Head of Information Technology - KSA

Job Purpose


The role responsibilities include to plan, organize, direct, and manage the implementation of an effective information and communication systems projected by the current and future business needs of the Bank in a proactive and cost-effective manner in coordination and guidance from Group IT Team in Head office. Role holder is responsible for all aspects of the organization’s information technology and systems for the Overseas Branch - KSA.


Strategic Responsibilities


  • Recommend based on research, optimal plans for the acquisition of computer and communication systems, hardware, software, or services with the objective to meet the short and long-term needs of the Bank, while assuring cost effectiveness, reliability, and timely services. Negotiate acquisition of technology and services to support the plan.
  • Develop and monitor the department budget, ensuring expenditure within set parameters and aligned with overall strategy of Group IT department and ensure cost effectiveness.
  • Manage, monitor, control and support IT internal audit process, compliance, Information security and risk management.


Production Services


  • Ensure the smooth running of the 24/7 IT operations in the regional offices-KSA, including user support, IT systems, IT application, communications, and connectivity.
  • Update management on the competitive position of the Bank with respect to IT thereby recommends studies, changes, or additions to assure state-of-the-art technology and communications systems.
  • Analyse operational and system modifications necessitated by regulation, internal or external customer requirements or administrative policy and implement updates as appropriate.
  • Ensure that appropriate procedures are developed for systems and data back-ups, recovery and risk management support in the event of any power outage, hardware failure or other disasters or disruptions to the Bank's information system and services.
  • Direct development and execution of an enterprise-wide disaster Recovery plan for overseas branches in coordination with Head office.


Infrastructure Delivery


  • Define requirements for new technology implementations and communicate them to key business stakeholders.
  • Manages and directs the services within the department by providing feasibility and cost benefit studies, systems analyses, design, implementation, testing, documentation, operation and evaluation of information, communication, and other automated systems.
  • Ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance.
  • Ensure that performance and quality of IT services delivered to the user departments within the bank are continuously monitored in accordance with the parameter of the service levels agreement. Ensure that IT services delivered by third party vendors / consultants meet the clauses of the agreed contract.
  • Maintain a close contact and liaises with outside vendors and agencies for the procurement, maintenance, and support of existing and planned systems.
  • Assess and communicate risks associated with IT investments for the KSA Branch.
  • Ensure the KSA Branch IT system operation adheres to applicable laws and regulations.
  • Establish lines of control for current and proposed information systems.


Cyber Security & Access Management

  • Ensure up to date security solutions are available in line with the group directions.
  • Maintain up-to-date knowledge of the Cyber Security industry including awareness of new or revised security solutions, improved security processes and the development of new attacks and threat vectors.
  • Ensure the confidentiality, integrity and availability of the data residing on or transmitted to/from/through enterprise workstations, servers and other systems and in databases and other data repositories.
  • Execute all investigations into problematic activity and provide on-going communication with senior management.
  • Complying with NBB overseas Cyber Security policy, standards, and processes.
  • Report suspicious activities or knowledge of any violation related to Cyber Security.
  • Reporting to line manager or to CISO if an information asset is not safeguarded properly.
  • Monitor the security of the Bank's data and systems, ensure the integrity and reliability of the Bank's computerized information and communication systems.


Qualifications & Experience


  • Bachelor’s degree in Computer Science, Information Technology, or in any other related discipline is required.
  • Master’s degree in Computer Science, Information Technology, or related field of study is preferred.
  • Professional qualifications in Technology such as: CGEIT, ITIL, PMP is preferred.
  • Minimum of 5-6 years’ experience in a bank with 3 years of experience in the same or similar function.
