Your impact

Jacobs is seeking an experienced Quality Engineer (MEP) to support the construction supervision and delivery of Hyperscale Data Center and Mission-Critical Infrastructure projects across the Middle East. The successful candidate will be responsible for ensuring that all Mechanical, Electrical, Plumbing (MEP), ELV, ICT, and mission-critical systems are installed, tested, commissioned, and handed over in accordance with approved specifications, project quality requirements, international standards, and client expectations. The role requires extensive experience in quality assurance and quality control activities associated with Tier III and Tier IV Data Centers, including critical power infrastructure, cooling systems, fire protection systems, ICT networks, commissioning, and integrated systems testing.

Key Responsibilities

Quality Assurance & Quality Control

• Implement and monitor the Project Quality Management System for all MEP and mission-critical infrastructure works.
• Ensure compliance with approved Project Quality Plans (PQP), Inspection and Test Plans (ITPs), method statements, specifications, and contract requirements.
• Conduct routine inspections, surveillance activities, audits, and quality reviews to verify compliance with approved project standards.
• Review and approve material submittals, quality records, inspection reports, testing documentation, and commissioning reports.
• Monitor contractor and subcontractor compliance with quality procedures, standards, and approved installation practices.
• Identify quality deficiencies and initiate corrective and preventive actions to ensure timely resolution of non-conformances.
• Maintain quality records and ensure documentation is complete, accurate, and available for client review.

Mission-Critical MEP Systems Quality Oversight

• Monitor the quality of installation, testing, and commissioning of mission-critical infrastructure systems including HV/MV/LV electrical systems, transformers, substations, switchgear, UPS systems, battery systems, diesel generators, power monitoring systems, chilled water systems, cooling plants, CRAH and CRAC units, fuel storage and distribution systems, fire protection systems, plumbing and drainage systems, Building Management Systems (BMS), Data Center Infrastructure Management (DCIM) systems, structured cabling systems, and ICT infrastructure.
• Verify that all installations comply with approved drawings, manufacturer recommendations, project specifications, and international industry standards.
• Ensure all systems meet the reliability, redundancy, resilience, and uptime requirements associated with Tier III and Tier IV Data Center facilities.
• Monitor quality control activities related to equipment installation, cable containment systems, piping systems, mechanical plant rooms, electrical rooms, and network infrastructure spaces.

Testing, Commissioning & Handover

• Witness and verify Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), pre-commissioning activities, integrated systems testing (IST), and commissioning activities.
• Ensure quality requirements are achieved during testing, commissioning, energization, and operational readiness phases.
• Participate in inspections associated with substantial completion, snagging, punch lists, and final handover activities.
• Verify that all testing documentation, operation and maintenance manuals, warranties, and as-built records are complete prior to project handover.
• Support project close-out activities and ensure successful turnover to the client and operations teams.

Quality Reporting & Stakeholder Coordination

• Prepare quality inspection reports, NCR logs, quality dashboards, and periodic quality performance reports.
• Coordinate with contractors, consultants, commissioning teams, vendors, and client representatives to resolve quality issues and technical concerns.
• Participate in quality meetings, project coordination meetings, client reviews, and technical workshops.
• Support continuous improvement initiatives and promote best practices across project teams.

Here's what you'll need

Qualifications & Experience Requirements

• Bachelor's Degree in Electrical Engineering, Mechanical Engineering, Building Services Engineering, or a related engineering discipline from an accredited institution.
• Professional certifications such as ISO 9001 Internal Auditor or Lead Auditor, Certified Quality Engineer (CQE), PMP, PE, CEng, ASHRAE, BICSI, or equivalent are preferred.
• Minimum 8-10 years of professional experience in MEP Quality Assurance and Quality Control within major construction and infrastructure projects.
• Minimum 3-5 years of direct experience on Hyperscale Data Centers, Tier III/Tier IV Data Centers, Mission-Critical Facilities, Digital Infrastructure.
• Proven experience in the inspection and quality control of critical electrical and mechanical infrastructure, including substations, generators, UPS systems, transformers, switchgear, cooling systems, chilled water networks, CRAH/CRAC units, fire protection systems, ICT infrastructure, and BMS/DCIM systems.
• Demonstrated experience witnessing and verifying FAT, SAT, pre-commissioning, commissioning, and Integrated Systems Testing (IST).
• Sound knowledge of ISO 9001 Quality Management Systems and international construction quality standards.
