Procurement Specialist

2. OVERALL SERVICE REQUIRMENT:

This position reports to the Contracts and Procurement Representative. Responsible for developing and

managing relationships with key suppliers that can deliver sustainable value to Ma’aden. Understands

external market and industry dynamics that could influence strategy development and makes

recommendations on how to leverage the dynamics to benefit Ma’aden. The work requires

communications with project department and vendors. It includes ensuring conformity of formulated POs

with Saudi Arabian laws and regulations and Ma’aden ’s contracts policies and procedures and

international standard.


3. KEY ACCOUNTABILITIES:


Description Performance Indicators


Negotiates favorable terms, volume discounts and long-term contracts with

suppliers for the procurement of goods, services and supplies.

Takes responsibility for purchases in support of customer-related business

processes or for internal use. Executes cradle to grave purchasing

activities (including bid, evaluate, award cycle, execution of agreements,

execution of changes, price and schedule negotiations) for the assigned

projects.

Discusses defects and delivery problems with suppliers, and is responsible

for negotiating refunds. Coordinates with operations, maintenance,

warehouse and engineering to ensure proper scheduling and movement of

goods and supplies.

Under general supervision, and occasional direct supervision, performs

assignments requiring experience and knowledge of standard concepts

within their field. Displays core job competencies by analyzing possible

solutions using standard procedures while developing advanced skills

Provide management, detailed instruction and continuous follow-up to

support the project teams in standardized RFP/bid and procurement

processes.

Establish relationship with Corporate Legal and Risk Management to

ensure all contractual terms and conditions comply with standard or other

contract changes are formally reviewed and approved by legal/risk

management.

Executes medium value complex procurements using best practices,

enters into and maintains contracts maximizing cost competitiveness and

leveraging projects, company and corporate spend volumes while

ensuring that procurements are in compliance with company procedures.

Monitors supplier performance and takes corrective action to ensure

goods and services are delivered as contracted.

Expediting

Documentation and Reporting : Maintain accurate procurement records,

including contracts, purchase orders and supplier correspondence.

Prepare regular reposts on Procurement activities, supplier performance

and cost analysis to the PDE Representative.

Responsible for maintaining, reviewing, and taking corrective action for

any deviation for all activities including, but not limited to:

Procurement Progress reports

Material Status Reports

Spare Parts Lists

Supplier Quality Surveillance [SQS]


Reports against set

standards


4. COMMUNICATIONS & WORKING RELATIONSHIPS:

Regular contact at own level with Finance and end-user departments regarding daily contractual issues

not requiring decision making at this level. Periodic contact at next highest level with external vendors

during bidding process and at finalization of purchase orders.

5. JOB RELEVANT INFORMATION (BOUNDARIES & DECISION MAKING AUTHORITY):

Works according to established procurement procedures and specialized administrative standards.

Can review and provide recommendations to review procedures. Completed work is checked at a

subsequent stage in the work cycle when manager checks contract documentation.

6. QUALIFICATIONS, EXPERIENCE & SKILLS:

Qualification: Bachelor’s degree preferably in Supply Chain Management or Business Administration.

Experience: Minimum of 10 years related experience in purchasing and contracting with progressively

responsible assignments including project procurement and management, professional services and

construction contracting.

Skills: Excellent Inter-personal skills, Organization skills, Strong Analytical Ability. Ability to interface with

the senior leadership team. Ability to work in a fast-paced environment with strict timelines. Excellent

communication skills - oral and written.
