These services are delivered to support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB. technical interface with the Client’s technical team, working closely with the Project Manager or Project Director as required to ensure alignment on design objectives, scope, and delivery Job Purpose Statement:To manage and oversee day-to-day HR operations, employee services, government relations activities, and the company’s Taskforce workforce requirements. The role ensures that HR operational services are delivered efficiently, employees’ legal and employment documentation remains valid, government regulations are properly implemented, and rented manpower is planned, mobilized, monitored, and controlled in line with approved business requirements, budgets, contracts, and company policies.<br>Roles & Responsibility:1. Manage the daily HR operations and employee services activities, ensuring timely and accurate delivery of services across the company.2. Oversee government-related transactions, including the issuance, renewal, and maintenance of Iqamas, visas, work permits, licenses, employee documents, and other required official documentation.3. Maintain effective relationships with relevant government authorities, embassies, service providers, and external agencies.4. Ensure that all HR operational and government-related activities comply with Saudi labor regulations, governmental requirements, company policies, and approved procedures.5. Develop, review, and implement HR operations policies, procedures, service standards, and internal controls.6. Monitor the validity and status of employee-related documents and ensure renewals are completed within the required timelines.7. Oversee the authentication and attestation of employee qualifications and official documents through the relevant authorities.8. Manage employee onboarding and offboarding operational requirements, including documentation, government registration, identification cards, access requirements, and clearance coordination.9. Act as the focal point for the company’s Taskforce manpower requirements, in coordination with business units, HR Business Partners, Talent Acquisition, Finance, Procurement, and approved manpower suppliers.10. Review Taskforce manpower requests to confirm the business justification, required headcount, duration, location, job category, approved budget, and necessary approvals before initiating the sourcing or mobilization process.11. Consolidate Taskforce requirements across all business segments and prepare short-term and long-term manpower plans based on operational demand, seasonal requirements, projects, employee shortages, and approved workforce plans.12. Coordinate with Procurement and approved manpower suppliers regarding quotations, contracts, manpower availability, mobilization timelines, replacement conditions, and agreed service levels.13. Monitor the mobilization, deployment, transfer, replacement, and demobilization of rented employees to ensure alignment with approved requests and operational requirements.14. Ensure that all rented employees have valid legal documents, medical insurance, required qualifications, licenses, training, uniforms, and site access before deployment.15. Maintain accurate Taskforce employee records, including supplier details, assigned department, location, job title, start date, contract duration, cost, attendance, and employment status.16. Monitor Taskforce attendance, overtime, absenteeism, performance, conduct, and supplier compliance in coordination with the respective business units.17. Validate Taskforce invoices, attendance records, headcount, overtime, and contractual charges before submission to Finance for payment.18. Monitor Taskforce utilization and costs against approved budgets and identify unnecessary manpower, underutilization, excess deployment, or opportunities for cost optimization.19. Coordinate the replacement or removal of rented employees who do not meet operational, performance, conduct, legal, or safety requirements.20. Prepare periodic reports and dashboards covering HR operations performance, government transactions, Taskforce headcount, supplier performance, utilization, cost, vacancies, mobilization status, and contract expiry.21. Establish and monitor service-level agreements and key performance indicators for HR operations and Taskforce service providers.22. Conduct regular supplier performance reviews and recommend corrective actions, contract improvements, or alternative manpower solutions when required.23. Support business continuity by ensuring the timely availability of Taskforce employees during seasonal operations, peak periods, urgent requirements, and special projects.24. Evaluate the performance of assigned employees, provide coaching and guidance, address performance gaps, and support their development.25. Assign work, establish priorities, monitor team performance, and ensure that all HR operations activities are completed accurately and within agreed timelines.26.
