You will lead the QA/QC functional group across all stages of the project lifecycle, including preliminary works, design, engineering, construction, testing & commissioning and hand over in collaboration with other functional leads within the organization, and in close coordination with the D&B Contractor, with focus on delivery and special emphasis on safety.</p><br><p>With such size, scope and scale, you'll have plenty of opportunities to keep yourself challenged and to grow your technical leadership skills.</p><br>Your role<ul><li>The Project Quality Manager requires a strong background in site operations and consultancy services to head the QA/QC function of the PMCM Team and lead quality assurance initiatives across multidisciplinary projects. This role will ensure compliance with regulatory standards, drive continuous improvement, and support project delivery excellence both on-site and in client-facing environments. The duties have continuity through the complete lifecycle of the project, from engineering/design, temporary works until hand-over through construction and testing&commissioning, and provides leadership to achieve successful project delivery.</li><li>Act as the Quality Management Representative of the PMCM for site operations.</li><li>In coordination with the Head of Construction, manage construction supervision teams, including Resident Engineers, Discipline Engineers, Inspectors, and support staff.</li><li>Lead the implementation and maintenance of the Integrated Management System (IMS) for the Project.</li><li>Ensure full compliance with processes, procedures, regulations, specifications, employer’s requirements, and relevant authority standards.</li><li>Ensure proper documentation and record management practices are maintained, ensuring complete traceability of the PMCM activities through definition and supervision of the required procedures.</li><li>Oversee QA/QC activities for the project across assets and disciplines.</li><li>Earthworks, subgrade, and embankments.</li><li>Ensure Inspection & Test Plans (ITPs), Method Statements, and Work Procedures are approved and effectively implemented.</li><li>Monitor material approvals, laboratory testing, and site inspections in line with authority and project requirements.</li><li>Plan and conduct internal audits, vendor audits, and support external/client/authority audits.</li><li>Lead non-conformance management, root cause analysis (RCA), and corrective/preventive action implementation.</li><li>Track and report quality KPIs, trends, lessons learned, and continuous improvement initiatives.</li><li>Collaborate closely with Project Managers, Construction Managers, Engineers, Contractors, and Site Teams.</li><li>Act as the primary point of contact for quality matters with (a) Clients and consultants, (b) Contractors and suppliers, and (c) Authorities and regulatory bodies.</li><li>Provide quality consultancy and advisory services to the other functional teams, other consultants, and client.</li><li>Deliver quality training and mentoring to project and site teams on: (a) Quality standards and procedures, (b) Construction quality best practices, (c) Quality tools.</li><li>Monitor project progress and identify potential risks, delays, and issues.</li><li>Promote a proactive quality, collaboration, team work and continuous improvement culture across project teams and contractors. </li><li>Prepare and present periodic project performance reports to senior management and clients.</li><li>Participate in project review meetings and executive-level presentations.</li><li>Build and maintain strong relationships with clients, contractors, authorities, and other stakeholders.</li><li>Identify opportunities for operational efficiencies and cost optimization.</li><li>Escalate critical issues and provide strategic recommendations.</li><li>Ensure compliance with organizational governance and reporting requirements.</li></ul>About you<ul><li>Bachelor’s Degree in Architectural, Civil Engineering, Quality Management, or a related discipline.</li><li>ISO 9001 Lead Auditor certification (preferred).</li><li>Professional membership with a recognized engineering institution is preferred.</li><li>15+ years of experience, with at least 10 on quality management within buildings and/or transportation projects.</li><li>Proven experience managing site-based quality operations on large-scale road or transportation projects.</li><li>Good leadership, communication, and stakeholder management skills.</li><li>In-depth knowledge of Quality Management Systems (QMS / IMS), ISO standards, construction quality practices, quality tools such as RCA, FMEA, audits, and continuous improvement techniques.</li><li>Strong consultancy and client-facing background, preferably within engineering consultancy environments.</li><li>Experience coordinating with contractors, consultants, and government authorities. The role requires active and direct involvement, approach to work that is structured, systematic, efficient and disciplined having excellent communication and reporting skills.</p><br>Your role<ul><li><p>Tender for LDC / Consultancy Services: Produce scope of works services for tender documentation considering the Clients existing Framework Agreements with various Consultants and the Project Brief to be developed by the appointed LDC.</p><br></li><li><p>Oversight of Design and Approval Phase: DM shall oversee the Client appointed LDC activities and coordinate the designs for various stages and elements of each Project to align with the project objectives (brief), monitor the status of design progress & LDC deliverables, Client approvals and statutory approvals/permits.</p><br></li><li><p>Design Review: PMC Services exclude all technical review obligations (no PI cover for technical reviews), technical reviews shall be undertaken by the LDA appointed separately by the Client. We engage at the outset of the weapon system development and follow our designs through deployment. Our products are deployed all over the world, from the ground to exoatmospheric environments and into space. We are responsible for the architecture, design, and documentation of deliverable FPGA embedded processing at Raytheon. </p><br><br><br><p>In this role as an FPGA Engineer I, you will develop FPGA designs for all major vendors and device families including AMD, Altera, and Microchip. Designs commonly support the following applications: gigabit serial interfaces, Radio Frequency (RF) and Electro-Optical (EO) DSP, controls, data links, embedded processing, and processor interfaces. Designers collaborate with circuit card designers and systems engineers to develop requirements, architecture, modeling of algorithms, partitioning, code development, simulation, and place and route. Designs are verified against requirements using both directed tests and constrained random methodologies. Design support is expected from requirements definition through production release.
