Parsons is looking for an amazingly talented Commercial Director to join our team. In this role, you will lead the commercial, contractual, cost, procurement, and claims management functions for a major infrastructure program. You will operate in a PMC / client representative capacity, providing senior commercial leadership, strategic advice, and governance across multiple contracts, packages, consultants, and contractors.
What You ll Be Doing
- Lead the commercial strategy, governance, and contractual oversight for a major infrastructure program.
- Act as the primary commercial advisor to the client, supporting procurement, contract strategy, risk allocation, and commercial decision making.
- Oversee procurement and pre award activities, including tender documentation, commercial evaluations, and recommendations for award.
- Lead post award contract administration across multiple consultants, contractors, and delivery packages.
- Oversee program level budget management, cost control, forecasting, cash flow, and financial reporting.
- Monitor commercial performance, identify cost risks, and recommend mitigation, value engineering, and cost optimization measures.
- Manage variations, claims, notices, amendments, contractual correspondence, and dispute avoidance matters.
- Advise the client on negotiation strategies, settlements, and dispute resolution processes where required.
- Maintain commercial risk and opportunity registers, ensuring key matters are properly tracked, mitigated, and escalated.
- Work closely with project controls, legal, technical, planning, construction, and HSE teams to support integrated program delivery.
- Lead and develop a team of commercial managers, quantity surveyors, and contract administrators.
- Represent Parsons and the client in senior commercial meetings, steering committees, negotiations, and contractor or consultant discussions.
- Provide clear, accurate, and timely commercial reporting to the Program Director, client leadership, and Parsons senior management.
- Ensure commercial records, documentation, data, and reporting are accurate, auditable, and compliant with client and program requirements.
Desired Candidate Profile
- Bachelor's degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Law, or a related discipline.
- Minimum 15 years of relevant commercial experience within engineering, construction, infrastructure, or program management.
- Minimum 5 to 7 years of GCC experience, preferably within the Kingdom of Saudi Arabia.
- Proven experience in a PMC, client representative, or consultant side commercial leadership role.
- Previous experience as a Commercial Director, Senior Commercial Manager, Contracts Director, or equivalent on major infrastructure, urban development, transport, utilities, industrial, or giga project programs.
- Strong experience with FIDIC based contracts, major construction contracts, design and supervision agreements, and bespoke client contract models.
- Strong knowledge of procurement, contract administration, cost control, forecasting, claims, variations, and dispute management.
- Demonstrated ability to lead commercial teams across multiple packages, projects, and stakeholder groups.
- Strong commercial judgement, negotiation capability, and executive level communication skills.
- Ability to operate effectively in a complex, fast paced, and client facing program environment.
- Master's degree in a relevant discipline is preferred.
- Professional membership such as RICS, MRICS, CIOB, CIArb, AACE, or equivalent is preferred.
- Experience working on major KSA infrastructure programs, giga projects, or large scale urban development programs.
- Familiarity with KSA procurement practices and public or semi governmental client environments.
- Experience with commercial, ERP, project controls, or cost management systems such as Oracle, SAP, Primavera, EcoSys, or similar.
- Arabic language skills would be an advantage.
