Job Description:
Parsons is seeking a fully qualified Civil Engineer (Saudi National) to join our team in Tabuk. KSA. This position integrates Project Management, Construction Management, and specialized civil/structural engineering expertise to ensure the successful execution of diverse building and infrastructure projects.
The successful candidate will act as a key technical authority on-site, managing construction administration, enforcing contract specifications, and actively resolving field challenges. This role requires exceptional communication skills to persuade, influence, and motivate contractor representatives and internal stakeholders at all levels.
What You'll Be Doing
Perform construction administration and supervision services for all civil/structural work executed by the General Contractor and subcontractors.
Review shop drawings, product data, samples, certifications, and other submittals to ensure strict compliance with Contract Documents.
Respond to Requests for Information (RFI) submitted by contractors and provide clear, authoritative interpretations of contract requirements.
Enforce the technical components of the contract, drawings, and specifications.
Supervise the construction of samples or mock-ups for client review and approval.
Review installed work for conformance to Contract Documents and act as the primary liaison/facilitator for the site verification process.
Proactively lead Quality Assurance efforts in partnership with the contractor.
Observe contractor-led testing, implement mandatory contract tests, and validate material selection choices.
Witness factory/shop tests, review supplier data, and assist in assessing supplier manufacturing capabilities.
Conduct independent site surveys, studies, and investigations.
Engineering Design & Technical Support
Utilize advanced CAE (Computer-Aided Engineering) and CAD applications to address field design variations.
Provide strategic advice and technical guidance across all construction phases regarding potential changes to the scope of work.
Prepare detailed material and equipment specifications and procurement requisitions.
Perform Reliability, Availability, Maintainability (RAM) and safety analyses.
Ensure all site works comply with applicable local codes, international regulations, and contractual obligations.
Prepare project daily reports, formal letters, internal memos, and interface meeting minutes.
Assist leadership in determining budget estimates, material/equipment controls, and staffing requirements for defined project scopes and schedules.
Assist in the development of operation and maintenance (O&M) plans, establish standard operating procedures (SOPs), and support on-site training for operations personnel.
Maintain active affiliation with professional societies to remain abreast of current technologies and industry best practices.
Support administrative and technical duties as assigned by project leadership.
Desired Candidate Profile
Degree: Bachelor of Science (BSc) degree in Civil Engineering, Structural Engineering, or Construction Management.
Experience: Minimum of 1 year of direct field experience in the construction of building and infrastructure projects (e.g., underground/above-ground utilities, low- to mid-rise offices, residential developments, and schools).
Proficiency in utilizing industry-standard engineering, design, and project management software, including:
- AutoCAD / Civil 3D
- Revit
- Microsoft Office Suite (Excel, Word, PowerPoint)
- Document and Materials Control Systems (DMCS)
