Job Description

Role Overview


The Development & Technical PM Manager will support asset acquisitions and lead technical oversight of logistics and industrial real estate projects across their lifecycle. The role combines due diligence, development management, engineering coordination, and procurement support. The successful candidate will work cross-functionally with internal teams, consultants, contractors, and regulatory authorities to ensure projects meet commercial, technical, and compliance standards.


This is a hands-on role requiring deep experience in Middle East industrial/logistics real estate and strong familiarity with owner-side (Party A) construction and parallel contracting environments.


Key Responsibilities


1. Asset Acquisition & Technical Due Diligence


  • Support asset and land acquisitions through technical due diligence and preliminary site inspections


  • Conduct research and gather critical data to inform acquisition decisions


  • Liaise with internal teams, external partners, and authorities to complete due diligence requirements


  • Manage technical due diligence consultants to identify risks and development gaps


  • Coordinate due diligence workflows to ensure timely and comprehensive evaluations


  • Assess market demand and define asset standards based on market analysis


  • Track industry trends, emerging technologies, and regulatory updates


  • Establish CAPEX requirements to preserve and enhance long-term asset value


2. Project Development Management


  • Manage projects from inception through completion, ensuring adherence to schedule, budget, and quality targets


  • Coordinate all development phases: planning, design, construction, and handover/occupancy


  • Monitor commercial performance and delivery milestones


  • Ensure compliance with local regulations, building codes, and corporate standards


  • Oversee refurbishment and alteration works with minimal operational disruption


  • Identify operational constraints and develop mitigation plans


  • Manage consultants, developers, contractors, and suppliers


  • Maintain strong stakeholder communication and collaboration


  • Track progress against KPIs and project milestones


3. Design & Engineering Coordination


  • Work closely with the in-house design team to align engineering solutions with corporate standards


  • Provide technical input to ensure compliance with regulatory and project requirements


  • Jointly manage architects, engineers, and specialist consultants


  • Coordinate permits, approvals, and regulatory clearances


  • Support definition of local development standards (zoning, building codes, environmental requirements)


  • Conduct regulatory research and compliance verification


  • Align development plans with asset management, legal, and executive stakeholders


  • Perform design reviews and audits to ensure quality and adherence to standards

     


4. Procurement & Cost Support


  • Assist the procurement team in defining scopes of work (SoW)


  • Support tender preparation, bid evaluation, and contract award processes


  • Collaborate with the costing team on budget preparation and cost tracking


  • Monitor cost performance and implement corrective actions


  • Support contract administration and change management


  • Evaluate cost and schedule impact of scope changes



Qualifications
  • Fluent in Arabic and English


  • Strong experience in Middle East logistics and industrial real estate development


  • Solid understanding of parallel contracting models


  • Proven experience representing the owner/client side (Party A) in construction environments


  • Experience managing complex, multi-stakeholder development projects


  • Strong technical, commercial, and regulatory understanding of real estate development


  • Ability to work in a structured reporting environment with single-line reporting
