JOB DESCRIPTION-POSITION TITLE: Senior Commercial Manager (Pre-Contract) <br>LOCATION: Riyadh, Kingdom of Saudi Arabia (KSA)<br>DEPARTMENT: Commercial / Cost Management<br>1. Position Purpose The Senior Commercial Manager (Pre-Contract) holds a pivotal leadership role within our cost management team, supporting a major KSA Giga program client, focusing primarily on up-front capital cost planning, design stage cost plans, and BoQ’s, and tendering support. Operating in a client advisory capacity, this role ensures long-term cost certainty and comprehensive cost risk mitigation from project inception through to contract award. <br>The ideal candidate brings advanced expertise in cost management/cost planning throughout the project pre-contract life cycle, measurement standards, pricing methodologies, and benchmarking tailored to the KSA region, ensuring maximum cost certainty and value from project inception. <br>2. Key Responsibilities Strategic Cost Planning & Design Economics Develop, refine, and manage high-level project budgets, benchmark metrics, cost plans, and cash flow forecasts from conceptual stages through to detailed design and tender. Oversee the preparation of accurate Bills of Quantities (BOQ) and Pricing Pre-Tender Estimates (PTE) utilizing standard measurement principles such as POMI, NRM, and CESMM. Lead internal value engineering and project optimization exercises to ensure cost certainty, adding maximum design value within the client’s established financial limits. Establish advanced cost-escalation and indexation formulas within pre-contract budgets to protect client positions against volatile local material and labor markets. Establish and manage cost/commercial risk registers during the design phases to identify, quantify, and mitigate volatile market pricing variables before market release. <br>Tendering Provide commercial responses to tender queries relating to the BoQ raised during the tendering process. If required, provide commercial tender reviews, analysis, and bid scoring models. <br>Client Advisory Provide expert-level, direct commercial/cost advice to clients and program directors, defending cost-to-value allocations. Serve as the chief presenter to the client for high-value cost plans, area statements, VE alternatives, cost risks, PTE’s, and BoQ’s generated by the company, explaining variations against the CAPEX budget / previous cost plans.<br>Leadership & Resource Optimization Mentor, lead, and direct a high-performance, multidisciplinary team of Quantity Surveyors and Estimators across the client portfolio of projects. Manage regional resource allocation and coordinate workforce capacity in support of the required company deliverables.<br>3. Core Technical Competencies Core Technical Competencies Proven mastery of initial cost forecasting, price benchmarking, design package control, and complex risk allocation models. Comprehensive technical command over measurement protocols (POMI and NRM are essential) alongside modern estimation tools (e.g., Cost X, Candy) and MS Excel. Outstanding command of technical English (written and verbal), with the executive presence needed to manage high-level client interfaces and challenging stakeholder relationships. <br>4. Qualifications & Experience Academic Background: Bachelor’s degree in Quantity Surveying, Commercial Management, Civil Engineering, or a strictly related construction discipline. Professional Credentials: Professional Chartership status with a globally recognized institution is highly preferred (e.g., Member of the Royal Institution of Chartered Surveyors - MRICS). Overall Career Profile: Minimum of 12 to 15 years of progressive commercial/cost management experience within construction, infrastructure, or project consultancy environments. Join us.</p><br><br>Job Description<br><p>We are seeking a talented and detail-oriented **Engineer - MEP** to join our dynamic team in **Makkah, Saudi Arabia**. In this role, you will play a crucial part in designing, coordinating, and overseeing mechanical, electrical, and plumbing systems for complex urban master plan projects and large-scale infrastructure developments. You will collaborate with cross-functional teams, contractors, clients, and municipal stakeholders to ensure all MEP installations meet design specifications, quality standards, and local regulatory requirements across multiple phases and building types. Responsibilities:**</p><br><ul><li>Design, analyze, and develop MEP systems for multi-phase urban master plan projects in accordance with project specifications, building codes, and industry standards, ensuring seamless integration across multiple buildings and infrastructure components</li><li>Prepare and review detailed MEP drawings, specifications, and technical documentation using industry-standard software, maintaining consistency across complex, multi-building urban development initiatives</li><li>Coordinate MEP systems across multiple project phases and building types with architects, structural engineers, urban planners, and other design professionals to ensure integrated infrastructure performance and urban connectivity</li><li>Conduct comprehensive site inspections and quality assurance reviews across master-planned communities to verify that installations comply with approved plans, specifications, and urban development master plans</li><li>Troubleshoot technical issues and provide innovative solutions to optimize system performance, efficiency, and long-term sustainability across interconnected urban infrastructure</li><li>Collaborate with subcontractors, suppliers, and municipal authorities to ensure timely procurement, proper installation, and coordination of MEP components within master-planned development schedules</li><li>Maintain comprehensive project documentation, including RFIs, submittals, meeting minutes, as-built drawings, and master plan compliance records for multi-phase urban developments</li><li>Monitor project progress across multiple phases and communicate status updates to project management, municipal stakeholders, and clients to ensure alignment with master plan objectives</li><li>Ensure compliance with safety protocols, OSHA standards, and Saudi Arabian building regulations specific to large-scale urban development projects and infrastructure requirements</li><li>Support continuous improvement initiatives by staying current with industry best practices, emerging technologies, and urban infrastructure innovations</li><li>Interface with clients, municipal authorities, design professionals, and community stakeholders to address concerns and ensure customer satisfaction throughout master-planned development execution</li><li>Contribute to building strong communication channels between field teams, project management, specialty contractors, and urban development stakeholders across multiple project phases</li><li>Provide technical leadership and mentorship on MEP coordination strategies specific to complex, multi-disciplinary urban master plan projects</li></ul><br>Qualifications<br><p>**Minimum Requirements:**</p><br><ul><li>Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Building Technology, or related discipline</li><li>Minimum 10 years of proven experience in MEP design and coordination on large-scale urban master plan projects, commercial developments, or complex infrastructure initiatives</li><li>Demonstrated expertise in designing and coordinating MEP systems for multi-phase, multi-building urban development projects</li><li>Advanced proficiency in reading, interpreting, and creating comprehensive MEP drawings and technical documentation for complex projects</li><li>Expert-level proficiency with AutoCAD, Revit, and BIM coordination software</li><li>Advanced understanding of mechanical, electrical, plumbing, fire protection, and HVAC systems in the context of integrated urban infrastructure</li><li>Exceptional analytical and problem-solving skills with proven ability to manage technical challenges on large-scale projects</li><li>Strong leadership and communication skills with demonstrated ability to coordinate across multiple teams, stakeholders, and specialty contractors</li><li>Extensive knowledge of Saudi Arabian building codes, regulations, and local compliance requirements for urban development projects</li></ul><p>**Preferred Qualifications:**</p><br><ul><li>Experience leading MEP coordination on master-planned communities, mixed-use developments, or large-scale infrastructure projects</li><li>Advanced proficiency with Bluebeam, project management software, and enterprise-level coordination platforms</li><li>Expertise in Building Information Modeling (BIM) and 3D coordination for complex, multi-disciplinary projects</li><li>Professional Engineering (PE) license or equivalent international credential</li><li>OSHA certification or advanced safety management certifications</li><li>Certification in urban planning, sustainable design, or infrastructure development</li><li>Proven experience mentoring junior engineers and leading technical teams</li><li>Track record of successfully managing project budgets, schedules, and resource allocation on large-scale initiatives</li><li>Familiarity with advanced MEP analysis software and energy modeling tools</li><li>Experience with international building standards and multi-jurisdictional project requirements</li><li>Demonstrated commitment to professional development through continuing education
