Job Description – Planning Engineer Job Title: Planning Engineer Department: Project Management Reports To: Project Manager / Projects Director Work Location: As per project requirements Job Purpose To prepare, monitor, and update project schedules, measure progress, analyze delays and deviations, and provide management with accurate reports to support the timely and cost-effective completion of projects. Key Responsibilities Prepare and maintain baseline and detailed project schedules. Define project activities, durations, dependencies, milestones, and critical paths. Monitor actual progress against the approved schedule. Calculate planned and actual progress percentages. Prepare daily, weekly, and monthly progress reports and dashboards. Identify schedule deviations, analyze delays, and assess their impact on project completion. Develop recovery and acceleration plans in coordination with the Project Manager. Coordinate with site teams, consultants, contractors, and suppliers to collect and verify progress data. Review schedules submitted by contractors and monitor their compliance. Prepare project forecasts and schedule-linked cash-flow projections. Document delays, variations, change orders, and correspondence affecting the project timeline. Support the preparation and assessment of extension-of-time claims and delay analyses. Attend progress meetings and prepare the required reports and presentations. Maintain the project schedule risk register and follow up on corrective actions. Ensure proper filing and updating of all planning records and reports. Comply with company policies and applicable quality, safety, and project-management requirements. Qualifications and Experience Bachelor’s degree in Civil, Architectural, Mechanical, or Electrical Engineering, depending on the project type. Minimum of 5–8 years of relevant experience in project planning and control. Previous experience in construction, infrastructure, or similar projects. Proficiency in Primavera P6 and Microsoft Project. Advanced proficiency in Microsoft Excel and progress-reporting tools. Good knowledge of cost control, cash-flow forecasting, and earned value management. Good command of written and spoken English. PMP or PMI-SP certification is preferred. <p><br></p><p>Responsibilities</p><ul><li>Lead and oversee contract administration activities across a large portfolio of roads and infrastructure contracts.</li><li>Establish and maintain consistent contract administration processes, procedures, and governance controls.</li><li>Provide leadership, guidance, and mentoring to Contracts Administrators and support staff.</li><li>Ensure compliance with contractual obligations, internal policies, procedures, and delegated authority requirements.</li><li>Support continuous improvement initiatives to enhance contract administration efficiency and effectiveness.</li><li>Maintain contract registers and ensure contractual records are accurate, complete, and up to date.</li><li>Administer contract correspondence, notices, instructions, approvals, and other contractual communications.</li><li>Monitor contract milestones, deliverables, securities, warranties, insurance requirements, and other contractual obligations.</li><li>Coordinate contract start-up, mobilization, amendments, renewals, extensions, and close-out activities.</li><li>Support the administration of contract changes, variations, claims, compensation events, and extensions of time.</li><li>Monitor contractual compliance, identify risks and non-conformances, and support internal and external audits.</li><li>Ensure contractual documentation is retained and managed within designated contract management systems.</li><li>Act as the primary point of contact for contract administration matters across the portfolio and facilitate resolution through proactive stakeholder engagement.</li><li>Coordinate contract-related meetings, governance reviews, dashboards, status reports, and portfolio performance updates.</li><li>Administer contract management systems, including Oracle Unifier, SAP, and document management platforms.</li><li>Identify and escalate contractual risks and potential disputes, and support contractual assessments and dispute avoidance strategies.</li><li>Lead contract close-out activities, including final account processes, release of securities, closure of outstanding obligations, archival of records, and lessons learned reporting.</li></ul><p>Qualifications</p><ul><li>Bachelor's degree in Quantity Surveying, Construction Management, Engineering, Law, Commerce, or a related discipline.</li><li>Professional membership with a recognised industry body such as RICS, CIArb, CIPS, ICE, or equivalent is desirable.</li></ul><p>Experience</p><ul><li>Minimum 15+ years' experience in contract administration, commercial management, or contract management within major infrastructure or construction projects.</li><li>Experience managing large and complex contract portfolios.</li><li>Demonstrated experience leading contract administration teams.</li><li>Experience supporting roads, highways, transportation, or major infrastructure projects.</li><li>Sound experience with FIDIC and other standard forms of contract.</li><li>Experience with contract governance controls, audit and compliance processes, and portfolio reporting workflows.</li><li>Experience administering claims and variations.</li><li>Proficiency in Oracle Unifier, SAP, Microsoft Office, and contract management systems.</li><li>Fluency in English and Arabic.</li><li>Familiarity with public-sector or giga-project governance environments is highly desirable.</li></ul><p>Provided accommodation and food.
