<p>We are seeking an experienced <strong>Procurement Manager – HVAC / MEP</strong> to lead and manage all procurement activities for a major HVAC subcontracting project in the Qiddiya area, Riyadh, Saudi Arabia.</p><p>The successful candidate will be responsible for developing and implementing procurement strategies, managing local and international suppliers, controlling procurement costs, ensuring timely delivery of materials and equipment, and supporting the project team to achieve project schedule, quality, and budget objectives.</p><p>The candidate must have strong experience in <strong>HVAC/MEP procurement, supplier management, commercial negotiation, and the Saudi Arabian construction market</strong>.</p><p>Key Responsibilities 1. Procurement Planning &amp; Strategy</p><ul><li>Develop and maintain the overall project procurement plan and procurement schedule.</li><li>Identify long-lead items and critical materials/equipment at the early stage of the project.</li><li>Prepare and maintain procurement trackers covering RFQ, technical evaluation, commercial evaluation, material approval, PO placement, manufacturing, delivery, and site receipt.</li><li>Coordinate with Engineering, Planning, Construction, Commercial, QA/QC, and Finance departments to ensure procurement activities are aligned with project requirements and schedule.</li><li>Monitor procurement risks and develop mitigation plans for critical materials and equipment.</li></ul><p>2. Supplier &amp; Vendor Management</p><ul><li>Develop, maintain, and expand a reliable supplier and vendor database for HVAC/MEP materials and equipment.</li><li>Identify and evaluate local and international suppliers based on technical capability, commercial competitiveness, production capacity, delivery performance, quality, and financial capability.</li><li>Establish and maintain strategic relationships with key HVAC/MEP suppliers and manufacturers.</li><li>Develop alternative and backup sources for critical materials and equipment.</li><li>Conduct supplier performance evaluations and implement corrective actions where necessary.</li></ul><p>3. RFQ, Tendering &amp; Commercial Evaluation</p><ul><li>Prepare and issue RFQs in coordination with the Engineering and Commercial teams.</li><li>Ensure all RFQs clearly define technical specifications, quantities, delivery requirements, commercial terms, and project requirements.</li><li>Organize and manage the bid collection, technical clarification, and commercial evaluation process.</li><li>Conduct detailed commercial comparisons, including price, delivery period, payment terms, warranty, logistics, and other commercial conditions.</li><li>Lead commercial negotiations with suppliers to achieve the best overall value for the project.</li><li>Prepare procurement recommendations and obtain the required internal approvals.</li></ul><p>4. Cost Control &amp; Commercial Negotiation</p><ul><li>Ensure procurement is carried out within the approved project budget.</li><li>Identify cost-saving opportunities through supplier negotiations, alternative sourcing, bulk purchasing, and value engineering initiatives.</li><li>Monitor market prices and provide regular market intelligence and cost forecasts for key HVAC/MEP materials and equipment.</li><li>Negotiate prices, discounts, payment terms, credit facilities, delivery schedules, warranties, and other commercial conditions.</li><li>Track and report procurement savings and cost avoidance.</li></ul><p>5. Purchase Order &amp; Contract Management</p><ul><li>Prepare and review Purchase Orders, Purchase Agreements, and relevant procurement documents.</li><li>Ensure Purchase Orders are issued accurately and in accordance with approved technical and commercial requirements.</li><li>Monitor supplier compliance with contractual obligations.</li><li>Coordinate with relevant departments to manage variations, changes, claims, delays, and disputes related to suppliers.</li><li>Maintain complete procurement records and documentation.</li></ul><p>6. Expediting, Logistics &amp; Delivery Management</p><ul><li>Monitor manufacturing and delivery progress of critical materials and equipment.</li><li>Conduct regular follow-up with suppliers to ensure compliance with the agreed delivery schedule.</li><li>Coordinate inspections, factory acceptance tests, and quality inspections where required.</li><li>Coordinate with Logistics and Site teams regarding shipment, customs clearance, transportation, and delivery to site.</li><li>Proactively identify potential delays and implement recovery actions.</li></ul><p>7. Project Coordination &amp; Reporting</p><p>&nbsp;</p><ul><li>Attend project procurement and coordination meetings.</li><li>Provide regular procurement progress reports to Project Management.</li><li>Highlight critical procurement risks, delayed items, cost impacts, and required management actions.</li><li>Support the project team in resolving urgent procurement and supply chain issues.</li><li>Perform other procurement-related duties as assigned by Project Management.</li></ul>
