The Project Controls Director will lead all aspects of cost, schedule, risk, and change management across a complex development program. Evaluate contractor schedules to ensure compliance with contractual obligations and project milestones. Implement advanced scheduling methodologies such as critical path analysis, schedule risk assessment, and resource-loaded scheduling. Provide schedule forecasts and recovery strategies to support proactive project management. Direct all cost engineering functions including cost estimating, cost control, cash flow forecasting, and budget monitoring. Establish project cost baselines and ensure accurate tracking of expenditures against approved budgets. Lead monthly cost reporting, forecasting, and variance analysis to ensure financial transparency and control. Analyze cost trends and recommend corrective actions to maintain financial performance. Ensure alignment with performance measurement frameworks such as Earned Value Management (EVM). Lead the development and implementation of comprehensive project risk management frameworks. Facilitate risk identification workshops, qualitative and quantitative risk assessments, and mitigation planning. Oversee schedule and cost risk modeling to support decision-making and contingency allocation. Monitor risk exposure, mitigation effectiveness, and escalation of critical risks to senior leadership. Maintain an active risk register and ensure proactive management of project uncertainties. Direct the management of project changes and variations to ensure proper evaluation, documentation, and integration into project baselines. Establish and maintain structured change control processes and governance. Facilitate Change Control Board (CCB) meetings and ensure transparent decision-making. Collaborate with commercial and contract teams in evaluating claims, entitlement assessments, and negotiation strategies. Ensure accurate tracking of project trends, early warning notices, and potential claims exposure. Oversee preparation of executive-level reports, dashboards, and key performance indicators (KPIs). Ensure consistent, transparent, and timely reporting of project performance, risks, and opportunities. Present complex project performance data in clear and actionable formats for executive leadership and stakeholders. Provide strategic insights to support informed decision-making at program level. Lead the evaluation, implementation, and optimization of project controls systems and digital platforms. Promote continuous improvement through automation, advanced analytics, and performance monitoring tools. Ensure data accuracy, consistency, and integrity across all project controls systems. Establish standardized processes and documentation practices to maintain audit readiness. Introduce innovative technologies and methodologies to enhance forecasting accuracy and reporting efficiency. Lead and manage a multidisciplinary project controls team including planners, schedulers, cost engineers, risk specialists, and reporting analysts. Build and maintain high-performing teams focused on collaboration, accountability, and technical excellence. Conduct performance evaluations and support professional development and training initiatives. Foster a culture of data accuracy, continuous improvement, and operational discipline. Master’s degree in Project Management, Engineering, or Business Administration is preferred. Minimum 25 years of experience in project controls within major capital projects. At least 15 years in senior leadership roles managing large project controls teams. Extensive experience in cost control, planning & scheduling, risk management, and performance reporting. Demonstrated experience managing complex, multi-contractor programs with significant budgets. Expert proficiency in Primavera P6, cost management systems, and project performance analytics tools. Strong understanding of project lifecycle management, construction sequencing, and design-development processes. Proven leadership capabilities managing large multidisciplinary teams. Advanced analytical and problem-solving skills with strong attention to detail. Excellent organizational and decision-making abilities. Strong communication and presentation skills, particularly in executive-level reporting. Comprehensive understanding of contract management, procurement processes, and claims evaluation. Professional certifications such as PMP, PSP, CCP, EVP, PMI-SP, RMP, or equivalent. Experience leading project controls functions on large and complex programs. Expertise in digital project controls platforms and data visualization tools such as Power BI or Tableau. Experience working under international contract frameworks such as FIDIC. Strong business acumen with the ability to interpret project performance data and guide strategic decisions. Job Profile: The ideal candidate will lead and implement a fit for purpose business development strategy for all kind of Renewables technology development for PV, BESS, Wind, Green Hydrogen for ACWA and guide the execution of all the business development activities including identifying opportunities, conducting feasibility studies, selecting suitable partners, allocating resources, bidding for opportunities, and handing the project over the Assets team, for the assigned area/technology, in order to enable growth of Company’s asset portfolio and to help meet its long-term strategic targets.<br>Key Responsibilities:Strategy and Plans In conjunction with, and as required by the Head of Regional BD, contribute to the formulation, implementation, and delivery of the Group’s country strategy in line with the ACWA vision, mission, values, and priorities. Translate the strategy into operational business plans for the short, medium, and long term for the Business Development function and ensure that performance is monitored, reported, and delivered and necessary actions are taken to achieve the strategy and plans. Monitor the performance of Business Development function and prepare periodic reports on its overall performance, to ensure deviations from performance targets are identified and reported in a timely manner, and that actions are adjusted to achieve set annual action plan. Tariff Development, competitive bid assessment Identification of Business Opportunity Lead the identification of suitable Greenfield or Brownfield business opportunities through reviewing the market landscape on a regular basis in order to contribute to the growth of the business. Execute complex business development activities for the allocated project bid, Identifying and sourcing potential partners for the project and developing suitable and compliant bids with inputs from various functions, in order to contribute to the Company’s growth, while ensuring project requirement are met and processes & procedures are adhered to. Build and maintain strategic relationships with key stakeholders including “off takers”, contractors, competition as well as possible partners, to tap on any possible opportunities that may arise in future. Ensure the identified leads from different markets/ countries, are followed through and executed in a timely manner. Feasibility Studies of Business Opportunity Assess the allocated business opportunity for economic viability using preliminary economic models, in order to ensure all evaluation criteria and aspects are considered and bids are evaluated accurately. Lead and guide the development of technical configurations and options for evaluating the economic viability via preliminary economic models, in order to ensure all evaluation criteria and aspects are considered and bids are evaluated accurately. Submit the final Tariff along with the financial model to the “owner/ off taker” of the business opportunity in order for them to verify the model. Collaborate with APF (Acquisition and Project Finance) and BD teams to carry out various due diligences (technical, legal & regulatory, environmental, economic, financial, etc.) of potential acquisitions of relevant assets. Identification of Technology and Potential Partners Participate in the identification of potential partners, contractors and suppliers, technical advisors, 3rd party auditors, etc. who can add value to the Company and perform the projected work, based on market research and due diligence, and assess and evaluate options, in order to provide all the necessary information to aid in decision making. Review, assess/ evaluate and select available technologies in the market which meet the needs of the opportunity and ensure that the contractors, O&Ms, have the capability to execute these as per the requirements. Bid Preparation Collect, organize, and distribute all pertinent data, data from the “off taker” and other regulatory / government bodies relating to the project, to pre-determined parties such as potential EPC contractors, partners, etc. to ensure they are aware of the RFP. Coordinate with various functions/ teams, EPC, O&M contractors, partners, for their feedback and to gather and compile the required information and documentation such as concepts, technology, equipment, processes, pricing, etc., to assist in bid preparation while ensuring it meets the RFP requirements. Develop the technical and financial bids based on the documentation, inputs and feedback received from various stakeholders, and ensure all requisite agreements and contracts are signed in line with the requirements and while adhering to quality standards. Negotiation and closing of deals Participate in negotiations of the allocated project bids as required, on pricing, terms, and conditions, etc. providing relevant inputs, analysis results and expertise, in order to serve the best interests of the Company. Handover all legal and project documentation to the Asset’s team / EPC Contractors on completion of the bid, to ensure smooth transfer of information for further implementation of the project. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.<br><br>The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.<br><br>Job Summary<br><br>The Senior Project Manager, reporting to the Delivery Director, supports the overall leadership and supervision of the Construction Delivery Team across the assigned portfolio. The role provides continuity by deputizing for the Delivery Director and Package Managers as required during periods of absence, meetings, or peak workload.<br><br>The Senior Project Manager also supports the Senior Leadership Team in delivering the agreed execution strategy and serves as a key point of contact for the Client, maintaining strong stakeholder engagement.<br><br>In this capacity, the Senior Project Manager is responsible for overseeing and supporting the delivery of the program through to completion. This includes planning, directing, and coordinating team activities, as well as monitoring performance to ensure alignment with project objectives.<br><br>The role drives the consistent implementation of Safety and Quality programs across the portfolio, promoting standardization and excellence in delivery. Working closely with the ESH Director and Quality Manager, the Deputy Delivery Director ensures full integration of safety, quality, and operational requirements, while maintaining strategic alignment with the Client to achieve successful program outcomes.<br><br>Major Responsibilities<br><br>Provide support to the Delivery team that has the responsibility for delivering design, procuring contractors and overseeing construction and compliance of contractors, ensuring works are carried out as per the drawings, specifications and standards, as per schedule and ensures compliance to ES&H plans, quality standards and local/national regulatory safety codes. Resolve issues escalated from the team that are non-standard and requires the benefit of extensive experience in the industry and innovative approaches Oversee performance of the general contractors, project status, schedule, cost control, change management systems. Supports the team to ensure that continuous work fronts are available through review of look ahead schedules, commodity charts, resource charts, engineering deliverables, material delivery schedules and any other service requirements including contractor submittals. Provide support as required with stakeholders to ensure required permits and licenses are in place prior to the start of the specific work at site. Verifies compliance with Permit and License requirements and stipulations. Work within a multi-functional team who will be managing project performance and progress Maintains an effective relationship with client, stakeholders and other functional departments and coordinates all jobsite contractual activities. Monitor site activities and ensure compliance with all safety, quality and environmental requirements. Managing the team and provide support in the management of Contractors and third parties to ensure the delivery of the works to meet the schedule and handover to the successor activities to meet the overall program objectives. Ensure that the plans and procedures are in place for all engineering, procurement, construction activities and ensures their compliance including strict adherence to local and national regulatory codes, ES&H and quality requirements.<br><br>Education And Experience Requirements<br><br>A recognized bachelor’s or master’s degree (or equivalent) in civil, mechanical or electrical engineering.<br><br>Required Knowledge And Skills<br><br>Minimum 25 years of experience on large Infrastructure Projects, hands-on experience of construction activities, 10 years working in role as a Project Manager and 5 years in a Senior Leadership position. Experience of leading large infrastructure projects from a Contractor or a Project Management consultant perspective. Thorough knowledge of all phases of project activities including contracting strategy, budget approvals, procurement execution planning, contractor mobilization, jobsite setup, contractor performance management, testing, commissioning and public realm works from inception to handover. Knowledge of industry/regulatory codes & standards and practices governing projects. Knowledge of ES&H requirements especially associated with large infrastructure construction, building works, public realm works, testing, commissioning and handover. Experience in KSA / Middle east / GCC is preferred.
