Job Purpose:

The role shall assist, oversee & direct the delivery of the field Operations and Maintenance across Dry utilities within RSU, thereby ensuring seamless support towards all the field-based users of Dry Utilities services. He/she shall supervise end-to-end in-field operations and maintenance processes, create guiding principles & lay clear directions for on-site teams and ensure continuous improvement across in-field operational methods adopted by the team. 

The role will work closely with all RSU / RSG departments together with the asset owners.   

Moreover, the incumbent will be responsible for managing the maintenance and reliability strategy, field operational objectives, field maintenance operations. He / She shall ensure overall functioning of field operations and maintenance within stipulated budget & timelines established within RSU thereby ensuring compliance towards processes and guidelines laid, proactively measuring operational efficiency & suggesting course corrections, and managing prompt response towards escalations through the team.

Job Responsibilities:

Strategic Contribution :

• Contribute to the development and implementation of the annual business plan RSU Field Operations & Maintenance function to deliver RSU’s and RSG vision & mission. 

• Ensure that the overall field operations and maintenance strategy is translated into operational business plans for the management of on ground operations and maintenance across Dry utilities aligned with RSU goals and monitor the performance and execution of those plans to achieve functional objectives and deliver the company’s strategy. 

• Manage the development & implementation of initiatives focused on driving optimization across field operations and maintenance function within RSU. 

• Oversee the incorporation of new technologies across field operations & maintenance within Dry utilities to enhance reliability and efficiency of the utility services offered. 

• Ensure up-keep of production systems and processes across Dry utilities to meet RSU’s objectives in terms of price, quality, and delivery targets. 

• Create robust plans & ensure implementation for periodic maintenance and operation of Utility assets to maximum efficiency and reliability. 

• Establish appropriate governance mechanisms within team to address all faults or repairs within agreed timelines. 

• Provide direction to the field operations & maintenance team, fostering a culture of collaboration, innovation, and continuous improvement. 

Field Operations & Maintenance :

• Manage daily operational activities related to field operations and maintenance, ensuring timely and efficient service delivery to customers.  

• Contribute to the development and implementation of operational strategies aimed at enhancing the performance of field operations and ensuring reliability and quality of services.  

• Establish guidelines for ensuring periodic monitoring of on-ground facilities and equipment condition, identify opportunities for preventive and corrective maintenance activities thereby ensuring optimal availability and reliability.  

• • Manage implementation of corrective actions identified during emergencies, operational disruptions, equipment breakdowns, or quality concerns, under the guidance of the Director – Field Operations & Maintenance (Dry). 

  • Oversee timely allocation of field workforce to the site in-order to manage normal or disturbed state operations, responding to emergency, and restoring the power supply. 

  • Assist in managing escalations of risks and coordinating responses to minimize operational impact.  

  • Support efforts to proactively manage compliance with processes, guidelines, and operational efficiency measures, under the Director's guidance.  

  • Assist in managing escalations related to compliance issues and contribute to initiatives for enhancing operational efficiency.  

  • Assist in the adoption of technology to improve efficiency, safety, and customer satisfaction within field operations and maintenance.  

  • Provide relevant inputs to leadership around improvement of operational procedures within field operations & maintenance function thereby substantiating with relevant functional data -points & on ground statistics through the support of team. 

  • Ensure supervision of on-ground system maintenance activities, including regular on-site checks, repairs, and component replacements.  

  • Ensure compliance towards industry standards, laws, regulations, and safety guidelines within field operations and maintenance activities.  

  • Collaborate with teams to drive safety, sustainability, quality, production, and reliability within field operations and maintenance functions 

  • Ensure oversight & interaction with the PPP Company on aspects around power O&M in terms of reviewing O&M procedures and maintenance schedules received from them, provide alternative periods for rescheduling maintenance schedules whenever necessary, liaise with end user / contractor to confirm on carrying out of planned maintenance activities, communication of these changes to the PPP Company and ensure compliance with water quality control and sampling procedures.  

  • Managing oversight & interaction with the PPP Company: power: Ensure the review of operations & maintenance procedures and schedules for power networks, approve rescheduling by providing alternative periods, ensure effective liaison with the PPP Company.  

  • Ensure the issuance of work orders, distribution of the approved drawings specific to pipeline modifications, review of the as-built drawings followed by issue of completion certificate and closure of work order along with necessary updating of records at RSU end. 

  • Ensure the issuance and closure of work permits required to manage power distribution network outages (planned maintenance) in the enterprise asset management (EAM) system and supervise meticulous updating of necessary maintenance records. 

  • Ensure management of the power distribution unplanned outages, including review of rectification plans identified, facilitate the provision of work permits via EAM, and assist in updating customers and records following equipment test pass and work completion. 

  • Oversee the control and operating of local distribution network parameters, liaise with the PPP Company for high-severity planned outages, and direct field operations for all severity-related network incidents. 

  • Oversee the identification and market evaluation of by-products, contribute to the review of quality inspection reports, and collaborate with Commercial Services to establish off-taker relationships and prepare collection schedules. 

  • Oversee the execution of network analysis and the preparation of load reports, ensuring network operations and capacity are managed according to protocol. 

  • Direct the initial response to trouble calls, including the monitoring of power distribution network parameters and the oversight of field operations communication and staff deployment. 

   

  Risk Management :

   

  • Identify different aspects of risk pertaining to Dry utilities systems in the operations and maintenance function and develop mitigation measures to negate or minimize the effect of these risks and avoid potential delays as well as added cost. 

  • Ensure decisions are made in accordance with ERM policy and guidelines. 

  • Report regularly on the key business risks to the management. 

   

  Leadership and People Management  :

   

  • Provide leadership and oversight for all field operations and maintenance activities related to utility assets in line with the strategic plans, policy, and procedures. 

  • Assist in building and motivating a competent team by setting priorities and objectives, managing performances, and providing ongoing feedback and coaching to meet the functional challenges and goals.   

  • Serve as a role model to ensure employees’ awareness and commitment to RSU’s and RSG’s vision, mission, values, fundamentals, and corporate strategy to establish a highly engaged and motivated human resources and continuously improve performance.

• Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.  

• Oversee preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards. 

• Direct the streamlining of processes by closely analyzing operational and maintenance-related processes to eliminate redundancy and identifying potential avenues for merges across workstreams thereby improving the overall operational performance.

• Apply safety, quality and environmental management policies, procedures, and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.

• Closely contribute to the identification of opportunities for continuous improvement of department’s systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement. 

• Assess operational processes and develop improvement strategies to enhance efficiency and productivity. 

• Enforce the incorporation of “international best practices” and standards into the improvement of business processes, department systems and productivity. 

Qualification and Experience  :

• Bachelor's or Master's in Electrical Engineering or similar.  

• 12-15 years of relevant experience with at least 5 years in a similar role, preferably large sustainable infrastructure utilities project. 

• Experience in KSA / GCC countries preferred 

• Strong technical and operational understanding of Dry Utility MV/LV systems
