Role Summary: The Mechanical Quality Engineer (Piping, Welding, Coating & NDT) is responsible for assuring and controlling the quality of piping fabrication and installation, welded joints, protective coating systems, and non-destructive testing activities for the JESCO / Arcelor Mittal Tubular Products Al-Jubail Heat Treatment and Finishing Line Project. The role provides owner-side surveillance of EPC contractors, subcontractors, vendors, and third-party inspection agencies from material receipt and fabrication through erection, testing, pre-commissioning, turnover, and final dossier close-out. The incumbent ensures compliance with approved project specifications, drawings, Inspection and Test Plans, welding and coating procedures, applicable Saudi requirements, and relevant ASME, API, ASTM, AWS, ISO, SSPC/AMPP, and ASNT standards.<br>Job Duties & Responsibilities:Review and approve contractor quality documents, including Project Quality Plans, Inspection and Test Plans, method statements, field inspection checklists, welding procedure specifications and qualification records, NDT procedures, coating procedures, pressure-test packages, and turnover dossiers. Perform surveillance and inspection of shop and field piping activities, including material receiving, identification and traceability, storage and preservation, fit-up, joint preparation, welding, supports, flange alignment, bolt tightening, cleanliness, reinstatement, and system completion. Verify piping materials, fittings, flanges, valves, gaskets, welding consumables, and coating materials against approved drawings, specifications, purchase orders, material requisitions, MTCs, heat numbers, and positive material identification requirements. Witness and verify welder and welding-operator qualifications, WPS/PQR compliance, welding consumable control, preheat and inter pass temperature, heat input, joint sequencing, visual inspection, weld repair, and post-weld heat treatment activities where applicable. Coordinate and monitor NDT activities, including VT, PT, MT, UT, RT, and advanced methods when specified; verify technician certification, equipment calibration, technique sheets, examination coverage, acceptance criteria, reports, film or digital-image quality, and repair-cycle closure. Inspect surface preparation and coating application, including environmental conditions, abrasive and coating batch control, surface cleanliness and profile, stripe coating, wet and dry film thickness, holiday testing, adhesion testing, curing, repair, and final acceptance in accordance with the approved coating system. Witness piping pressure and leak testing, line flushing or blowing, drying, chemical cleaning where applicable, valve testing, punch-list clearance, and reinstatement; confirm calibrated test instruments, test boundaries, temporary supports, safety controls, and complete test records. Review isometric drawings, P&IDs, line lists, plot plans, weld maps, spool drawings, support details, vendor drawings, specifications, and approved technical queries to confirm construction and inspection compliance. Raise inspection observations and Non-Conformance Reports for deviations; support root-cause analysis, corrective and preventive actions, concession or repair review, verification of implementation, and timely close-out. Maintain inspection status, weld and NDT traceability, coating records, NCR and punch-list logs, quality KPIs, and weekly progress reports; identify recurring defects and recommend preventive improvement actions. Coordinate with Project Management, Engineering, Construction, HSE, Operations, EPC contractors, vendors, authorized inspectors, and third-party agencies to resolve quality issues without compromising safety, code compliance, or project schedule. Support mechanical completion, system handover, pre-commissioning, and final quality dossier review, ensuring all records are complete, legible, traceable, approved, and aligned with the project turnover index.<br>Education & Experience:Bachelor’s degree in mechanical engineering or equivalent discipline Minimum 8-10 years of QA/QC experience in piping, welding, coating, and NDT for industrial construction, steel, oil and gas, petrochemical, power, or process-plant projects. At least 3 years in an owner, client, PMC, or lead site-quality role supervising EPC contractors, subcontractors, and third-party inspection agencies. Demonstrated field experience with carbon steel, stainless steel, and alloy-steel piping fabrication and installation, welding control, NDT coordination, coating inspection, pressure testing, and turnover documentation. Experience reviewing and implementing ITPs, WPS/PQRs, welder qualifications, NDT procedures, coating procedures, inspection requests, test packs, NCRs, punch lists, and final manufacturing or construction dossiers. What is required now is not a builder from scratch — but a disciplined, credible risk leader who can strengthen, refine, and defend it.<br>The Role You will take ownership of the existing Enterprise Risk Management structure in Saudi Arabia and elevate its effectiveness.<br>This is a hands-on individual contributor role.<br>You will work closely with senior management, compliance, business, and technology teams to ensure the organization remains regulator-ready at all times.<br>You will:Maintain and enhance the existing Risk Management Framework Own and continuously improve the Risk Register Refine and monitor the Risk Appetite Statement and KRIsOversee operational, technology, and third-party risks Conduct risk assessments for new initiatives and product changes Prepare structured, defensible risk reports for senior management Support regulatory engagement with SAMAEnsure risk governance remains practical, proportionate, and effective The expectation is clarity, structure, and regulatory confidence — not bureaucracy.<br>What We’re Looking For5–8 years of risk management experience within a SAMA-regulated financial services environment (fintech, payments, digital banking, or lending preferred) Direct exposure to SAMA regulatory requirements and inspections Practical ownership of Risk Appetite frameworks and Risk Registers Strong operational risk experience (beyond pure credit or market risk) Experience managing third-party / outsourcing risk Confidence presenting risk matters to senior management Fluent English Saudi national
