Responsibilities

The testing and commissioning section head (E2) is responsible for leading and managing all testing, validation, and commissioning activities across large-scale projects, ensuring full compliance with client requirements, operational standards, and regulatory obligations. The role oversees the preparation, review, and execution of commissioning plans, coordinates closely with contractors, engineers, operators, and authorities, and ensures all systems are properly integrated, tested, and ready for handover.

With extensive experience, the position also drives risk management, stakeholder coordination, team leadership, and adherence to HSE standards while ensuring timely project completion, proper documentation, and successful transition to operations.

Key duties include:

  • Managing the integration and validation activities of the contractor, together with the validation of all test and commissioning plans and test procedures for the program.
  • Leading, directing, and supervising a team of discipline engineers in preparation and execution of commissioning work at the location.
  • Assuming entire responsibility for the completion of the implementation in conformance with the client’s needs and project standards.
  • Planning, organizing, and supervising works to ensure all works are performed within the parameters of the project schedule.
  • Liaising with the systems engineering team for engineering support and control.
  • Coordinating with the operator, civil defense, EXPRO, and other third parties related to all necessary testing and commissioning requirements for the project.
  • Ensuring all testing and commissioning works are comprehensive and discussed with stakeholders to ensure best implementation.
  • Approving testing and commissioning works.
  • Participating in negotiations with regulatory agencies in public meetings with the client.
  • Initiating risk assessment of testing and commissioning works, reviewing and endorsing risk assessment results, and recommending courses of action to ensure mitigation of risks.
  • Attending final inspections on completed projects and initiating contract completion certificates and handover certificates.
  • Coordinating all activities for the successful commissioning of the project within project schedules and contractual requirements.
  • Overseeing all coordination between client, contractor, vendors, engineering, sub-contractors, and any other external or internal agency to ensure the smooth commissioning of the process plant.
  • Reviewing calibration of testing equipment on site.
  • Reviewing the testing and commissioning plans submitted by the contractor to ensure compliance with the operational requirements of the project.
  • Writing testing and commissioning reports and documentation.
  • Ensuring completion of training for maintenance and operative staff, O&M manual, spare parts, and as-built drawings.
  • Complying with relevant quality, environmental, safety, and occupational health policies, manuals, and procedures and ensuring continued compliance while employed.
  • Performing other duties as assigned by the line manager or supervisor.

Qualifications

  • A degree in engineering or scientific discipline.
  • Minimum 20 years’ experience in large-scale projects including having worked as the testing and commissioning manager.
  • Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies, and jobsite management.
  • Experience of implementing a zero accident philosophy.
  • Extensive knowledge of health, safety, and environmental policies, processes, and procedures.
  • Knowledge of the project construction environmental control plan.
  • Excellent knowledge of water and wastewater works.
