Job Purpose:
Lead the development and formulation of policies in the field of talent and creativity by transforming research and analytical outputs into practical policies and initiatives that support the education, innovation, and human capital development ecosystem.
Key Responsibilities & Duties:
Policy Development:Analyze the current landscape of policies and regulations related to talent and creativity to identify gaps, challenges, and improvement opportunities. Develop evidence-based policies that support and enhance the ecosystem for discovering and developing talented individuals. Formulate new policies that respond to national and global developments in education and innovation, supporting integration across educational, research, and economic systems.
Research-Based Policy Formulation:Analyze research outputs and studies issued by knowledge and scientific units to translate them into implementable policies. Prepare policy briefs with data-driven and knowledge-based recommendations to guide decision-makers toward practical solutions. Organize specialized meetings between research teams and policymakers to accelerate the translation of research knowledge into effective implementation. Conduct workshops and participatory dialogue sessions with government, education, private, and non-profit sector stakeholders to ensure proposed policies align with real-world needs. Manage consultation processes and translate their outcomes into analytical reports that support policy acceptance and ease of implementation. Strengthen partnerships with national and international entities related to education and innovation policies. Design tools and indicators to measure the educational, social, and economic impact of implemented policies. Analyze evaluation results and prepare periodic reports on implemented policies to support continuous policy improvement.
Regulations and Legislative Frameworks:Prepare drafts of regulations, bylaws, and regulatory initiatives to support the talent and creativity ecosystem in alignment with national legal frameworks. Analyze the regulatory, social, and economic impacts of proposed legislation to support balanced and effective policy development. Coordinate with relevant legislative and regulatory bodies to align policies with broader government directions.
Institutional Communication and National Representation:Participate in national and international committees and forums related to education and innovation policies. Prepare reports highlighting the impact of policies on developing the talent ecosystem and supporting future decision-making. Coordinate joint initiatives with strategic partners to enhance the readiness of the education and innovation ecosystem.
Leadership and Team Management:Participate in identifying and hiring key talents. Guide direct reports to execute tasks in accordance with approved procedures and policies. Develop individual performance objectives, provide necessary support, evaluate team performance, and provide ongoing feedback. Create a high-performance work environment and promote the organization’s values.
Qualifications:Bachelor’s degree in Public Policy, Social Sciences, Economics, Education, or a field relevant to the nature of the role.
Experience:Minimum 7 years of relevant professional experience, including experience in public policy, policy analysis, education policy, research-based policy development, or a related field. Experience in public policy formulation, policy briefs, regulatory analysis, or stakeholder consultation. Leadership experience is required.
