Position Overview:
The Procurement & Contract Manager oversees all procurement and contract management activities for the ICP Program, ensuring compliance with ASAS policies, program governance, and regulatory requirements. This role drives strategic supplier engagement, builds supplier capabilities, and expands the approved vendor base. The Manager supervises Procurement Specialists and Contract Specialists, ensuring effective contract execution, risk mitigation, and seamless program operations.
Key Responsibilities:
Procurement & Supplier Management Lead procurement strategy, vendor selection, and contract negotiations. Build and maintain a robust network of suppliers and industry partners. Expand and maintain the approved vendor list, ensuring suppliers meet quality, compliance, and performance standards. Assess supplier capabilities and coordinate capacity-building initiatives to strengthen program support. Ensure timely availability of goods and services for all program units. Contract Management.
Oversee contract drafting, review, approval, and execution, ensuring compliance with ASAS and program requirements. Supervise Contract Specialists to ensure proper administration, documentation, and tracking of contracts. Mitigate contractual risks and resolve issues with vendors, program units, and stakeholders. Compliance & Governance.
Ensure procurement and contract activities comply with internal policies, regulatory standards, and program governance. Provide oversight for approvals, audit readiness, and documentation. Coordinate with legal advisors and program units to address compliance issues. Team Leadership & Coordination.
Supervise and mentor Procurement and Contract Specialists. Foster collaboration with Finance, Legal, and program units to align procurement and contract activities with program objectives. Monitor team performance, workflows, and adherence to timelines. Reporting & Documentation.
Prepare procurement, contract, and supplier performance reports for the Deputy Manager – Shared Services. Maintain comprehensive records to support audits, governance, and program transparency. Develop standardized processes, templates, and tools to enhance procurement and contract efficiency.
Required Qualifications:
Bachelor’s degree in Business Administration, Supply Chain Management, Procurement, or a related field.7–10 years of experience in procurement, contract management, or supplier management, preferably within industrial or government programs. Proven experience leading cross-functional teams in procurement and contract management.
Preferred Qualifications:
Master’s degree in Supply Chain, Business Administration, or Law. Experience with government or industrial transformation programs in Saudi Arabia. Familiarity with ERP or procurement management systems.
