Description IM&T Director – Military Programmes Salary: Competitive Grade: GG15 Location: Riyadh JOB PURPOSE BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons. JOB ACCOUNTABILITIESThis role is responsible for: Strategy & Planning The strategy, planning, delivery and assurance of all Government to Government (G2 G) Customer Information Management & Technology (IM&T) Military Programmes and Services in KSA. Developing the IM&T strategy for military programmes and ensuring that all technical systems necessary to support its current operations and future business vision are in place. Establishing and promoting the overall vision for how IM&T (Digital, Data & Cyber) can support and enable our Military Programmes in KSA. Managing key stakeholder relationships with Senior Military Officers, Military Advisors and Senior BAE Systems Programme stakeholders across the business. Working with our preferred suppliers to ensure our customers’ requirements are met with value for money solutions. Business Winning Working with our Kingdom Partner Companies to create business value through the introduction and exploitation of new technology. Driving all IM&T bidding activities to achieve a successful solution proposition. Promoting and supporting the development of IT solutions for KSA suppliers, including current IT landscape assessments (gap analysis). Horizon scanning for latest technologies and roadmaps to ensure the most robust, secure and supportable solution. Driving the implementation of bid/project governance through application of Lifecycle Management (Phase Reviews, Design Reviews, Technical Bid Review and Bid Status Review) aligned to the campaign schedule. Providing ownership of the development and delivery of the IM&T Integrated Business Plan (IBP) and Military Programmes Account. Working with the In-Kingdom Industrial Partnerships to scope the IT requirements for KSA industry to support capability insertion activities. Technical / Project Management engagement with KSA suppliers, including owning Statement of Requirements and managing the responses. Leading technical engagement with the customer organisations (SPO, DCIT, GAMI etc.) as required to support negotiation of the solutions. Ensuring timely Bid Status Reviews - using the process to test alignment and integration of all parts of the IT solution. IT Programme Execution Delivering IT programmes to cost, quality & schedule. Establishing performance metrics and measures based on the overall business objectives and reporting performance status. Maintaining and improving relations and open communications with and between stakeholders. Overseeing key activities and processes including lessons learned and feedback to and from business change teams and our preferred IT partners and suppliers. Governance & Assurance Ensuring compliance to corporate and regulatory standards and regulations. Managing and assuring our IT Partner (ISE) and Supplier(s) in their delivery against Customer requirements and in alignment with contracted and corporate standards and policies. Overseeing the use of IM&T technologies and services across the BAE Systems Military Programmes Account in KSA. Managing the throughput of customer requirements to suppliers and assurance of delivery against customer requirements. Establishing, maintaining and communicating the organisation's strategy for managing information, and the policies, standards, procedures and methods necessary to implement the strategy. Maintaining detailed awareness of, and promoting external regulations, standards, and codes of good practice, e.g. those relating to security, quality, data protection, audit etc. Maintaining an awareness of the global needs of the whole enterprise, and promoting the vision of the benefits that a common approach to Information Management will bring to the business as a whole. RECRUITMENT SPECIFICATIONQualifications Educated to bachelor degree level. May have a postgraduate qualification such as an MSc, MBA, or other business or scientific qualification. Has experience of planning, developing and deploying complex IT (Systems of Systems) into international military environments. Has achieved proficiency at Level 7 in any Skills Framework for the Information Age (SFIA) Skill. Has experience of leading (design, implement, assure) complex IT Systems in secure/classified environments. Has extensive IT knowledge and software development life cycle. Possesses up to date knowledge of own organisation's objectives, policies, organisational relationships, business processes, reporting procedures, and existing and planned information systems. Can make sound and far reaching decisions on major issues and take responsibility for them, whether in a technical, managerial, advisory or specialist task. Experience Comprehensive knowledge of the IT Industry, ideally within a complex engineering – understanding how IT contributes to the objectives of the KSA organisation. Experience of working and managing relationships with Senior Military Customers. Has excellent interpersonal skills at all levels of contact and in a wide variety of situations. Comprehensive understanding of how KSA integrates within the Air function to contribute to the Air Goals. Broad understanding of the commercial IM&T environment, how the organisation sources, deploys and manages external partners and when it is appropriate to use in-house resources. Developing and managing contracts with suppliers to meet key performance indicators and agreed targets Ensuring that supplier performance is properly monitored and regularly reviewed. Advising on policy and procedures covering the selection of suppliers, tendering and procurement. Functional Expertise Knowledge of digital and emerging technologies, including cloud computing, data analytics, digital intelligence, artificial intelligence, cybersecurity, Internet of Things (Io T), and advanced manufacturing in the defence industry. Experience of building and leading large organizations and cross-functional teams across multiple domains and locations in pursuit of numerous strategic objectives and initiatives. In-depth understanding of defence industry dynamics, including enterprise architecture and corporate group operations, Life Cycle Management (LCM), systems engineering, major programmes, industrial partnerships, acquisition processes, acquisition and sustainment contracts, procurement and supply chain activities, industrial production, defence innovation, and industry regulations. Experience of strategic planning, business and financial analysis, business process optimization, change management, organisational design, project controls, and major programme management in a matrix structure Experience of programme planning and programme performance measurement based on a Performance Measurement Baseline used to establish the planned cost, schedule, and technical performance objectives. Ability to leverage business, financial, and technical information, data, and insights to drive informed decision-making on complex topics that involve multiple domains, business areas, functions, programmes, and internal and external stakeholders. Can make sound and far reaching decisions on major issues and take responsibility for them, whether in a technical, managerial, advisory or specialist capacity. Has excellent interpersonal skills at all levels of contact and in a wide variety of situations.
