering, or any related field.<br>
HSE, OSHA, IOSH, and NEBOSH certificates.<br>
10+ years of experience required; airport construction experience preferred.<br>
Excellent report writing skills required with fluency in oral and written English.<br>
