Job Description – HSE Engineer
Position: HSE Engineer

Location: Saudi Arabia

Job Overview

The HSE Engineer is responsible for developing, implementing, and monitoring Health, Safety, and Environmental policies and procedures to ensure compliance with Saudi regulations, international standards, and company policies. The role focuses on maintaining a safe working environment, minimizing risks, and promoting a strong safety culture across project sites and operations.


Key Responsibilities
  • Develop, implement, and maintain HSE policies, procedures, and management systems in compliance with company and regulatory standards.


  • Ensure compliance with Saudi safety regulations, environmental laws, and international HSE standards.


  • Conduct regular site inspections, safety audits, and risk assessments to identify hazards and implement corrective actions.


  • Monitor workplace activities to ensure adherence to safety rules and best practices.


  • Investigate accidents, incidents, and near-miss cases and prepare detailed reports with preventive measures.


  • Prepare and maintain HSE documentation, permits, and compliance records.


  • Conduct safety inductions, toolbox talks, and HSE training programs for employees and subcontractors.


  • Coordinate with project managers, engineers, and site supervisors to ensure safe work execution.


  • Monitor the usage of Personal Protective Equipment (PPE) and enforce safety compliance.


  • Implement emergency response plans and conduct mock drills.


  • Promote environmental protection practices, waste management, and pollution control measures.


  • Support management in achieving zero-accident and continuous improvement goals.


Essential Qualifications
  • Bachelor’s Degree in Engineering, Safety Engineering, Environmental Engineering, or a related field.


  • NEBOSH IGC / IOSH / OSHA certification (mandatory or preferred).


  • Additional certifications such as ISO 45001 Lead Auditor (preferred).


  • Minimum 3 to 7 years of experience in HSE roles (Construction, Oil & Gas, Manufacturing, or Infrastructure preferred).


  • Experience working on projects in Saudi Arabia or GCC countries is an added advantage.


Skills Required
  • Strong knowledge of HSE standards, risk assessment methods, and safety management systems.


  • Good understanding of Saudi regulations, client safety requirements, and international standards.


  • Excellent incident investigation and reporting skills.


  • Ability to conduct safety training and awareness programs.


  • Strong documentation, record-keeping, and compliance management skills.


  • Effective communication and interpersonal abilities.


  • Proficiency in MS Office and HSE reporting tools.
