JOB PURPOSE:
Jobholders at this level are capable of operating with minimal supervision towards the governance, monitoring, controlling, and reporting of all ZATCA’s projects’ initiation, planning, execution, and closure; ensuring successful implementation and on-time delivery. This job entails the roles and responsibilities of both the Controlling and the Directive PMO types.
They work within guidelines and procedures in order to prepare more complex, specialized or ad-hoc reports in their related field. They contribute to the completion of milestones or operational targets within the assigned functional area.
They undertake operational activities including developing project charters and roadmaps, coordinating the delivery of a complex project and following-up on overall progress, performing RAID analysis, following-up on the implementation of corrective and preventative actions, centralizing related project reports, and developing minutes of meetings.
JOB QUALIFICATIONS AND REQUIREMENTS:
- Bachelor’s degree in Engineering, Business Administration, or equivalent
- 1-2 years of relevant experience
ROLES AND RESPONSIBILITIES:
- Develop and/or update ZATCA’s project management framework, guidelines, and tools in line with requirements and best practices to set a proper base for consistent implementation across all projects
- Monitor and control the requests for proposals’ (RFPs) revision process and maintain the RFP tracker
- Develop and/or update an integrated master plan for all ZATCA projects including scope of work, objectives, budget, timelines and key milestones in coordination with project managers
- Develop project charters and roadmaps providing direction to project managers during projects
- Coordinate projects’ delivery in coordination with internal and external stakeholders in line with ZATCA project management framework, guidelines, and processes
- Coordinate with project managers to follow-up on projects’ overall progress and deliverables’ status in line with set plans and roadmaps
- Identify related risks, conduct RAID analysis, and proactively propose preventive and corrective and preventative actions to ensure minimal risks and to mitigate deviations from annual plans and targets
- Update the RAID database continuously
- Follow-up with concerned stakeholders on the implementation of corrective and preventative actions
- Review change requests, assess impact and risks on scope, budget and timeline, and provide recommendations ensuring that the CR log is continuously updated
- Review projects’ reports, evaluate related KPIs, and centralize information across key dimensions for reporting to senior management and all stakeholders
- Develop analytics reports, Executive Committee presentations, PMO KPIs’ reports, and quarterly and yearly PMO achievements’ reports in an accurate and timely manner
- Attend Executive Committee meetings, develop minutes of meetings, and share with concerned stakeholders for implementation of decisions
- Confirm projects’ closure activities and issue certificate of completion
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
