To direct the procurement process including tender submissions, evaluating, and analyzing tender responses, negotiating with suppliers, ensuring that contractual elements comply with regulations and EF procedures.
- Responsibilities & Accountabilities :
-Contribute to the design and implementation of the Procurement and contract’s strategy and roadmap by providing function-specific inputs.
-Utilize and manage procurement and contract budget effectively, and report accurately on progress made and challenges encountered.
-Recommend improvements to the division’s policies and manage the implementation of procedures and controls covering all areas of activity, ensuring relevant procedural/legislative requirements are fulfilled.
-Design vendor evaluation framework in line with government tenders and procurement law in the Kingdom to optimize selection of vendors and bidders.
-Manage and periodically update procurement plan in coordination with concerned stakeholders.
-Review and approve shortlisted vendors against established criteria and communicate finalized list of pre-qualified vendors with concerned stakeholders.
-Manage the development of requests for quotation (RFQs) including all needed technical and administrative details and communicating expectations to vendor.
-Manage, guide, and assist direct reports to perform their required responsibilities successfully.
-Promote a high-performance working environment embracing EF's values.
-Build and maintain solid relations with external stakeholders (relevant to the scope of work) such as governmental entities and consultants to serve EF's best interest.

-Education : A bachelor's degree in Supply Chain or business administration or relevant field.
