HR Manager – Construction & Contracting
Location: Jeddah, Saudi Arabia
A leading construction and contracting Company is seeking an experienced HR Manager to lead its human resources function and support a growing project workforce.
The successful candidate will have strong experience managing HR operations within construction, contracting or project-based environments, with a clear understanding of site-based manpower requirements and Saudi employment practices.
Key Responsibilities Lead recruitment and mobilisation for project, technical, site and corporate positions. Develop and implement HR policies, procedures and workforce plans. Manage employee relations, performance management, disciplinary matters and grievances. Oversee onboarding, contracts, payroll coordination, leave, attendance and employee records. Support manpower planning across multiple projects and departments. Ensure compliance with Saudi labour requirements and company policies. Manage employee transfers, renewals, exits and end-of-service processes. Coordinate with project managers and department heads on workforce requirements. Monitor HR metrics, headcount, turnover and recruitment progress. Support Saudization and national workforce development initiatives. Lead and develop the HR team while improving HR systems and processes.
Requirements Proven experience as an HR Manager within a construction or contracting company. Strong understanding of project-based and site-based workforce management. Experience managing recruitment, mobilization and employee relations. Good knowledge of Saudi labor regulations and HR compliance. Experience working with HR systems, payroll processes and government employment platforms. Strong leadership, communication and stakeholder-management skills. Bachelor’s degree in Human Resources, Business Administration or a related discipline. Previous Saudi Arabia or GCC experience is strongly preferred. Arabic and English communication skills are preferred.
