<span>Job Purpose HanmiGlobal is seeking a highly qualified Senior Telecom Engineer to join our program management and PMCM team in Saudi Arabia.<br> In this role, you will deliver program-level telecommunications and ICT engineering expertise and technical governance for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.<br> You will be providing program-level technical expertise, engineering assurance, and collaborative oversight for reviewing and monitoring all telecommunications, ICT, and smart infrastructure designs across the program, ensuring all fiber optic networks, communication systems, and digital infrastructure submissions are fully integrated and compliant with approved standards, service provider requirements, and operational needs under the direction of the Technical Manager, while supporting the successful delivery of the overall development program.<br> Reports To: Technical Manager Key Responsibilities Review telecommunications engineering reports, ICT strategies, network studies, and design drawings prepared by Lead Developers to verify compliance with approved criteria and Client’s requirements.<br> Assess fiber optic backbone networks, telecommunications duct banks, and network architectures for functionality, reliability, scalability, and maintainability.<br> Evaluate smart city infrastructure proposals, intelligent systems integration, and digital infrastructure initiatives to ensure future-ready and scalable capabilities.<br> Support the implementation of program-level technical governance and engineering assurance processes across all package submissions.<br> Coordinate with the Technical Manager, Senior Electrical Engineer, and program technical teams to resolve interface conflicts and integrate multidisciplinary infrastructure designs.<br> Evaluate the technical, operational, and lifecycle impacts of design changes and telecommunications-related Value Engineering proposals submitted by Lead Developers.<br> Provide specialist engineering expertise during technical workshops, design reviews, and coordination meetings to resolve project implementation issues.<br> Collaborate with Lead Developers, consultants, telecom service providers, and regulatory authorities to streamline network connectivity and secure authority approvals.<br> Prepare technical review comments, engineering assessments, and executive summaries for the Technical Manager, PMCM Management, and the Client.<br> Identify and mitigate telecommunications and ICT-related compliance risks while promoting engineering excellence, digital transformation, and continuous improvement across the program.<br> Qualifications & Experience Bachelor’s Degree in Telecommunications Engineering, Electronic Engineering, Communications Engineering, ICT Engineering, Electrical Engineering, or a related discipline.<br> Chartered Professional membership or equivalent professional accreditation.<br> Minimum fifteen (15) years of professional experience in telecommunications infrastructure, ICT systems, fiber optic networks, smart city infrastructure, or major capital projects.<br> Experience within PMCM, PMC, consultancy, developer, telecommunications operators, or client-side organizations, preferably on large-scale infrastructure and land development projects in Saudi Arabia or the GCC region.<br> Core Competencies Telecommunications Engineering Design Review & ICT Infrastructure Fiber Optic Networks & Communications Systems Architecture Smart City Infrastructure & Digital Infrastructure Planning Telecommunications Utility Coordination & Network Capacity Assessment Technical Compliance Review & Engineering Assurance Frameworks Value Engineering Assessment & Constructability Review Technical Risk Assessment & Mitigation Technical Reporting & Telecom Service Provider Coordination Leadership, Strategic Thinking, Communication, Team Collaboration, and Problem Solving</span> </div><h2 data-automation-id="subHeaderPreferredCandidate" class="h5">

The platform also includes advanced analytics for post-incident investigation, compliance, and automated case management, enabling faster, smarter, and more secure fraud management.<br>Location: Riyadh, Saudi Arabia (Onsite) Employment Type: Full-time<br>Role Purpose The Software Engineer will design, build, and maintain scalable services and platforms that power Rasēd’s fraud‑detection, transaction‑monitoring, and risk‑decisioning products in a regulated financial environment. <br>Key Responsabilities● Design, develop, and maintain backend services and APIs that power Rasēd’s fraud‑detection, transaction‑monitoring, and risk‑scoring workflows. ● Implement reliable, testable, and scalable code (e.g. Java, . NET) following modern software development practices and code review standards. ● Work closely with data science, product, and compliance teams to translate fraud models, AML/KYC rules, and risk policies into production‑ready services and decision engines. ● Design and maintain data architectures (data pipelines, databases, messaging systems) to support high‑volume financial transactions and fraud analytics. ● Integrate third‑party AML/KYC, sanctions screening, and fraud platforms or internal risk tools into Rasēd’s ecosystem. ● Build monitoring, logging, and alerting for fraud‑related services to ensure high availability, observability, and fast incident response. ● Participate in code reviews, technical design discussions, and architecture decisions, contributing to continuous improvement of Rasēd’s platform.● Collaborate with clients and internal stakeholders to understand requirements, deliver technical solutions, and support deployments in production environments. ● Stay current with new technologies in fraud detection, AI/ML, and software engineering, and propose improvements to Rasēd’s products and engineering practices. <br>Qualifications & Competencies● Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related field ● 2–5+ years of professional software development experience Strong programming skills in at least one modern backend language (e.g., Java, . NET), with experience building RESTful APIs or microservices. ● Experience with relational and/or NoSQL databases, data modeling, and performance optimization for high‑volume systems. ● Hands‑on experience with cloud platforms (AWS, Azure, GCP or OCI), containers (Docker), and orchestration tools (Kubernetes), plus CI/CD pipelines. ● Familiarity with building data‑driven or AI‑enabled applications (rules engines, scoring systems, anomaly detection) is highly desirable in fraud and risk contexts. ● Solid understanding of software engineering best practices: testing, version control (Git), documentation, and secure coding.
