<p><strong>Job Description Summary:</strong> Job Description: Role Purpose The Procurement Manager is responsible for leading the organization's procurement function during construction and operational phases by developing and implementing procurement strategies that ensure the timely, cost-effective, and sustainable acquisition of goods, materials, equipment, and services. The role is accountable for strategic sourcing, supplier relationship management, contract negotiation, procurement governance, cost optimization, and continuous process improvement while ensuring compliance with company policies, quality standards, and applicable legal and regulatory requirements. Additionally, during the construction phase, the role also ensures the timely procurement and delivery of materials, equipment, and subcontracted services as well as planning and evaluation of vendors proposals. Working closely with internal stakeholders, Project managers, Design, Engineering and Construction teams the Procurement Manager supports construction phase, business operations and projects by delivering efficient procurement solutions that balance quality, cost, risk, and operational requirements.</p><p><strong>Specific Duties</strong></p><p><strong>Procurement Strategy & Planning</strong></p><ul><li>Develop and implement procurement strategies aligned with business, and operational objectives.</li><li>Establish procurement policies, procedures, and best practices to improve efficiency and governance.</li><li>Plan procurement activities to ensure the timely availability of goods, materials, equipment, and services.</li><li>Continuously review and improve procurement processes to increase efficiency and value.</li><li>Responsible for managing the complete procurement life cycle across all disciplines, including all the phases outlined below.</li></ul><p><strong>Strategic Sourcing & Supplier Management</strong></p><ul><li>Identify, evaluate, qualify, and develop local and international suppliers.</li><li>Maintain an Approved Supplier List and supplier qualification process.</li><li>Build and maintain strong strategic relationships with key suppliers.</li><li>Conduct supplier performance evaluations and implement continuous improvement initiatives.</li><li>Perform market research, benchmarking, and commercial analysis to identify sourcing opportunities.</li></ul><p><strong>Tendering & Contract Management</strong></p><ul><li>Prepare, review, and manage RFQs, RFPs, tenders, commercial evaluations, and supplier selection processes.</li><li>Collaborate closely with engineering to prepare and manage Bills of Quantities (BOQs), using tools such as Excel, Cype, Arqu medes, Presto, or similar measurement software.</li><li>Draft & review tender documents, and construction contracts, ensuring alignment with project requirements</li><li>Lead commercial negotiations covering pricing, payment terms, delivery schedules, warranties, service levels, and contractual conditions.</li><li>Draft, review, and administer procurement contracts in collaboration with relevant stakeholders.</li><li>Ensure contracts effectively manage commercial and operational risks.</li></ul><p><strong>Procurement Operations</strong></p><ul><li>Coordinate with construction teams to ensure proper delivery, inspection, and acceptance of materials on site.</li><li>Manage the end-to-end procurement lifecycle, including: Purchase requisitions Supplier selection Purchase orders Delivery coordination Invoice reconciliation Supplier performance monitoring</li><li>Coordinate procurement activities across departments to ensure business continuity.</li><li>Monitor supplier delivery performance and resolve procurement-related issues proactively.</li></ul><p><strong>Cost Management</strong></p><ul><li>Develop and manage procurement budgets, costs, cashflows, forecasting, change orders and deviations.</li><li>Monitor procurement expenditures and identify opportunities for cost savings.</li><li>Lead value engineering and cost optimization initiatives without compromising quality or operational requirements.</li><li>Prepare procurement forecasts and support financial planning activities.</li></ul><p><strong>Inventory & Supply Chain</strong></p><ul><li>Monitor inventory levels and ensure appropriate stock levels are maintained.</li><li>Coordinate supply planning with operational teams to prevent shortages and minimize excess inventory.</li><li>Support supply chain continuity through effective planning and supplier collaboration.</li></ul><p><strong>Risk & Compliance</strong></p><ul><li>Identify, assess, and mitigate procurement risks, including: Supply chain disruptions Supplier dependency Price volatility Contractual risks Regulatory compliance</li><li>Ensure procurement activities comply with company policies, internal controls, ethical standards, and applicable laws.</li><li>Promote responsible and sustainable procurement practices where appropriate.</li></ul><p><strong>Stakeholder Management</strong></p><ul><li>Partner with Finance, Operations, Engineering, Production, Quality, Logistics, and other business functions to understand procurement requirements.</li><li>Provide procurement expertise and commercial guidance to internal stakeholders.</li><li>Foster collaborative relationships across the organization to support business objectives.</li></ul><p><strong>Reporting & Performance Management</strong></p><ul><li>Develop procurement KPIs and performance dashboards.</li><li>Monitor supplier performance, procurement efficiency, savings, and service levels.</li><li>Prepare regular management reports and provide recommendations for continuous improvement.</li><li>Utilize ERP systems and digital tools to enhance procurement visibility and reporting.</li><li>Maintain accurate records of procurement activities, contracts, and suppliers, and provide regular reports to project management</li></ul><p><strong>Desired Candidate Profile</strong></p><ul><li>Bachelor's degree in Business Administration, Supply Chain Management, Engineering, Procurement, Operations Management, or a related discipline.</li><li>Professional procurement qualifications (CIPS or equivalent) are desirable.</li><li>Minimum of 7 10 years of progressive procurement experience, including leadership responsibilities.</li><li>Proven experience in strategic sourcing, supplier management, contract negotiation, and procurement operations.</li><li>Proficiency in quantity take-off tools (Arqu medes, Presto, etc.)</li><li>Experience implementing procurement systems, policies, and process improvements.</li><li>Strong understanding of procurement best practices, commercial negotiations, and supply chain management.</li><li>Experience with ERP systems (SAP, Oracle, Microsoft Dynamics, or equivalent).</li><li>Advanced Microsoft Office skills; Power BI or other reporting tools are an advantage.</li><li>Excellent written and spoken English</li><li>Previous procurement experience in integrated construction projects is highly preferred.</li><li>Experience in the poultry industry, <strong>Key Selected Responsibilities</strong></p><br><p><strong><u>Accounting & Reporting</u></strong></p><br><ul><li>Deliver clear & accurate month end reporting requirements to timetable. Working closely with Commission Leads and the Finance Leads to ensure Management Accounts, Financial reports & Forecasts are as accurate as possible.</li><li>Business Partnering, Project profitability, Project Revenue Trackers, Project Accounting & WIP analysis are key reports to the business.</li><li>Ensure balance sheet reconciliations are maintained with any reconciling variances articulated and managed in accordance with financial reporting standards.</li><li>Supporting other ad-hoc month end reporting in line with group timetable, including providing support on commentary for variance analysis.</li><li>Revenue Trackers, Income Statement accurately recorded and maintained.</li><li>Assisting with annual statutory audit.</li><li>Support the annual Budget submission.</li><li>Processing General Ledger journal transactions for both Income Statement and Balance Sheet.</li><li>Client invoicing – a critical requirement occurring at a critical time requiring the candidate to manage conflicting time and workload pressures.</li><li>Intercompany account reconciliations with relevant action then being taken where necessary.</li><li>Ensure compliance with accounting policies – both external reporting standards and internal policies.</li></ul><p><strong><u>Payroll</u></strong></p><br><ul><li>Support preparation of monthly payroll.</li><li>Generation of payroll journals and relevant payroll recons.</li><li>Responding to payroll queries as and when required.</li></ul><p><strong><u>Tax</u></strong></p><br><ul><li>Good knowledge of KSA VAT and Tax laws and practices will be a significant advantage.</li></ul><br>Qualifications<br><p><br>

<p>The Senior Organizational Development Specialist s role is to provide advice and create programs/interventions on various human capital-related issues, change management, corporate performance, and efficiency. He also leads and oversees the following areas: Organizational Design/Assessment and Transformation initiatives, Performance Management, Talent Management & Succession Planning, Compensation & Benefits, Corporate Culture, and Employee Happiness (Engagement). Key Accountabilities Organizational Development Strategy & Delivery: Maintain an integrated Organizational Development framework and strategy that aligns with Makeen s overall People Plan, incorporating: Performance Management Succession Planning Talent Management Reward and Recognition Framework Organizational Design/Assessment Maintain appropriate frameworks, systems, policies, procedures, and reports to support organizational development programs. Ensure alignment activities foster sustainable change and capability development by providing supporting programs, including coaching and mentoring of executives and managers, team building, and planning activities. Ensure all activities incorporate an up-front strategic planning component that allows managers and leaders to identify strategic objectives to underpin new structures, roles, and functions. Coach and mentor managers and senior executives through implementation activities, minimizing people impacts and anticipating and mitigating risks as appropriate. Assist managers in analyzing gaps against new, proposed structures and functions. Ensure that the organizational transformation program is prioritized and planned appropriately, taking into account constraints such as budgets, resource availability, and the capacity of the organization to achieve the volume or extent of change. Monitor and measure the outcomes of activities within the program, capturing learnings to achieve long-term, sustainable change. Work closely with Corporate Communications to ensure that all activities and projects are communicated to staff by developing effective communication plans and materials. Culture, Change Management, and Engagement: Oversee the ongoing deployment of surveys and tools to analyze Makeen s culture, analyze insights, and proactively identify strategies to address any issues. Oversee the design of initiatives to support the development of the desired culture across all business lines and departments. Ensure the appropriate level of support is provided to managers to implement continuous improvement initiatives linked to survey feedback, strategic priorities, and a complete understanding of the highly complex engagement and workforce change issues. Working proactively with other Makeen people managers, identify and implement activities to help lift Makeen s change management capability. Identify and maintain metrics that measure Makeen s culture, and work with senior managers to establish target and report on progress. Performance Management: Working closely with the HR Director, oversees the development and implementation of an annual Performance Development system for all staff. Work with the L&D team to train and educate raters on the concepts and mechanics of the performance appraisal tool. Assist individuals and work units in identifying Objectives and KPIs and aligning these Objectives/KPIs to their departmental goals. Monitor compliance of individuals and work units to the performance management calendar. Provide advice to Management on approaches to linking performance management ratings, top salary reviews, and rewards management. Identify areas of enhancement to the employee performance management system. Compensation & Benefits: Review the existing salary-and-benefits structure and recommend solutions to address identified inequities and distortions. Establish a rational job grading and salary structure. Set up a job evaluation mechanism that ensures the systematic, objective, and fair determination of job classification and grading for newly created job titles or positions. Monitor the company s positioning in the salary market by participating in salary reviews and regional forums on pay- and-benefits practices.
