Job Summary<br><br>The Compliance & MLRO Specialist is responsible for compliance monitoring and financial-crime prevention within BLOMINVEST Saudi Arabia (BSA). The role owns the design and execution of the compliance monitoring and testing programme, the transaction monitoring and screening parameters, and enhanced due diligence on high-risk clients, and prepares BSA's regulatory submissions for the Head of Compliance & MLRO.<br><br>Principal Duties And Responsibilities<br><br> Implement and maintain BSA's compliance program and the compliance policy and procedure suite, as directed by the Head of Compliance & MLRO. Apply the rules and regulations that fall within the scope of the compliance and MLRO function. Prepare and submit reports on AML review findings to the Head of Compliance & MLRO. Perform the daily compliance and quality assurance activities. Review BSA's policies and procedures against the Capital Market Law, its Implementing Regulations and all other applicable regulatory requirements, and escalate gaps to the Head of Compliance & MLRO. Apply the rules and regulations governing KYC, insider trading, client account opening, client complaints, code of conduct, money laundering, and incident & complaint reporting. Review AML compliance across all business lines and provide findings and recommendations to the Head of Compliance & MLRO. Check all documents submitted to the CMA in connection with applications for new investment products. Maintain effective working relationships with the regulatory authorities under the direction of the Head of Compliance & MLRO. Deliver compliance and AML awareness training to employees. Review client accounts on a weekly, monthly and quarterly basis and report findings to the Head of Compliance & MLRO. Lead compliance reviews across departments under the direction of the Head of Compliance & MLRO, report findings to senior management, and drive the rectification of compliance issues and breaches. Review client account opening documentation annually to ensure client records remain up to date and in full compliance with BSA's policies and CMA rules and regulations. Own the design and execution of the annual risk-based compliance monitoring and testing program, and report results to the Head of Compliance & MLRO. Conduct enhanced due diligence on high-risk clients and politically exposed persons, and prepare the risk assessment supporting each onboarding decision. Investigate internal suspicious activity escalations and prepare draft suspicious transaction reports for the Head of Compliance & MLRO. Prepare BSA's regulatory submissions to the CMA, including the annual compliance monitoring program and the annual AML/CTF report. Support the annual institutional compliance and AML/CTF risk assessment, including data analysis and control gap identification.<br><br>Skills<br><br> Deep knowledge of the Capital Market Law and its Implementing Regulations, the AML Law and its Implementing Regulations, and the market ethics applicable to the investment industry in Saudi Arabia. Advanced working knowledge of AML systems, including transaction monitoring, sanctions screening, and case management tools. Ability to design and execute a risk-based compliance monitoring and testing program. Ability to draft suspicious transaction reports and enhanced due diligence files to regulatory standard. Ability to tune transaction monitoring and screening parameters and to evaluate alert quality. Demonstrated initiative and autonomy, with sound judgement in escalating issues. Strong written and oral communication skills. Sound knowledge of KYC, client due diligence and sanctions screening practice. Full professional fluency in Arabic and English. Strong working knowledge of BSA's business lines and of the Saudi capital market. Strong analytical and evaluative capability, with the ability to coach junior colleagues. Teamwork skills. Strong time management, with the ability to meet regulatory reporting deadlines. Ability to translate rules and regulations into practical controls, policies and procedures.<br><br>Education And Experience Required<br><br> Bachelor's degree in Business, Law or Finance — required; Master's degree — preferred. Professional certification such as CAMS, or the ICA Diploma in Governance, Risk & Compliance, or equivalent — preferred. CME-1 and CME-2 certification — required; advanced CMA compliance and AML certificates — required. 3–4 years of relevant compliance and AML experience in a financial institution.
