Job Purpose
The Clinical Planning Manager leads the biomedical planning function across all Dallah Health Group facilities, supervising planning engineers and ensuring the timely delivery of medical equipment and medical gas projects. The role provides strategic oversight in standardization, audits, compliance, asset utilization, vendor and contract management, and digital transformation initiatives. Acting as the central point of planning oversight, the Manager ensures that activities align with organizational strategy, clinical requirements, regulatory standards, and operational goals, while maintaining effective collaboration with internal and external stakeholders.



Roles & Responsibilities:

Strategic Planning and Oversight

Supervise and guide Planning Engineers in developing medical equipment and gas plans for new and ongoing projects Oversee project timelines and ensure alignment with commissioning schedules. Approve technical layouts, specifications, and planning documents, ensuring alignment with end-user and clinical goals. Lead group-wide standardization initiatives and develop mitigation/contingency plans

Medical Equipment & Medical Gas Planning Leadership

Act as the central coordinator with project teams and external consultants regarding system design. Approve specifications in coordination with medical departments and ensure compliance with requirements. Oversee site readiness, installation planning, and commissioning validation. Lead equipment and vendor selection processes with Clinical Engineering Head, end-users, and supply chain.
Project and Team Supervision
Assign and monitor tasks of Planning Engineers across: Internal biomedical initiatives Digitalization projects Infrastructure planning for new or renovated sites Ensure quality control of documentation, delivery plans, and commissioning reports

Standardization & Documentation

Develop and maintain the master plan for equipment standardization across facilities. Oversee continuous updates of project files and final reports. Maintain a centralized database of specifications, vendor options, and service guidelines.

Quality & Compliance Management
Develop, implement, and review clinical engineering policies, procedures, and planning guidelines. Lead internal audits for compliance with CBAHI and JCI. Approve audit findings, corrective action plans, and ensure implementation across facilities.

Contract & Vendor Supervision
Review and monitor vendor contracts, warranties, and SLAs. Ensure procurement activities are cost-effective, compliant, and strategically aligned. Monitor vendor performance, escalating issues as necessary. Asset & Data Management
Supervise lifecycle strategies: reassignment, upgrades, disposal, or replacement. Ensure accuracy of CMMS asset data through periodic audits. Oversee asset system integration during new site commissioning.
New Site Commissioning
Lead setup of biomedical operations for new facilities (systems, documentation, staffing, registry). Approve readiness checklists and ensure compliance prior to handover.
Biomedical Project Leadership
Oversee all biomedical projects (internal, digital, or facility-based). Internal Projects: Supervise workflow improvements, capacity building, and lifecycle planning. Digitalization Projects: Provide strategic oversight for CMMS upgrades, dashboards, and IoT tools. Site Projects: Lead planning for equipment relocation, upgrades, and infrastructure modifications. Ensure alignment with clinical objectives, financial efficiency, and biomedical standards. Review and approve technical deliverables and vendor coordination led by Planning Engineers.



Job Qualifications and Requirements:

Knowledge and Experience• 8–10 years of biomedical engineering experience, with 3+ years in planning leadership roles • Strong knowledge of hospital commissioning, clinical workflows, and project delivery • Experience in digital systems (CMMS, IoT, asset dashboards) • Familiarity with healthcare regulations and accreditation standards (JCI, CBAHI)
Education and Certifications• Bachelor’s degree in biomedical engineering (master’s preferred) • Certification or training in CMMS, healthcare planning, or project management is a plus • Knowledge of international medical equipment planning standards
