Job Summary The Acquisition and Recruitment & International Relations Director will lead the company’s efforts to acquire and manage outsourced manpower, serving both B2B and B2C business units. This role is critical for developing strategic partnerships and recruitment initiatives that align with the company’s objectives. The Director will focus on attracting, sourcing, and retaining external talent to meet the operational needs of the business, while also managing international relations to enhance recruitment capabilities globally.

Main Duties and Responsibilities of the job
Acquisition and Recruitment Strategies:Design and implement comprehensive strategies for acquiring outsourced manpower that align with business objectives and operational needs. Identify and engage with diverse talent pools to source high-quality candidates for various roles across the organization. Outsourced Manpower Relationships:Oversee relationships with external recruitment agencies and service providers to ensure effective sourcing and management of outsourced manpower. Establish service level agreements (SLAs) and performance metrics to monitor the effectiveness of outsourced manpower solutions. Build Strategic Partnerships:Develop and maintain partnerships with educational institutions, training centers, and industry organizations to create a pipeline of skilled outsourced talent. Collaborate with industry partners to enhance the company’s visibility and attract top candidates for outsourced positions. International Recruitment Initiatives:Lead efforts to recruit international talent, ensuring compliance with relevant labor laws and immigration regulations. Manage the logistics and processes related to the relocation and integration of international outsourced manpower. Compliance and Regulatory Management:Ensure compliance with all relevant labor laws and regulations concerning outsourced manpower. Stay informed about changes in labor laws and recruitment practices in various countries to mitigate risks. Performance Measurement and Reporting:Establish key performance indicators (KPIs) to evaluate the effectiveness of acquisition and recruitment strategies. Prepare and present regular reports to the Deputy CEO on recruitment metrics, challenges, and opportunities related to outsourced manpower. Continuous Improvement:Monitor industry trends and best practices in manpower acquisition and recruitment to continuously enhance strategies and processes. Implement feedback mechanisms to gather insights from business units about outsourced manpower performance and satisfaction.

Knowledge, Skills & Experience Requirements:Education and Qualifications:A Bachelor’s Degree in Business Administration, or a related field; a Master’s degree is preferred. Professional certifications in talent acquisition is desirable. Knowledge and Experiences:12-15 years of experience in acquisition, recruitment, or manpower sourcing, with a focus on outsourced talent. Proven experience managing international recruitment initiatives and understanding of global labor markets.
Skills: Language: English (Fluent); proficiency in additional languages is a plus. Computer: Proficiency in recruitment management systems, applicant tracking systems (ATS), and Microsoft Office (Word, Excel, Power Point).
