Job Description
WSP is seeking an experienced Senior Civil Engineer to join our Construction Supervision team in Riyadh, supporting the delivery of major Roads & Highways infrastructure projects across Saudi Arabia. The successful candidate will play a key role in overseeing construction activities, ensuring compliance with project specifications, quality standards, contractual requirements, and health and safety regulations.
The role requires a highly capable engineering professional with extensive experience in the supervision of large-scale highway, roadway, interchange, bridge, and infrastructure projects. The candidate will work closely with the Resident Engineer, contractors, clients, and multidisciplinary teams to ensure successful project delivery.
Responsibilities
Construction Supervision & Project Delivery
- Supervise and monitor civil construction activities associated with roads, highways, interchanges, drainage systems, utilities, and related infrastructure works.
- Ensure all construction activities are executed in accordance with approved drawings, technical specifications, contract requirements, and applicable standards.
- Review contractor work methods, construction schedules, shop drawings, method statements, and material submittals.
- Monitor construction progress and identify potential risks, delays, or technical issues impacting project delivery.
- Verify completed works and ensure compliance with project quality requirements before approval.
Quality Assurance & Compliance
- Conduct regular site inspections and audits to ensure quality standards are maintained throughout construction.
- Coordinate with quality teams to review inspection requests, non-conformance reports (NCRs), and corrective actions.
- Ensure testing and commissioning activities are carried out in accordance with approved procedures.
- Review and verify contractor quality documentation and records.
Stakeholder Management
- Liaise with the Client, Contractor, Authorities, Utility Agencies, and other project stakeholders.
- Support the Resident Engineer in technical discussions and coordination meetings.
- Prepare technical reports, progress updates, site instructions, and project correspondence.
- Participate in progress meetings and provide engineering recommendations to support decision-making.
Health, Safety & Environment
- Promote a strong safety culture and ensure compliance with project HSE requirements.
- Monitor contractor adherence to approved health, safety, and environmental plans.
- Report unsafe conditions and support implementation of corrective measures.
- Ensure works are executed in accordance with local regulations and international best practices.
Contract Administration Support
- Review contractor claims, variation requests, and extension of time submissions from a technical perspective.
- Assist in evaluating progress valuations and completed works.
- Support the Resident Engineer in the administration of construction contracts.
Team Leadership
- Mentor and provide technical guidance to junior engineers and inspectors.
- Coordinate daily activities of site supervision staff.
- Foster collaboration within multidisciplinary project teams.
Qualifications
- Minimum 15 years of professional experience in civil engineering.
- Minimum 10 years of experience in construction supervision of major roads and highways projects.
- Proven experience on large-scale transportation infrastructure projects within the Middle East region.
- Demonstrated experience supervising highway construction, pavement works, interchanges, bridges, drainage systems, and associated utilities.
- Strong understanding of FIDIC contracts and construction administration processes.
- Previous experience working with consultants on client-facing infrastructure projects is highly desirable.

المسؤوليات
الإشراف على التنفيذ وتسليم المشاريع
- الإشراف والمراقبة على أعمال الإنشاءات المدنية المتعلقة بالطرق، والطرق السريعة، والتقاطعات، وأنظمة تصريف المياه، والمرافق، وأعمال البنية التحتية ذات الصلة.
- ضمان تنفيذ جميع أنشطة البناء وفقًا للرسومات المعتمدة، والمواصفات الفنية، ومتطلبات العقد، والمعايير المعمول بها.
- مراجعة طرق عمل المقاول، وجداول التنفيذ الزمني، والرسومات التنفيذية، وبيانات طريقة العمل، وعروض المواد المقدمة.
- متابعة تقدم أعمال البناء وتحديد المخاطر المحتملة أو التأخيرات أو المشكلات الفنية التي تؤثر على تسليم المشروع.
- التحقق من الأعمال المكتملة وضمان التزامها بمتطلبات جودة المشروع قبل الاعتماد.
ضمان الجودة والامتثال
- إجراء عمليات تفتيش وتدقيق منتظمة في الموقع لضمان الحفاظ على معايير الجودة طوال مرحلة البناء.
- التنسيق مع فرق الجودة لمراجعة طلبات التفتيش، وتقارير عدم المطابقة (NCRs)، والإجراءات التصحيحية.
- ضمان إجراء أنشطة الاختبار والتشغيل وفقًا للإجراءات المعتمدة.
- مراجعة والتحقق من وثائق وسجلات الجودة الخاصة بالمقاول.
إدارة أصحاب المصلحة
- التواصل والتنسيق مع العميل، والمقاول، والجهات الحكومية، وهيئات المرافق، وغيرهم من أصحاب المصلحة في المشروع.
- دعم المهندس المقيم في المناقشات الفنية واجتماعات التنسيق.
- إعداد التقارير الفنية، وتحديثات التقدم، والتعليمات الموقعيه، والمراسلات الخاصة بالمشروع.
- المشاركة في اجتماعات تقدم العمل وتقديم التوصيات الهندسية لدعم اتخاذ القرارات.
الصحة والسلامة والبيئة
- تعزيز ثقافة سلامة قوية وضمان الالتزام بمتطلبات الصحة والسلامة والبيئة للمشروع.
- مراقبة مدى التزام المقاول بخطط الصحة والسلامة والبيئة المعتمدة.
- الإبلاغ عن ظروف العمل غير الآمنة ودعم تنفيذ الإجراءات التصحيحية.
- ضمان تنفيذ الأعمال وفقًا للوائح المحلية وأفضل الممارسات الدولية.
دعم إدارة العقود
- مراجعة مطالبات المقاول، وطلبات التغيير، وطلبات تمديد الوقت من منظور فني.
- المساعدة في تقييم مستخلصات الإنجاز والأعمال المكتملة.
- دعم المهندس المقيم في إدارة عقود التشييد.
قيادة الفريق
- توجيه وتقديم الإرشاد الفني للمهندسين المبتدئين والمفتشين.
- تنسيق الأنشطة اليومية لفريق الإشراف الميداني.
- تعزيز التعاون ضمن فرق العمل الميدانية متعددة التخصصات.
المؤهلات
- خبرة مهنية لا تقل عن 15 عامًا في الهندسة المدنية.
- خبرة لا تقل عن 10 سنوات في الإشراف على تنفيذ مشاريع الطرق الرئيسية والطرق السريعة الكبرى.
- خبرة مثبتة في مشاريع البنية التحتية للنقل الكبرى في منطقة الشرق الأوسط.
- خبرة مثبتة في الإشراف على إنشاء الطرق السريعة، وأعمال الرصف، والتقاطعات، والجسور، وأنظمة تصريف المياه، والمرافق المرتبطة بها.
- فهم قوي لعقود الفيديك (FIDIC) وعمليات إدارة الإنشاءات.
- يفضل بشدة وجود خبرة سابقة في العمل مع استشاريين في مشاريع البنية التحتية المواجهة للعملاء.
