Job Summary
The PMO Project / Program Manager will be responsible for leading and overseeing large-scale, high-value programs and projects for governmental and semi-governmental entities. The role involves full accountability for program governance, delivery performance, stakeholder management, and integration across all project functions, ensuring alignment with strategic objectives, contractual obligations, and international best practices.
Key Responsibilities Lead and manage major international programs and projects in a PMO capacity, ensuring successful delivery in line with scope, schedule, cost, and quality requirements. Provide direct oversight and governance across the following functional areas:Engineering & Project Controls Contracts & Procurement Health, Safety, Security & Environment (HSSE) Risk Management Financial Management Quality Assurance & Quality Control (QA/QC) Construction & Construction Project Management Establish and maintain effective PMO frameworks, processes, and reporting structures. Ensure strong coordination between all project stakeholders, including clients, consultants, contractors, and regulatory authorities. Lead risk identification, mitigation strategies, and escalation processes at the program level. Oversee financial performance, budgets, forecasts, and cost controls across the program. Drive continuous improvement initiatives, knowledge transfer, and capacity building within project teams. Support talent development and mentoring initiatives, particularly within the Kingdom. Ensure compliance with contractual requirements, applicable regulations, and international standards. Provide clear, timely, and accurate reporting to senior management and key stakeholders. Required Qualifications Bachelor’s degree in science or engineering from a university accredited by the Ministry of Education. Minimum 25 years of experience delivering major international programs and projects for leading governmental or semi-governmental entities. Proven experience serving as a direct PMO Project / Program Manager on large-scale projects. Advanced verbal and written communication skills. Extensive experience working on a global scale, preferably within Saudi Arabia and the Middle East. Strong stakeholder engagement experience across both public and private sectors. Demonstrated experience in continuous improvement initiatives and organizational capacity building.
