<p>Parsons is looking for an amazingly talented Invoice Specialist to join our team! In this role you will be responsible for reviewing the invoice for completeness, accuracy, legibility, compliance with contract documents and subsequent coordination / approval with Site office including discipline engineers, Authorize Representative and Section Managers. The incumbent shall determine that the invoice meets the contractual requirements for Royal Commission Acceptance and review the Billing Summary before processing the invoice to FOD.</p><p>What You'll Be Doing:</p><p>Responsible for reviewing the invoice for completeness, accuracy, legibility, compliance with contract documents and subsequent coordination / approval with Site office including discipline engineers, Authorize Representative and Section Managers.</p><p>Responsible to measure and value the work done on site.</p><p>Reviews / comments on contractors Interim Payment Certificates (IPC).</p><p>Responsible to monitor, control and manage project allocated budget.</p><p>Reviews / comments on project's cost breakdown, cost baseline and cash flow submitted by the contractors.</p><p>Responsible for updating relevant CSRs (Contract Status Reports) on all active contracts in the Program Progress Report by indicating contract values, forecast values, scheduled and actual expenditures and percentage progress billed.</p><p>Responsible for reviewing, auditing and processing the contractor's invoices and loading them on Safeer (Oracle database) ERP Application and Etimad Platform.</p><p>Prepares weekly, monthly, quarterly, semiannual and annual Budget Allocation/Utilization reports for the client.</p><p>Assist Cost Engineer in providing project controls management, including baseline schedule development and management, performance status and reporting, baseline change control, risk management, earned value management guidance and tools.</p><p>Assist Cost Engineer in establishing and maintaining cost control tracking on unit price contracts and monitoring latest estimate to complete quantities versus contract quantities, and alerting management of any potential overruns before they occur.</p><p>Assist Cost Engineer in delivering a complete and comprehensive estimate of probable cost based on the proposed contract documents inclusive of contract terms and conditions.</p><p>Defines, details and estimates the cost of contract general conditions and job cost in compliance with the planned execution to accomplish total contract delivery.</p><p>Assist Cost Engineer in reviewing contract documents to assess contract risk and significant exposure to estimated cost if potential risks are experienced.</p><p>Assigns reasonable maximum cost and schedule exposure resulting from potential risks.</p><p>Perform any other job related duties as assigned.</p><p><strong>Desired Candidate Profile</strong></p><p>Bachelor's Degree in Quantity Surveying, Mathematics / Accounting from a recognized university or college. Minimum 5 years of experience as Billing/Invoice Specialist in construction projects ranging from initiation to close out phase on large to mega infrastructure/building projects including experience in project cost estimate, control and management. Must be fluent in both English and Arabic (written and spoken), with excellent communication skills and a strong ability to prepare and review technical reports and documentation. Job Purpose:The Maintenance Manager is responsible for overseeing, coordinating, and executing the maintenance management of jack-up barges to ensure operational reliability, regulatory compliance, and cost efficiency. The role involves working with the team, optimizing preventive and corrective maintenance programs, to minimize downtime and extend the lifecycle of assets.<br>Key Responsibilities:Manage preventive maintenance schedules for mechanical, electrical, hydraulic, and structural systems on jack-up barges. Plan and supervise corrective maintenance, troubleshooting, and breakdown repairs to restore operations in a timely manner. Monitoring and tracking Planned Maintenance System (PMS) of all maintenance activities. Conduct root cause failure analysis (RCFA) on recurring issues and implement long-term corrective actions. Ensure maintenance activities comply with Class, Flag State, and international maritime standards (ABS, DNV, IMO, SOLAS, MARPOL, etc.). Manage certification, inspection, and surveys required by classification societies, flag authorities, and client requirements. Oversee the maintenance and reliability of safety-critical equipment, including firefighting, lifesaving appliances, navigation systems, and dynamic positioning (if applicable). Preparation and supervise dry-docking and major refit/repair projects, including preparation of technical specifications, vendor selection, and on-site supervision. Coordinate with barge captains, chief engineers, port engineers, port captains and operations managers to align maintenance schedules with project execution and minimize operational disruptions. Control spare parts and consumables inventory, ensuring critical spares availability while optimizing stock levels and costs. Prepare annual maintenance budgets, monitor expenditures, and provide cost forecasts and variance analyses. Review and approve vendor/service provider performance and proposal. Ensure proper documentation and record-keeping of all maintenance activities, including equipment history, inspection reports, and certification status. Lead, train, and mentor onboard and shore-based maintenance personnel, ensuring technical competency, safety awareness, and compliance with company standards. Conduct regular audits, inspections, and risk assessments to identify gaps and recommend improvements to maintenance processes. Support emergency response planning and participate in drills, ensuring equipment reliability during critical situations.<br>Minimum Requirements:Bachelor’s degree in Marine Engineering, with demonstrated experience serving as a Chief Engineer Minimum 8–10 years of progressively responsible maintenance experience in offshore or marine industry, with at least 3 years in a managerial/supervisory role on jack-up barges Strong technical knowledge of barge systems, including engines, generators, jacking systems, cranes, ballast systems, and auxiliary equipment.
