Job Title: Chief Executive Officer (CEO) – Manpower Company Location: Riyadh, Saudi Arabia Company: Confidential Role Overview:We are seeking a highly accomplished Chief Executive Officer (CEO) to lead and scale a manpower services company delivering workforce solutions across multiple sectors. The CEO will be responsible for defining corporate strategy, driving business growth, ensuring regulatory compliance, and achieving strong financial performance. This role requires deep industry expertise, strong leadership, and the ability to balance commercial growth with operational excellence and governance. Key Responsibilities:Strategy & Executive Leadership Define and execute the company’s vision, strategy, and long-term growth roadmap. Lead the organization toward sustainable profitability and market expansion. Act as the primary executive interface with shareholders and the Board. Business Development & Market Growth Drive revenue growth through strategic business development, client acquisition, and market penetration. Build strategic partnerships and long-term client relationships across key sectors. Oversee bid strategy, pricing models, and major contract negotiations. Operations & Workforce Management Oversee end-to-end manpower operations including recruitment, onboarding, deployment, utilization, and offboarding. Ensure operational efficiency, service quality, and SLA compliance across all client contracts. Implement scalable operating models to support high-volume manpower delivery. Financial & Commercial Management Lead financial planning, budgeting, forecasting, and performance management. Ensure strong cash flow, margin control, and cost optimization. Approve commercial terms, pricing strategies, and major financial commitments. Governance, Compliance & Risk Ensure full compliance with Saudi labor law and all relevant government platforms (Qiwa, Muqeem, Mudad, GOSI, etc.). Establish strong governance, internal controls, and risk management frameworks. Oversee audits, legal matters, insurance, and regulatory reporting. Leadership & Organizational Development Build, lead, and inspire a high-performing executive and management team. Drive organizational structure, succession planning, and leadership development. Promote a culture of accountability, compliance, and client-centric service delivery. Qualifications:Bachelor’s degree in Business Administration, Human Resources, or a related field; Master’s degree preferred. Minimum 18–25 years of experience, with significant leadership exposure in the manpower or staffing industry. Proven experience as a CEO, Managing Director, or General Manager within a manpower or workforce services company. Strong understanding of Saudi labor regulations and large-scale workforce operations. Demonstrated success in scaling businesses, driving profitability, and managing complex client portfolios.
