1-    ABOUT THE POSITION


Governance authority in KSA is looking for Chief Revenue Officer (CRO) who has strong experience in providing revenue-share partnerships strategy between governance authority private companies.

The Chief Revenue Officer (CRO) is responsible for designing, governing, and scaling sustainable revenue streams derived for the Authority’s services through regulated, compliant revenue-sharing partnerships with the private sector.


  • KEY RESPONSIBILITIES 


  1. Create the Feasibility

§ Lead the preparation of financial, commercial, and economic feasibility studies for revenue-generating initiatives and partnerships.

§ Ensuring compliance with requirements mandated by competent authorities such DGA, MOF and alignment with approved governance and approval frameworks.


B.    Revenue Strategy & Monetization


§ Define and own the Authority’s revenue and monetization strategy

§ Identify monetizable services and revenue opportunities aligned with regulatory mandates

§ Design revenue-share models (usage-based, tiered, fixed percentage, hybrid)

§ Ensure revenue strategies support long-term sustainability, not short-term gains


  1. Partnership Revenue Governance


  • Lead revenue governance with private partnerships
  • Approve pricing frameworks, discounting rules, and commercial structures
  • Ensure clear separation between regulatory authority and commercial execution
  • Represent the Authority in revenue-related negotiations with private partners
  1. Financial Oversight & Compliance
  • Ensure full compliance with The Digital Government Authority DGA and Ministry of Finance (MoF)
  • Government financial regulations
  • Audit and transparency requirements
  • Oversee revenue forecasting, tracking, reconciliation, and reporting
  • Prevent revenue leakage through robust revenue assurance controls
  • Support internal and external audits related to partnership revenues
  1. Cross-Functional communications with
  • Work closely with:
  • Chief Partnership Officer (CPO)
  • Chief Enterprise Architect
  • Legal & Compliance teams (contracts, regulatory constraints)
  • Partnership & Operations teams (execution and performance)
  • Establish revenue KPIs and dashboards for executive leadership
  • Enable data-driven decision-making for revenue optimization


  1. Performance & Value Realization
  • Track revenue performance against approved business cases
  • Measure value realization, not revenue alone (economic, sectoral, national)
  • Ensure partner performance aligns with agreed financial and service KPIs
  • Escalate revenue risks and underperformance to the executive committee

Skills

1-    GENERAL QUALIFICATIONS



A.    Experience

§ 15+ years of experience as Revenue management, Commercial strategy, business development.

§ Proven executive experience leading revenue-generating projects preferred with Government authorities.

§ Proven record of revenue-share partnerships strategy between governance authority private companies.

§ Proven record in preparation of financial, commercial, and economic feasibility studies for revenue-generating initiatives and partnerships.

§ Strong business acumen, strategic thinking, and executive presence to influence CEO, board, and leadership stakeholders.

§ Excellent analytical, communication, and stakeholder management skills.

§ Experience implementing repeatable processes across sales, partner, and client success teams to drive retention and expansion.


B.    Education & Qualifications

§ Bachelor's degree in Finance, Economics, Information Systems.

§ Master's degree in Finance, Economics, Information Systems is Preferred.

§ Professional certifications CFA, CPA, PMP
