Configure or reconfigure forest and domain trusts. Migrate service accounts to g MSA wherever possible. Perform pre-change validation in a lab or staging environment. Execute change during approved maintenance windows (nights / weekends, respecting banking hours). Validate post-change health and roll back if success criteria are not met. Security & Compliance Hardening (Ongoing) Maintain an AD security baseline aligned with CIS / NIST and banking regulations (FFIEC, PCI, SWIFT CSP). Manage and monitor privileged groups (Enterprise Admins, Domain Admins, Schema Admins) for unauthorized changes. Review and clean up stale users, computers, and service accounts monthly. Enforce Kerberos AES encryption, restrict NTLM, and enable LDAP signing and channel binding. Manage and rotate service account credentials (LAPS for local admins, g MSA for services). Assist with privileged access management (PAWs, JIT, break-glass accounts). Ensure audit policies forward logs to the SIEM (Splunk, Sentinel, QRadar) and investigate anomalies. Collaboration with the Global Office Act as the technical liaison between the global AD team and local bank operations. Participate in weekly design / status calls with the global office during the major change initiative. Translate global AD standards into local implementation plans. Report on local environment health, risks, and change progress using agreed dashboards. Escalate issues requiring global decisions (e.g., schema changes, cross-forest trust policies). Troubleshooting & Incident Resolution Diagnose and resolve AD-related incidents, including authentication failures, replication breaks, GPO application issues, account lockouts, and Kerberos errors. Perform root cause analysis and implement permanent fixes. Support application teams with AD integration issues (SPN misconfigurations, delegation, permissions). Participate in security incident response where AD compromise is suspected (e.g., golden ticket, DCSync attacks). Documentation & Knowledge Transfer (Local team and global office) Maintain living documentation: AD topology, domain controller inventory, FSMO locations, site links, GPO inventory, privileged group memberships, and service account lists. Document all changes performed during the major change initiative, including before / after states. Produce troubleshooting runbooks for common AD issues tailored to the bank’s environment. Provide training sessions for local junior admins and global office teams as needed. Disaster Recovery & Business Continuity Maintain and test AD forest recovery procedures. Cybersecurity Specialist / Expert Job Description About the Role We are looking for a seasoned Cybersecurity Specialist to lead the protection of our systems, data, and infrastructure, and to drive our compliance with the cybersecurity regulations of the Kingdom of Saudi Arabia. In this hands-on expert role you will own the full cybersecurity lifecycle — implementing and testing the National Cybersecurity Authority (NCA) controls across the organization, uncovering and closing security vulnerabilities before they can be exploited, conducting security testing of critical systems, and operating the cybersecurity platforms that defend our environment around the clock. You will be the organization’s reference point for cybersecurity: advising leadership on risk, guiding IT and application teams on secure design and remediation, representing the organization before regulators and auditors, and building a security-first culture across the business. Key Responsibilities• Lead the implementation of the NCA regulatory frameworks — the Essential Cybersecurity Controls (ECC) and related control sets (CSCC for critical systems, CCC for cloud, DCC for data, TCC for telework, OTCC for operational technology) — across all organizational domains.• Assess compliance with NCA controls: perform gap analyses, define remediation roadmaps, implement corrective actions, and test/validate control effectiveness on an ongoing basis.• Prepare and maintain the evidence required for NCA self-assessments, regulator reporting, and internal and external cybersecurity audits, and act as the technical counterpart during those engagements.• Run the vulnerability management program end to end: scheduled scanning, risk-based prioritization, coordinating and verifying remediation with system owners, and closing findings within defined SLAs.• Conduct security testing of systems and applications — penetration tests, configuration reviews, and secure-baseline (hardening) assessments — before go-live and periodically in production.• Operate and tune cybersecurity systems and platforms: SIEM, EDR/XDR, next-generation firewalls, IPS/IDS, WAF, email and web security, NAC, and data loss prevention.• Monitor, detect, and respond to cybersecurity incidents: triage alerts, contain and eradicate threats, perform root-cause analysis and forensics, and produce post-incident reports with lessons learned.• Define and maintain cybersecurity policies, standards, and procedures aligned with NCA requirements and international best practices (ISO/IEC 27001, NIST CSF, CIS).• Perform cybersecurity risk assessments for projects, systems, and third parties, and embed security requirements into procurement, development, and change management.• Review and govern identity and access management: privileged access (PAM), MFA enforcement, periodic access recertification, and least-privilege design.• Deliver cybersecurity awareness activities and phishing simulations, and raise the security maturity of technical teams through guidance and training.• Track the threat landscape (threat intelligence, CVE advisories, NCA alerts) and proactively drive protective measures before threats materialize. Required Qualifications• 7+ years of hands-on cybersecurity experience, including a senior/expert role in an enterprise or government environment.• Deep, demonstrable knowledge of the Saudi National Cybersecurity Authority (NCA) frameworks — ECC as a minimum, with CSCC/CCC/DCC exposure — including a proven track record of materially contributing to their implementation and testing in a real organization.• Strong practical expertise in identifying, analyzing, and closing security vulnerabilities across operating systems, networks, databases, and applications.• Proven experience conducting security testing of systems: penetration testing, vulnerability assessment, and secure configuration review.• Strong hands-on experience operating cybersecurity systems: SIEM, EDR/XDR, firewalls, IPS/IDS, WAF, email security, and vulnerability management platforms.• Solid incident response capability: detection, containment, eradication, recovery, and reporting.• Working knowledge of ISO/IEC 27001 and international standards (NIST, CIS) and how they map to NCA controls.• Ability to produce high-quality technical reports and compliance documentation in Arabic and English.• Bachelor’s degree in Cybersecurity, Computer Science, Information Technology, or a related field (or equivalent proven experience). Preferred / Nice-to-Have Qualifications• Professional certifications: CISSP, CISM, CEH, OSCP, GIAC (GSEC/GPEN/GCIH), Comp TIA Security+, or SABSA; ISO/IEC 27001 Lead Implementer/Auditor is a strong plus.• Direct experience preparing organizations for NCA compliance reviews or working with sector regulators (e.g., SAMA CSF, CST) in the Kingdom.• Experience securing cloud environments (Azure, AWS, OCI) and hybrid architectures, including cloud-native security services.• Scripting and automation for security tasks (Power Shell, Python, Bash) and familiarity with security orchestration (SOAR).• Knowledge of secure software development practices (Dev Sec Ops, OWASP SAMM) and application security testing tools (SAST/DAST).• Experience with data protection technologies: encryption, PKI/certificate management, and database security.• Exposure to operational technology (OT/ICS) security and to business continuity / disaster recovery planning. Technical Skills Summary Area Skill Expected Level Regulatory Compliance NCA Essential Cybersecurity Controls (ECC) implementation Expert Regulatory Compliance NCA CSCC / CCC / DCC / TCC / OTCC control frameworks Expert Regulatory Compliance Compliance assessment, gap analysis, and audit support Expert Vulnerability Management Vulnerability scanning, prioritization, and remediation Expert Vulnerability Management Hardening and secure configuration baselines (CIS) Advanced Security Testing Penetration testing and security assessment of systems Expert Security Testing Web/application security testing (OWASP) Advanced Security Operations SIEM operation and use-case tuning (Splunk / QRadar / Sentinel) Advanced Security Operations EDR / XDR platforms and endpoint protection Expert Security Operations Incident response, digital forensics, and threat hunting Advanced Network Security NGFW, IPS/IDS, WAF, NAC, email and web security gateways Expert Identity & Access IAM / PAM, MFA, and least-privilege access governance Advanced Governance & Risk Cybersecurity policies, risk assessment, and awareness Advanced Governance & Risk ISO/IEC 27001 and international best practices Advanced Soft Skills• Strong analytical and investigative mindset, with the discipline to trace an alert or a finding to its root cause.• Clear written and verbal communication in Arabic and English; able to brief executives, regulators, and auditors as confidently as technical teams.• High integrity, confidentiality, and sound judgment when handling sensitive information and incidents.• Ownership mindset — drives findings from discovery through verified closure, and works to prevent recurrence.• Calm and structured under pressure, especially during live security incidents.• Collaborative influence: builds security into projects by working with, not against, IT and business teams.• Continuous learner who keeps pace with the evolving threat landscape and regulatory requirements.

About the Role
The role involves end-to-end operational management of a mixed-use property, ensuring optimal performance of all building systems and services while aligning with UAPM's asset management strategy.
Responsibilities Own end-to-end operational management of the assigned mixed-use property, serving as the primary point of accountability for all building systems, services, and performance outcomes. Develop, implement, and monitor annual property operations plans, aligning with UAPM's asset management strategy and portfolio objectives. Oversee the full spectrum of Hard FM activities — HVAC, MEP systems, elevators, fire safety, structural maintenance, and building fabric — ensuring system uptime and reliability. Oversee Soft FM services including cleaning, landscaping, security, waste management, and pest control through outsourced service providers. Transition property maintenance from reactive to preventive and predictive models; establish and maintain a CAFM/CMMS-based preventive maintenance schedule covering all critical building systems. Monitor and interpret building performance data via BMS and IoT sensors to enable proactive fault detection, energy optimisation, and anomaly resolution. Conduct routine property inspections and ensure that all defects, snags, and corrective actions are documented and closed within agreed timeframes. Manage all outsourced Hard FM and Soft FM service providers, holding them to contractual KPIs, SLAs, and UAPM quality standards. Lead the vendor performance review process — track contractor scorecards, escalate underperformance, and recommend contract renewals, modifications, or terminations to the Executive Director. Coordinate contractor mobilisation, on-site access control, HSE induction, and permit-to-work compliance for all third-party works. Review and process vendor invoices within agreed timelines, verifying against completed work orders and contract terms prior to approval. Maintain an up-to-date vendor register, service contracts database, and approved supplier list within Yardi. Prepare the annual property operations and maintenance (O&M) budget in coordination with the Executive Director and Finance team. Monitor and control operational expenditure against approved budget; investigate variances and implement corrective measures. Process purchase requests, work orders, and vendor payments within delegated authority limits using Yardi and Kissflow. Identify cost-saving opportunities through service consolidation, energy reduction initiatives, and preventive maintenance efficiencies. Prepare monthly financial performance reports, cost variance analyses, and expenditure forecasts for management review. Ensure the property fully complies with all applicable Saudi regulations and standards, including Civil Defence requirements, NFPA, SASO, MOMRA, and municipality codes. Maintain up-to-date records of all regulatory inspections, licences, permits, and certificates of compliance. Oversee fire safety systems testing, emergency evacuation planning, and coordination with Civil Defence authorities for approvals and inspections. Enforce HSE policies across all on-site personnel, contractors, and vendors; conduct safety audits and ensure prompt close-out of any non-conformances. Manage all statutory inspection schedules (elevators, pressure vessels, electrical systems, fire suppression, etc.) and ensure third-party certifications are current. Act as the primary operational point of contact for tenants at the property, managing service requests, complaints, and escalations via Freshdesk within agreed SLA timeframes. Conduct periodic tenant satisfaction assessments and translate feedback into actionable service improvements. Coordinate with the Tenant Coordination team on fit-out works, handovers, and any tenant-driven modifications to the property. Maintain professional, responsive communication with all property stakeholders including tenants, government authorities, and utility providers. Lead, manage, and develop a team of three direct reports, setting clear performance objectives aligned to property KPIs. Conduct regular one-to-ones, annual performance appraisals, and development planning discussions for all direct reports via Kayan HR. Foster a safety-first, continuous improvement culture within the team, encouraging proactive reporting of risks, inefficiencies, and improvement ideas. Allocate team workloads effectively, manage task progress in Wrike, and ensure capacity is balanced across preventive, reactive, and project-based activities. Own property-level operational data — work orders, asset registers, maintenance logs, energy consumption, and cost records — ensuring accuracy and completeness in Yardi and CAFM systems. Prepare and submit monthly property performance reports covering maintenance KPIs, financial summaries, tenant satisfaction scores, and compliance status. Build and maintain Power BI dashboards tracking key operational metrics for the Executive Director's review. Lead continuous improvement initiatives targeting energy efficiency, planned vs. reactive maintenance ratios, and vendor cost optimisation. Monitor ESG-relevant metrics including energy and water consumption, waste management, and progress toward green building compliance (LEED, Mostadam).
Qualifications Bachelor's degree in Facilities Management, Engineering (Mechanical, Electrical, or Civil), Real Estate Management, or a related discipline. Professional certification preferred: IFMA CFM, BIFM (IWFM), PMP, or equivalent FM or project management credential.
Required Experience & Skills Minimum 5 years of experience in facilities or property management, with at least 2 years in a management or supervisory role. Demonstrated experience managing mixed-use or large commercial/retail properties, including Hard FM and Soft FM service streams. Proven track record of managing outsourced FM contractors and holding service providers to KPI and SLA performance standards.
