Job Title: QA/QC Project Manager Department: QA/QCRole Purpose:The QA/QC Project Manager is responsible for developing, implementing, and managing the quality assurance and quality control processes for construction projects and ensuring that the Quality Management System (QMS) is fully implemented in an organized and efficient manner. This role ensures that all project activities comply with applicable standards, specifications, and regulations, while fostering a culture of quality throughout the organization. Key Activities:· Establish and maintain a comprehensive QA/QC management system tailored to project requirements. · Develop method statements, ITP Quality Control Plans, procurement and other documentation for system compliance. · Manage and oversee project quality to ensure compliance to codes, standards, regulations, equipment specific specifications and QMS requirements. · Develop project-specific quality plans that comply with company policies and industry standards. · Ensure adherence to ISO standards and applicable regulatory requirements. · Conduct periodic audits to assess the effectiveness of the QA/QC management system. · Ensure the calibration of all measuring and testing equipment and devices of the project. · Assist in the preparation of quality documentation, including the review of construction documents for compliance with project quality requirements. · Undertake periodic audits of the site quality management system, including suppliers and subcontractors, and report findings to the Project QA/QC Manager and the Site Project Manager. · Ensuring that all relevant Project Staff have access to the QMS documentation either by a controlled copy or through a central server.· Provide technical advice and support to project operations, such as design, procurement, human resources and administration, project management and execution, at Project level. · Liase with the independent inspection and testing company(s) where applicable. · Maintain the site facility for filing quality records and maintain document registers in connection with quality records.· Oversee all QA/QC activities throughout the project lifecycle, from planning to execution. · Monitor the implementation of this Project Quality Plan through document reconciliation and discussion with the site management team. · Apply Company Quality Policy to the Quality Department at Project Level. · Assists the Project Quality Personnel to inspect the works, including delivered materials, to verify that these meet the contract quality requirements. · Supervise all the quality activities of the Project. · Prepare the weekly and monthly QA/QC reports as per the Engineers requirements. · Perform the quality review, internal audits, performance analysis and improvements of quality. · Planning duties within the QA/QC staff and related work schedules. · Developing and implementing risk-based inspection (RBI) activities and processes. · Conduct inspections and tests to verify compliance with project specifications and quality standards. · Collaborate with project teams, subcontractors, and clients to address quality-related issues. · Document inspection results and maintain thorough records of all QA/QC activities. · Manage and coordinate all quality activities on site, including assignment of quality personnel to activities / work areas on site, including QA/QC Engineers/Supervisors, QC Inspectors, Document Controllers, and Independent Testing Parties. · Prepare or utilize wherever available, Inspection and Test Plans in close cooperation to the Quality Engineers/Supervisors of each discipline. · In conjunction with the Project Manager and Quality Assurance Manager, developing the Project Quality Department Staffing and Resource Plan to ensure the timely provision of adequate resources.· Coordinate with the Laboratory and other Inspection and Testing Facilities. · Identify, document, and manage Non-Conformance Reports (NCRs) andquality deficiencies. · Identify and develop solutions to correct inspection function deficiencies. · Collaborate with project teams to develop and implement corrective actions for NCRs. · Analyse NCR trends and root causes to recommend preventive measures and improvements. · Facilitate closure of NCRs and ensure lessons learned are communicated effectively. · Monitor the effectiveness of the corrective and preventive actions undertaken to address occurrences of non-conformance.· Prepare and present QA/QC reports to senior management and stakeholders. · Maintain comprehensive documentation of QA/QC activities, findings, and recommendations. · Review project deliverables for quality compliance prior to submission. · Ensure effective communication of quality-related information across project teams. · Advise the Quality Assurance Manager of improvements / changes needed to improve the effectiveness of the Integrated Management System (IMS) at project level · Provide weekly quality progress report (WQPR) and provide it to the Quality Director.· Lead and mentor the QA/QC team, promoting a culture of quality and continuous improvement. · Provide training and development opportunities for team members to enhance their skills.· Identify Quality Training needs and prepare material for Quality Induction and Training to be performed at site level. · Provide guidance, induction and training to all site staff with respect to any aspect of the project Quality Management System and the Development of Project QMS Plan. · Set clear objectives and performance expectations for the QA/QC team. · Foster collaboration and knowledge sharing within the team and across departments. Working Environment: Primarily site based. Industry / Domain: Construction industry.
Necessary Knowledge and Experience:· Minimum of 8 years and/or overall, 12 years of experience in QA/QC management within the construction industry, with a focus on large-scale projects. · Proven experience in Electronic Document Management Systems (EDMS). · Strong understanding of document control processes and compliance standards (e.g., ISO 9001). · Experience in leading and developing teams in a fast-paced environment. · Knowledge of data security and protection is the best practices. Education and Certification Minimum Requirements: · Bachelor’s degree in engineering, Construction Management, or a related field. · Relevant certifications in quality assurance (e.g., Certified Quality Engineer - CQE) and project management (e.g., PMP) are a plus. · Familiarity with ISO 9001 standards related to quality management is advantageous. · ISO 9001 Certified Lead Auditor. Job Specific Technical Skills: · Proficiency in QA/QC methodologies and best practices relevant to construction. · Knowledge of inspection processes and testing methods for construction materials and processes. · Strong analytical and problem-solving skills to interpret quality data and implement improvements. · Ability to maintain accurate and comprehensive documentation of QA/QC activities. · Advanced knowledge of MS Office programs and familiarity with quality management software.
