Job Title:HSSE Cluster Supervisor
Reports to:HSSE Corporate Manager
Locations :Central-East Cluster (Based in Riyadh)
Role Purpose:
Lead and oversee HSSE efforts across multiple branches within the cluster, ensuring consistent implementation of corporate HSSE policies, standards, and procedures. Coordinate security, safety, environmental, and occupational health programs across all cluster locations, drive performance improvements, and serve as the primary liaison between cluster operations and the corporate HSSE department.
KEY ACCOUNTABILITIES & ACTIVITIES:
Cluster Security Oversight:
Develop and implement cluster-wide security policies and procedures, ensuring alignment with corporate HSSE standards and consistency across all branch locations.
Oversee and coordinate security operations across all branches in the cluster, ensuring protection of assets and personnel at each location.
Lead security investigations involving multiple branches or cluster-wide issues, liaise with law enforcement agencies, and implement preventive measures to address security breaches.
Monitor and evaluate security system performance across the cluster, ensuring routine maintenance and implementing preventive actions for potential failures.
Establish standardized protocols for security pass card management across all cluster branches, ensuring compliance with corporate policies.
Develop comprehensive periodic reports on cluster security operations, analyzing trends, identifying systemic issues, and recommending improvements to the HSSE Corporate Manager.
Cluster Safety Management:
Drive the implementation of corporate safety protocols across all cluster branches, ensuring consistent application in warehouses, silos, and facilities.
Conduct regular safety audits and inspections across cluster branches to identify hazards, assess risk levels, and ensure compliance with safety regulations and corporate standards.
Coordinate and oversee safety training programs across the cluster, ensuring all branch personnel receive appropriate training on best practices and accident prevention.
Develop cluster-level safety performance reports, analyzing metrics from all branches, identifying trends, and presenting findings to corporate leadership.
Ensure all cluster branches maintain effective firefighting and emergency response plans aligned with Civil Defence requirements and corporate standards.
Monitor the availability and functionality of firefighting equipment across all cluster locations, coordinating regular drills and emergency preparedness exercises.
Oversee the development and regular updating of cluster-wide contingency plans for various emergency scenarios, ensuring business continuity.
Maintain accurate records of safety operations and incidents across the cluster, analyzing data to identify patterns and implement preventive measures.
Environmental and Occupational Health Leadership:
Manage and coordinate occupational health programs across the cluster, focusing on injury prevention and promoting employee well-being in collaboration with Human Resources.
Conduct comprehensive site inspections across cluster branches to identify environmental hazards and assess compliance with environmental standards.
Oversee environmental impact assessments across the cluster, ensuring all branches minimize ecological footprint and comply with local environmental regulations.
Coordinate with local authorities and healthcare providers across the cluster for sustainable environmental practices and occupational health screenings.
Develop cluster-wide environmental performance reports, highlighting achievements, challenges, and areas for improvement across all branches.
Cluster Coordination and Standardization:
Establish and maintain consistent HSSE standards, procedures, and practices across all branches within the cluster.
Facilitate communication and knowledge sharing between cluster branches, promoting best practices and lessons learned.
Coordinate HSSE initiatives and campaigns across the cluster, ensuring unified approach to safety and security awareness.
Serve as the primary point of contact between cluster branches and the corporate HSSE department, ensuring effective two-way communication.
Monitor and report on cluster-wide HSSE performance metrics, identifying areas requiring intervention or additional support.
Provide guidance and support to HSSE Section Heads within the cluster, ensuring they have the resources and direction needed for effective operations.
Compliance and Risk Management:
Ensure all cluster branches maintain compliance with local regulations, corporate policies, and industry standards.
Identify and assess cluster-wide HSSE risks, developing mitigation strategies and action plans.
Coordinate responses to regulatory inspections and audits across the cluster, ensuring proper documentation and follow-up on findings.
Lead incident investigations involving multiple branches or significant cluster-level impacts, ensuring root cause analysis and corrective actions.
Qualifications/Requirements.
Required:
Knowledge and Experience:
Minimum of 5+ years in roles focused on HSSE in industrial or logistics settings, with at least 2 years in a supervisory or coordination role. Proven experience in managing HSSE programs across multiple locations or large-scale operations.
Education:
A bachelor's degree in Environmental Health and Safety, Security Management, Engineering, or a related field is required.
Equivalent:
Equivalent:Minimum of 10+ years in roles focused on HSSE in industrial or logistics settings, with significant experience in multi-site operations. Demonstrated track record in regional or cluster-level HSSE management. Excellent in English
Education:
Diploma in Environmental Health and Safety, Security Management, or a related field with additional professional certifications (NEBOSH, IOSH, etc.). Excellent in English
