Job Title: HSE Manager Department: HSSE Department Role Purpose: The HSE Manager is responsible for developing, implementing, and continuously improving health, safety, and environmental programs to align with regulatory requirements, industry best practices, and organizational goals. This role demands proactive risk identification, strategic mitigation planning, and ensuring safe execution of operations across multiple sites. The role requires expertise in compliance monitoring, incident management, and performance evaluation while effectively handling client and consultant interactions while maintaining a balance between flexibility and adherence to HSE standards, ensuring company integrity and reputation. They should confidently engage with senior management on HSE matters, drive continuous improvement, and establish a collaborative, safety-first environment.
Direct Reporting Relationships: HSE Director / Project Dept Head Key Activities:· Develop, implement, and continuously improve HSE policies, procedures, and management systems. · Actively influence and encourage Project Management to engage in site HSE development strategies by fostering participation in activities such as site walkthroughs, town hall meetings, safety surveys, and other proactive safety initiatives. · Align HSE programs with organizational goals, regulatory frameworks, and industry best practices. · Review and refine RAMS, HSE procedures, and compliance documents to ensure clarity, effectiveness, and relevance.· Develop a comprehensive legal register and Ensure compliance with local and international HSE regulations. · Conduct regular audits, inspections, and gap analyses to track adherence to safety protocols and standards. · Prepare and submit detailed reports to management, regulatory bodies, and clients, addressing compliance performance and corrective actions. · Monitor team performance, provide constructive feedback, and initiate development programs to strengthen competencies.· Lead and mentor the HSE team, intervening where necessary to provide guidance and direction. · Organize training programs (in-house or third-party) to enhance workforce competency.· Host safety meetings and awareness workshops for senior management, fostering an open safety culture. · Approach higher management with HSE concerns, challenges, and improvement plans confidently and without hesitation.· Proactively identify potential emergencies and ensure preparedness by securing the necessary resources and response plans. · Respond swiftly and effectively to site incidents with careful assessment, clear communication to relevant stakeholders, and immediate containment of further impact. · Lead thorough investigations of accidents, near misses, and unsafe conditions to determine root causes, implement corrective actions, and disseminate findings through appropriate channels. · Ensure lessons learned are effectively communicated to all relevant personnel, fostering continuous improvement in safety practices. · Categorize and prioritize risks based on their magnitude, deploying resources and teams accordingly to ensure safe execution. · Collaborate with management/ execution team to implement sustainable risk mitigation strategies. Working Environment: On-site, In-office, Commuting Industry / Domain: Health, Safety, and Environmental Management. Necessary Knowledge and Experience:· Minimum of 15 years of experience in HSE roles, with at least 5 years in a managerial or leadership position. · In-depth knowledge of HSE laws, regulations, and international standards (e.g., OSHA, ISO 45001, ISO 14001, NFPA, local legal requirements). · Proven experience in developing, implementing, and auditing HSE management systems. · Strong background in risk assessment, incident investigation, and emergency response planning. · Experience in HSE training, behavioral safety programs, and contractor safety management. · Familiarity with environmental compliance and sustainability initiatives. Education and Certification Minimum Requirements:· A Bachelor degree in Science or Engineering (Master degree preferred). · Mandatory Professional certifications: Level 7 / Level 6 Diploma in HSE / NEBOSH International Diploma, ISO 45001 Lead Auditor · Active Cert IOSH Membership or Active CSP, CMIOSH Preferred · Preferred Certification; OSHA 30/General Industry, ISO 14001 Environmental Management Certification, First Aid & Fire Safety Certification Job Specific and Technical Skills:· Proactively anticipate and assess potential risks upon being informed of planned activities, ensuring timely mitigation measures. · Demonstrate strong analytical skills in reviewing and revising RAMS, HSE procedures, and other safety documents with clarity and precision. · Exceptional understanding of high-risk activities in construction environments, with the ability to proactively assess, mitigate, and manage associated risks effectively. · Effectively analyze the categories and magnitude of risks at the site, prioritize them based on severity, strategically deploy the HSE team, and ensure safe execution with strong oversight and impactful leadership. · Lead from the front when challenges arise, proactively addressing obstacles before the team. Provide hands-on guidance, mentor team members, and set a powerful example of motivation, resilience, and leadership. · Possess the ability to professionally engage with clients and consultants, addressing their concerns effectively while ensuring they feel valued and respected. · Maintain a balanced approach that upholds the company’s reputation and safeguards the integrity of the HSE department. · Ability to demonstrate fairness and impartiality, ensuring equal treatment of their team members. · Actively monitor and measure the team’s performance, organize development programs—whether in-house or through third-party consultants—and consistently work toward building a strong, competent team. · Promotions and career advancements must be based on data-driven evidence, fostering a culture of meritocracy and professional growth. · Possess the ability to effectively prioritize his work activities, manage multiple sites and clients simultaneously, and perform under pressure while maintaining composure. · Ability to stay organized and handle demanding situations without showing signs of exhaustion. · Demonstrate a pragmatic and solution-oriented approach, ensuring compliance without rigidity, adapting to circumstances, and making well-informed decisions that serve both safety objectives and business interests. · Confidence and communication skills to host meetings and conduct awareness workshops for higher management. · Ability to proactively engage with senior leadership, presenting HSE challenges and recommendations without hesitation, ensuring that safety remains a priority at all levels of the organization. · Possess the ability to efficiently utilize computer systems to develop and implement HSE programs, draft and revise plans and procedures, monitor and evaluate safety performance through data-driven analysis, manage incident reporting and investigation processes, track compliance metrics, and generate reports for continuous improvement, ensuring accuracy, effectiveness, and prompt execution. · Proficient in operating and interpreting data from HSE equipment and instrumentation to conduct effective monitoring, scanning, and mapping of workplace conditions. · Proficiency to leverage safety monitoring tools for real-time risk assessment, hazard identification, and proactive safety improvements.
