<p>The Operations Manager – Central Production Unit (CPU) is responsible for overseeing the overall operations of large-scale food production and catering services to ensure efficient workflow, consistent food quality, operational excellence, and timely production and distribution. This role manages daily production activities, manpower planning, inventory control, cost management, and quality assurance while ensuring compliance with Halal, GMP, HACCP, and food safety standards. Experience managing <b>large-scale meal production and distribution</b>, preferably for <b>Hajj and Umrah pilgrims</b>.</li><li>Strong experience coordinating with Hajj & Umrah operators, hotels, Mutawwifs, accommodation providers, group leaders, and other stakeholders.</li><li>Existing network within the Hajj & Umrah, hospitality, or catering industry is an added advantage.</li><li>Previous experience as a <b>Head Chef, Sous Chef</b>, or in large-scale kitchen operations is an advantage.</li><li>Strong knowledge of <b>Halal standards, GMP, HACCP, food safety regulations, and Saudi Municipality requirements</b>.</li><li>Proven experience in production planning, manpower planning, inventory management, logistics, budgeting, cost control, and operational improvement.</li><li>Strong leadership, communication, problem-solving, and team management skills with the ability to lead multicultural teams.</li><li>Able to perform effectively in a fast-paced environment, especially during <b>Hajj and peak Umrah seasons</b>.</li><li>Experience handling government inspections, food safety audits, and regulatory compliance.</li><li>Proficient in Microsoft Office and operational reporting systems.</li><li>Excellent communication skills in <b>Arabic and English</b>.</li><li>Self-motivated, proactive, and able to work independently.</li><li>Willing to obtain and maintain all required health certifications and regulatory approvals.</li><li>Committed to maintaining the highest standards of food safety, operational excellence, and customer satisfaction.</li></ul></div>

These services are delivered to support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB. This program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of PSAB and its associated units.</p><br><br><br><p><b>JOB SUMMARY: </b>The <b><i>Prince Sultan Air Base (PSAB) </i></b><b><span>Laborer Foreman</span></b><span> is responsible for supporting the Power Plant Services in providing Escorting support to Third Country National (TCN)/Other Country National (OCN) escorting & monitoring and for the completion of required reports and tasks following the established policies, procedures, systems, and requirements approved by the company and the USAF. </span></p><br><br><br><p><b>RESPONSIBILITIES</b>:</p><br><br><ul><li>Process personnel to and from the PSAB Visitors Control Center before and after work shifts IAW with USCENTCOM escorting procedures.</li><li>Provide escorting support to Other Country Nationals (OCNs) in various CES & FSS areas as identifies by the Site Manager.</li><li>Escorts un-cleared personnel into areas and monitors personnel performing maintenance and BOS-I services.</li><li>Logs in and out all TCN/ OCN contractors and counts personnel before and after they perform duties; <p><b>Title:</b></p><br><br>PSAB BOSS: Labor Foreman/ Escort (Secret Clearance)<br><br><p><b>Belong, Connect, Grow, with KBR! </b></p><br><br><br><p><b>PROGRAM SUMMARY:</b></p><br><br><p>The KBR PSAB Program provides comprehensive BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia (KSA). These services are delivered to support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB. This program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of PSAB and its associated units.</p><br><br><br><p><b>JOB SUMMARY: </b>The <b><i>Prince Sultan Air Base (PSAB) </i></b><b><span>Laborer Foreman</span></b><span> is responsible for supporting the Power Plant Services in providing Escorting support to Third Country National (TCN)/Other Country National (OCN) escorting & monitoring and for the completion of required reports and tasks following the established policies, procedures, systems, and requirements approved by the company and the USAF. </span></p><br><br><br><p><b>RESPONSIBILITIES</b>:</p><br><br><ul><li>Process personnel to and from the PSAB Visitors Control Center before and after work shifts IAW with USCENTCOM escorting procedures.</li><li>Provide escorting support to Other Country Nationals (OCNs) in various CES & FSS areas as identifies by the Site Manager.</li><li>Escorts un-cleared personnel into areas and monitors personnel performing maintenance and BOS-I services.</li><li>Logs in and out all TCN/ OCN contractors and counts personnel before and after they perform duties; notifies appropriate personnel of how many people and vehicles are being escorted.</li><li>Makes contact with TCN/ OCN personnel at designated entry facility after they are processed for entry and receive their exchange badges; provides and briefs them on rules and procedures.</li><li>Monitors TCN/ OCN work until it is completed for the day and the work zone has been purged by trained Force Protection military personnel and all LNs/OCNs have exited base and/or returned to camps.</li><li>Ensures TCN/ OCNs do not bring onto the base any prohibited or contraband (i.e. weapons, drugs, etc.)</li><li>Maintains sight of all vehicles and personnel when performing TCN/ OCN monitor duties.</li><li>Provides for safety and welfare of oneself and monitored personnel (such as evacuating to protective shelter in case of attack).</li><li>Notify Project/Site Manager and the Safety staff as soon as possible of unsafe working conditions.</li><li>Maintains an alert state of readiness and is prepared to properly respond to any situation that may occur; alerts appropriate personnel of any suspicious behaviors or comments of TCN/ OCNs.</li><li>Performs a wide range of administrative and other support services to deliver BOS-I.</li><li>Coordinative activities in support of managers and supervisors to facilitate the efficient operation of the project/site.</li><li>Responsible for the completion of required reports and tasks of the project in accordance with the established policies, procedures, systems, and requirements approved by the company. </li><li>Under direct supervision, performs routine assignments and duties to provide services to PSAB. </li><li>Supports the site leadership to fulfill contractual reporting requirements to the United States Government. </li><li>Demonstrate excellent communications skills with all levels of management and interfaces with client personnel and subcontractors.</li><li>Promote and uphold KBR’s Zero Harm safety program policies and procedures.</li><li>Ensure the successful delivery of services to 4,000 personnel, plus or minus 10%.</li><li>Performs other duties as assigned</li></ul><br><p><b>MATERIAL & EQUIPMENT DIRECTLY USED: </b></p><br><br><ul><li>May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); Develop workforce forecasts based on event size, attendance expectations, functional requirements, and operational complexity. Build structured manpower plans covering all operational areas including venue operations, hospitality, security coordination, accreditation, logistics, and guest services. Continuously adjust workforce plans based on changing operational needs and real-time event dynamics.<br>Stakeholder Management Partner closely with functional heads to understand workforce requirements and challenge inputs where necessary to ensure commercial and operational alignment. Provide data-driven workforce recommendations that balance service quality, cost efficiency, and operational feasibility. Influence senior stakeholders on workforce decisions through structured analysis and evidence-based insights. Manage competing workforce demands across multiple departments and venues.<br>Workforce Analytics & Reporting Develop and maintain workforce dashboards tracking hiring progress, headcount, deployment readiness, and workforce utilisation. Utilise advanced Excel skills (XLOOKUP, VLOOKUP, Pivot Tables, formulas, dashboards) to analyse workforce data and support decision-making. Monitor workforce KPIs including hiring velocity, vacancy rates, deployment readiness, and cost per resource. Provide regular reporting and insights to leadership teams on workforce status and risks.<br>Budget & Commercial Management Understand and manage workforce budgets in alignment with project and event financial constraints. Track workforce-related costs including salaries, accommodation, transportation, air tickets, per diems, allowances, medical insurance, and statutory contributions (e.g., GOSI). Identify opportunities to optimise workforce costs without compromising operational effectiveness. Support financial planning and workforce cost forecasting for tournaments and large-scale events.<br>Workforce Optimisation & Structure Design Assess workforce structures and recommend optimal staffing models based on operational requirements. Ensure the right mix of Senior Managers, Managers, Specialists, Supervisors, and Coordinators is deployed based on need rather than hierarchy. Drive efficient workforce allocation across venues and functional areas. Support workforce mobilisation strategies to maximise utilisation and minimise idle capacity.<br>Cost Optimisation Strategy Identify and implement workforce cost-saving initiatives through:Optimised workforce grading structures Local hiring strategies Efficient shift and resource allocation Reduction of unnecessary agency dependency Continuously evaluate workforce models to improve cost efficiency and operational value. Provide recommendations to improve return on workforce investment.<br>Operational Decision Making Balance operational readiness, workforce quality, service delivery, and budget constraints when developing workforce plans. Support real-time decision-making during live event operations. Proactively identify workforce risks and implement mitigation strategies.<br>Event Workforce Operations Support workforce mobilisation and deployment for large-scale sporting events and tournaments. Ensure workforce readiness across multiple venues and functional areas. Manage workforce adjustments during live operations, including last-minute changes and contingency staffing. The COO will lead daily execution, operational performance, organisational development, revenue growth, and expansion. They will assess the company’s people, departments, processes, reporting lines, and performance, then build the structure required for the company to operate and grow without constant founder involvement. The COO will work directly with the CEO and Board. The role may develop into broader executive leadership over time based on performance, trust, and the company’s future needs. Reduce downtime, maintenance delays, theft, vandalism, losses, and recurring failures. Build reliable systems for maintenance, work orders, fleet monitoring, employee performance, and reporting. Lead responses to operational incidents and ensure issues are followed through to closure.<br>Business development and revenue growth Identify and develop new sources of revenue. Build a pipeline with government entities, corporations, universities, developers, tourism destinations, events, and strategic partners. Pursue opportunities in mobility projects, fleet management, shared mobility, vehicle rental, technology services, white-label platforms, and related services. Participate directly in prospecting, meetings, proposals, tenders, pricing, negotiations, and closing. Work with the CEO and Board on major opportunities while independently progressing others.
