Purpose of Job
Jobholders at this level are capable of operating with minimal supervision. They work within guidelines and procedures in order to prepare more complex, specialized or ad-hoc reports in their related field. They contribute to the completion of milestones or operational targets within the assigned functional area.
They undertake operational activities including assessing bids and quotations against set criteria, meeting with bidders, inform stakeholders of successful bidders, developing letter of intent, drafting purchase orders, and implementing change requests’ processes.
Job Resposiblites
- Develop procurement strategy and objectives in line with internal needs, best practices, ZATCA overall strategy, and government directions
- Develop the procurement program highlighting the volume, nature, and timing of goods and services needed by ZATCA in order to track transactions and have a complete and clear insight on items purchased, orders’ processed and payments made
- Develop and/or update procurement policies and standards and provide input for improvement based on previous practices and lessons learned
- Develop and/or update needed guidelines and tools to support functions in forecasting annual procurement needs based on previous years’ procurement trends
- Collect the procurement requirements of ZATCA functions in a timely manner
- Identify optimal sourcing types based on procurement requirements
- Conduct supply market analysis to identify potential suppliers and collect inputs about procurement schedules and costs
- Consolidate functions’ procurement requirements into annual procurement plan with needed quantity, methods of supply, total estimated costs, delivery requirements and schedules
- Post the annual procurement plan on Etimad and ZATCA portals
- Develop guidelines for emergency purchases defining the hypothetical relevant circumstances and procedures
- Develop and/or update pre-qualification guidelines and criteria covering all relevant assessment measures essential for suppliers’ registration and selection such as the scope of study, suppliers’ location, price list, product quality, reputation, brands, etc.
- Update needed process and templates for potential suppliers to follow in order to register and submit required documents and information
- Register suppliers willing to provide goods or services to ZATCA on supplier database and verify accuracy and eligibility of details and documents
- Follow-up with functions on progress of procurement plan
- Monitor and develop regular reports/ dashboard of procurement performance against set of targets and KPIs and communicate to relevant stakeholders
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
