Job Details

Role Purpose The Facility Management Estimation Manager will lead the development of Operating Expenditure (OpEx) models and lifecycle cost inputs to support strategic decision-making, business planning, and financial modelling across major development programs. The role is critical in delivering accurate, data-driven facility management cost forecasts, integrating Cap Ex and OpEx to support whole-life costing (WLC), value engineering, and investment appraisals, in line with the RFP requirements.
Key Responsibilities1. Lifecycle Costing & OpEx Modelling Develop detailed facility management OpEx models covering hard FM (MEP maintenance, lifecycle replacement), soft FM (cleaning, security, waste management, landscaping) and utilities (energy, water, district cooling, etc.) Prepare whole-life cost (WLC) models integrating maintenance cycles, replacement strategies and asset lifecycle plans Support CAPEX vs OPEX trade-off analysis for design options
2. Financial Model Input (Critical Function) Provide structured inputs for financial models, including annual operating costs (SAR/m²/year), lifecycle replacement costs, long-term cost profiles (20–30 years) Collaborate with financial advisors to support NPV / IRR calculations, discounted cash flow models and sensitivity and scenario analysis Develop cost escalation and inflation assumptions aligned with KSA market trends
3. Asset-Based Cost Planning Break down projects into asset systems and components, including HVAC systems, electrical, façade, vertical transportation, public realm and infrastructure assets Define maintenance regimes, replacement frequencies, unit costs and benchmarks Align cost structures with client’s chart of accounts and cost reporting systems
4. Benchmarking & Data Management Develop and maintain a facility management cost database including historical FM costs, regional (KSA/GCC) benchmarks, supplier and service provider rates Provide benchmark comparisons to support design and investment decisions
5. Design & Value Engineering Support Support design teams by evaluating operational cost implications of design choices, advising on cost-efficient and sustainable solutions Participate in value engineering workshops, quantifying OpEx savings, lifecycle cost benefits of alternatives
6. Risk & Scenario Modelling Identify risks related to maintenance cost variability, utility price fluctuations and asset performance uncertainty Support quantitative risk analysis (QRA) by providing OpEx-related inputs Prepare scenario models (best case / worst case / most likely)
7. Reporting & Deliverables Prepare lifecycle cost reports, OpEx forecasts and breakdowns, asset-level cost plans, and FM cost dashboards Ensure outputs align with client reporting standards, audit and documentation requirements
Qualifications & Experience Bachelor’s degree in mechanical, Electrical engineering or quantity Surveying.+15 years’ experience in cost estimation management for FM projects. Certified in CFM and/or MRICS (highly desirable). Proven leadership in multi-project environments. In-depth knowledge of commercial management, cost control, and procurement processes. Excellent communication, negotiation, and leadership skills. Strong commercial acumen with the ability to balance technical and financial considerations.
