Role overview
This role is responsible for overseeing and coordinating all design and engineering activities across projects, ensuring alignment of scope, schedules, and deliverables with the overall project master plan. It involves close coordination with technical design teams and consultants to ensure timely, accurate, and complete design outputs that meet project requirements.
The position includes monitoring the performance of design consultants, managing discipline engineers, and reviewing design strategies to provide recommendations to the client. It also covers the evaluation of variation orders, participation in key stakeholder meetings, and ensuring all necessary permits and approvals are secured from relevant authorities.
Additionally, the role ensures the timely delivery of tender documentation, provides technical input to consultants, and supports forward planning of project requirements. A key aspect is improving departmental structure, processes, and tools in line with international best practices, while maintaining compliance with quality, safety, and organizational standards.
Key responsibilities
- Manage all necessary interfaces and coordination of design and engineering works to ensure alignment of scope and schedule across all projects.
- Coordinate with technical design teams to ensure their design delivery schedule aligns with the master project delivery schedule.
- Monitor the performance of design consultants to ensure design correctness, completeness, and compliance with scope of work requirements.
- Control and manage senior discipline engineers of the project management team regarding design aspects.
- Evaluate and endorse variation orders and concession requests submitted by design consultants for client approval.
- Attend meetings with design consultants, their sub-consultants, and client representatives.
- Review project design strategy and provide recommendations to the client.
- Assist, monitor, and ensure timely submission of all documents from design consultants to government departments until final permits are obtained to proceed with works through completion.
- Ensure consultants deliver tender documents according to the tendering plan.
- Provide necessary project input data to technical design consultants.
- Regularly update the technical department on future project requirements.
- Develop and rectify departmental operating structure including organizational charts, roles, and responsibilities, as well as tools to be deployed such as software, applying international best practices.
- Ensure compliance with relevant quality, environmental, safety, and occupational health policies, manuals, and procedures.
- Perform other duties as assigned by the line manager or supervisor.
Qualifications and experience
- Bachelor’s or master’s degree in engineering from an accredited university.
- Minimum 20 years of experience in water and wastewater project design, engineering works, and project management.
- Knowledge of water and wastewater master planning.
- Excellent project management skills.
- Experience working with or managing engineering consultants.
- Excellent verbal and written communication skills.
