Company Description GCN a global executive search and recruiting company is looking for Saudi Nationals candidate to fill position for Head of Engineering Department - based in Riyadh, KSA. Our client is well established company with multi years in business.
Role Description This is a full-time, on-site role for a Head of Engineering Department based in Riyadh, Saudi Arabia. The candidate will oversee engineering projects, manage teams, and ensure project delivery aligns with company goals and client expectations. Responsibilities include supervising engineering and construction activities, devising project plans, coordinating with stakeholders, and ensuring compliance with regulatory standards. The role also involves optimizing processes and driving innovation within the department.
Tasks & Responsibilities Lead and supervise all engineering activities within the department (Civil, Architectural, Mechanical, Electrical, as applicable). Prepare annual engineering plans and monitor their implementation. Develop, improve, and enforce engineering policies, procedures, and technical systems. Evaluate team performance and identify training and development needs. Review and approve designs, drawings, specifications, and technical documents. Ensure compliance with applicable codes, standards, and operational requirements. Propose value engineering and alternative technical solutions to enhance quality and optimize costs. Supervise project execution to ensure compliance with approved designs and specifications. Monitor quality, progress, and adherence to approved schedules. Review and approve quantities, technical variations, change orders, and interim/final payments. Resolve technical issues and provide engineering decisions during project execution. Prepare periodic progress and risk reports for senior management. Study tender documents including technical specifications, drawings, and BOQs. Prepare technical and commercial pricing for tenders. Analyze costs, risks, and market rates. Coordinate with finance, procurement, and operations departments for bid approvals. Prepare and approve technical and commercial proposals prior to submission. Follow up on tenders until award and analyze win/loss outcomes. Coordinate with internal departments (Finance, Procurement, Operations, Project Management). Support procurement activities with technical evaluations and recommendations. Participate in technical meetings, negotiations, and clarifications with clients. Establish and maintain a database of approved contractors and suppliers. Develop and implement contractor and supplier prequalification criteria. Evaluate technical, financial, and HSE capabilities of contractors and suppliers. Approve qualified contractors and suppliers and monitor their performance. Recommend contractor/supplier approval, suspension, or removal based on performance Ensure full compliance with Health, Safety, and Environmental (HSE) regulations. Enforce quality standards, local regulations, and engineering best practices.
Qualifications Bachelor’s degree in engineering (Civil, Mechanical, Electrical, or relevant discipline). Proficiency in Engineering Management and Project Management, with the ability to lead teams and oversee multiple projects effectively Strong background in Project Engineering and Civil Engineering, with a solid understanding of technical concepts and industry standards Minimum10 years of Experience in Construction and related on-site activities, with knowledge of building codes and safety regulations Excellent problem-solving and decision-making abilities Prior experience in a leadership or departmental management role Proven experience in project execution, tendering, and cost estimation. Effective communication, organizational, and collaboration skills
