<p><span style="font-size: 11px;"><b>Duties and Responsibilities</b></span></p><p>Under the direct supervision of the Project Manager in UNEP West Asia Office, and in collaboration with the Regional SDS Centre, relevant regional and national entities, the Consultant will carry out the following duties and responsibilities.</p><ol><li>Conduct a Regional Literature Review on SDS Sources and Hotspots</li><ul><li>Review available studies, reports, assessments, datasets and other relevant publications addressing sand and dust storm sources, hotspots, drivers and mitigation measures in West Asia.</li><li>Compile a preliminary list of SDS hotspots identified by the Regional SDS Centre and other available regional and national sources. Based on the literature review, develop practical criteria for identifying and categorizing SDS hotspots using available evidence and information.</li><li>To the extent possible, conduct a desk-based analysis of the identified SDS hotspots and prepare concise profiles for each hotspot, covering, where information is available, their location, main causes, land use and land-cover characteristics, water management and agricultural practices, topography, climatic conditions, frequency of SDS events, anthropogenic drivers, key impacts, and available evidence regarding their contribution to sand and dust storm generation.</li><li>Prepare an inception report outlining the proposed methodology, literature review approach, criteria for hotspot identification and categorization, preliminary list of hotspots, workplan, and anticipated data gaps and limitations.</li></ul><li>Draft of the Regional Masterplan to Combat Sand and Dust Storms for West Asia</li></ol><p>The Master Plan will serve as guiding document for countries, addressing SDS from multiple dimensions, especially root causes and prevention. It should contain guidelines for countries on how to develop local/national level action plans, including standardized methodologies to guide assessment, monitoring, and implementation to address sand and dust storms, especially at the hotspot level. The guidelines will also promote the integration of SDS mitigation and adaptation measures into national environmental and development policies</p><ol><ul><li>Prepare annotated outline for the Master plan describing major sections, the information needed for each section and the rationale for it</li><li>Compile data, information, and findings for the various sections of the Masterplan, while providing overall coordination and technical leadership.</li><li>Coordinate closely with other experts developing specific sections of the Masterplan, including economic valuation, health impacts, and mitigation measures, to ensure coherence, coherence across sections and avoid duplication.</li><li>Compile and consolidate the various sections into one comprehensive and well-structured document.</li><li>Conduct stakeholder meetings with relevant institutions and NCM personnel to gather technical inputs and support the further development of the Regional Masterplan.</li></ul><li>Regional Consultations</li></ol><p>The consultant will provide inputs to the national (particularly Saudi Arabia) and regional consultations, present the findings of the above tasks and gather input and feedback from the relevant stakeholders and institutions to reflect in the final Master Plan</p><ol><li>Final Version of the Regional Masterplan to Combat Sand and Dust Storms for West Asia</li><ul><li>Refine and finalize the Masterplan, with all comments and feedback fully incorporated and addressed.</li><li>Submit the final version of the Masterplan in a format ready for review, endorsement, and publication.</li></ul></ol><p><strong>Desired Candidate Profile</strong></p><p>Master's degree or equivalent in Environmental Management, Land or Water Management, Climate Science, or related field is required A first-level university degree, combined with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree. PHD degree is also desirable Minimum 10 years of experience in land and water management, or related field, is required. Proven experience in providing technical guidance and capacity-building programs is required. Experience in multistakeholder engagement and developing technical reports, is required. Each consultant will be expected to perform the following tasks: 1. Prepare and deliver specialized lectures and academic sessions under the Higher Diploma in Drug Control programme in the consultant s area of expertise. 2. Develop and adapt lecture materials, presentations, and supporting resources aligned with the objectives and structure of the diploma programme. 3. Provide technical and subject-matter input to support the development and delivery of course content in line with international standards and relevant methodologies. 4. Develop examination materials, including assessment questions and tools, related to the assigned sessions, in accordance with academic standards. 5. Review, assess, and evaluate examination scripts and/or assignments, and provide structured grading and feedback to participants. 6. Contribute to the continuous improvement of course content and delivery approaches based on teaching experience, participant engagement, and feedback. <p>To develop a harmonized GCC regional inter-linked Macro and Micro SAM and a database for to support the calibration of a regional trade simulator.</p><p>The Ministry of Economy and Planning MEP of Saudi Arabia have been playing a more proactive role in shaping the country's trade policy and navigating the complexities of an increasingly interconnected global economy. As Saudi Arabia deepens its integration into global trade networks and pursues economic diversification under Vision 2030, the ability to evaluate trade policies and external economic shocks in a timely, data-driven, and systematic manner has become critical. In this context, ESCWA partnered with the Ministry to strengthen its technical capacity for trade policy analysis. One of the key pillars of this effort is the development of advanced trade modeling and simulation toolkits that can inform strategic decision-making at both national and regional levels. A cornerstone of this initiative is the development of a regional trade simulator for the GCC s countries. This simulator, to be aligned as much as possible to the Saudi s sectoral structure of the input-output and supply-use tables, will serve as a third policy platform for analyzing integration scenarios among GCC countries themselves but also with the rest of the world. ESCWA is thus seeking the support of an economist to develop a harmonized GCC regional inter-linked Macro and Micro Social Accounting Matrix (SAM) and a comprehensive database to support the calibration of a regional trade simulator for the period .</p><p>The objective of this assignment is to develop a harmonized GCC regional inter-linked Macro and Micro Social Accounting Matrix (SAM) and a comprehensive database to support the calibration of a regional trade simulator.</p><p>The consultant will be asked to perform the following tasks:</p><ul><li>Using the updated national SAM s for the six GCC s countries developed by ESCWA in the context of the project on developing trade simulators for Saudi Arabia, the consultant will suggest a harmonized structure of the regional inter-linked SAMs. The regional interlinked SAM for GCC should be aligned as maximum as possible to the specific features of the national SAM of Saudi Arabia.</li><li>Build the regional inter-linked Macro and Micro regional SAM using the national SAMs and additional data to be collected by the consultant. The Micro SAM should reflect the maximum of trade instruments being applied by Saudi Arabia. To do so, the consultant may use the appropriate estimation and balancing techniques such as RAS and Maximum Entropy techniques.</li><li>Build the complete database for calibrating the regional trade simulator for the period .</li></ul><p><strong>Desired Candidate Profile</strong></p><ul><li>A Master's degree in applied economics with a clear focus on developing SAMs and regional CGE models is required. <p>The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator, support countries in the achievement of their development priorities and the attainment of the SDGs. In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda and embodies the UN 2.0 shift- anchored in data, digital, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. The position is located in the United Nations Resident Coordination Office (RCO) in Riyadh, Saudi Arabia. Under the guidance of the Head of Office and direct supervision of the Resident Coordinator (RC), and in full confidentiality, the Executive Assistant ensures effective and efficient functioning of the RC Front-Office, overall management of the RC's schedule and logistical requirements, maintenance of protocol procedures, management of information flow, and follow up on deadlines and commitments made.</p><p>Responsibilities Within delegated authority, the Executive Assistant will be responsible for the following duties:</p><ol><li>ENSURE EFFECTIVE AND EFFICIENT FUNCTIONING OF THE RC FRONT OFFICE: Maintain the Resident Coordinator s calendar and representation schedule, arrange appointments and meetings of the RC, provide protocol coverage, ensure logistical details of RC participation in events, and act as an interpreter and/or taking minutes of meetings when required. Coordinate high-quality briefing materials for the RC for appointments, meetings, events, and missions and ensure that all correspondence and documents submitted to the RC are according to UN norms and standards including directives, coordinate comments on behalf of RC for signature and action/follow-up when required. Draft key correspondence, including notes to files, minutes of meetings and Note Verbales, and provide translation for official correspondence. Manage RC travel and missions, prepare travel requests, ensure flight bookings and provision of logistics information, and follow up on trip reports and travel claims. Maintain contact lists of high-level partners, UN Agencies, and Diplomatic Corps. Assist in organizing official events: travel (booking flights, request for security clearance, arrangements at airport, etc.) for local and high-level visitors as required. In collaboration with the RCO team, prepare and maintain checklists and templates for relevant processes (high level visits, meetings preparation etc). Coordinate the activities of the RC driver. Provide all similar services and support to RC.</li><li>ENSURE PROVISION OF EFFECTIVE COMMUNICATIONS SUPPORT TO THE OFFICE : Maintain the filing system (in TEAMS/Sharepoint) ensuring safekeeping of confidential materials. Use of automated filing system. Screen RC incoming calls and correspondence. Support the organization and communication of various coordination meetings, including UNCT meetings. Participate in the organization of official UN Days, public events, joint UN events and provide secretariat and administrative support to the UNCT Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to RC.</li><li>GENERAL ADMINISTRATION: Act as an alternate to the RCO Administrative Assistant when required to support RCO in day-to-day administrative tasks as required, including contract administration, budget and finance, and human resource management.
