Roles & Responsibilities

• HSE Management

  • Implement project-specific HSE plans, procedures, and safety programs.

  • Ensure compliance with Saudi Arabian regulations, client requirements, and international HSE standards.

  • Conduct daily site inspections and identify unsafe acts and unsafe conditions.

  • Monitor construction, steel erection, fabrication, lifting, and installation activities.

  • Conduct toolbox talks, safety inductions, and awareness campaigns.

  Risk Assessment & Permit Control

  • Prepare and review Risk Assessments (RA), Job Safety Analysis (JSA), and Method Statements.

  • Monitor Permit-to-Work (PTW) activities including:

    • Hot Work Permit

    • Work at Height Permit

    • Confined Space Entry Permit

    • Excavation Permit

    • Lifting Permit

    • Electrical Isolation Permit (LOTO)

  Site Monitoring & Compliance

  • Ensure proper use of PPE by all personnel.

  • Inspect scaffolding, lifting equipment, tools, and machinery.

  • Monitor crane operations, rigging activities, and heavy lifting works.

  • Ensure emergency preparedness and response plans are effectively implemented.

  • Coordinate emergency drills and evacuation exercises.

  Incident Investigation

  • Investigate accidents, incidents, near misses, and dangerous occurrences.

  • Prepare incident reports and corrective action plans.

  • Track closure of safety observations and audit findings.

  • Maintain accurate HSE records and reports.

  Audit & Reporting

  • Conduct internal HSE inspections and audits.

  • Participate in client, consultant, and third-party safety audits.

  • Prepare daily, weekly, and monthly HSE reports.

  • Maintain safety statistics and KPI tracking.

Desired Candidate Profile

• Education

  • Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or related discipline.

  • Diploma holders with strong GCC/KSA experience may also be considered.

  Experience

  • Minimum 4–8 years of experience in Construction, Steel Structure, Industrial, Oil & Gas, Infrastructure, or Manufacturing Projects.

  • Minimum 2–3 years of experience in Saudi Arabia preferred.

  • Experience in steel fabrication, structural steel erection, industrial plants, warehouses, and infrastructure projects is highly preferred.

  Saudi Arabia (KSA) Specific Requirements

  Preferred Approvals & Certifications

  • Saudi Aramco Approved HSE Officer / HSE Engineer (Preferred)

  • SABIC Approved Safety Officer (Preferred)

  • SEC (Saudi Electricity Company) Project Experience

  • Royal Commission Project Experience (Jubail / Yanbu) preferred

  • Valid Saudi Iqama (Transferable) preferred for local candidates

  • Familiarity with Saudi Labor Law and Ministry of Human Resources safety requirements
