Job Summary:The Chief Operating Officer (COO) is responsible for leading, managing, and optimizing the operational performance of the healthcare organization, which includes multi-specialty outpatient clinics, advanced diagnostic radiology units, and radiotherapy services. The COO ensures effective coordination among departments, optimal resource utilization, and adherence to quality and regulatory standards, while contributing to the strategic growth and development of the organization. Key Responsibilities:Strategic Operations & Planning Develop and implement operational strategies that align with the organization’s overall mission and vision. Collaborate with the CEO in setting long-term goals and expansion plans, including new service lines or satellite branches. Analyze performance metrics to drive decision-making and continuous improvement. Participate in budgeting, financial forecasting, and resource allocation to support operational efficiency. Clinical Operations Management Oversee day-to-day operations of outpatient clinics, radiology, and radiotherapy departments. Ensure smooth patient flow, minimized waiting times, and enhanced patient satisfaction. Coordinate with medical, radiological, nursing, and technical teams to maintain clinical excellence. Monitor and improve clinical productivity, appointment scheduling, and patient throughput. Regulatory & Quality Compliance Ensure compliance with Saudi healthcare regulations including MOH, SCFHS, CBAHI, and NRRC (especially in radiotherapy and radiation safety). Lead accreditation preparation activities and ensure documentation readiness for audits. Support the implementation of quality improvement initiatives and risk management plans. Cross-Departmental Coordination Supervise and evaluate department heads (Radiology, Clinics, HR, Finance, IT, Procurement, etc.). Facilitate effective communication across departments to resolve conflicts and align objectives. Work with HR to plan workforce needs, training programs, and staff retention strategies. Technology & Equipment Oversight Ensure functionality, maintenance, and lifecycle management of radiology and radiotherapy equipment. Support the IT department in deploying digital solutions such as RIS, PACS, EMR, SAP HR systems, etc. Oversee the implementation of operational dashboards, KPI systems, and business intelligence tools. Patient Experience & Risk Management Implement policies and initiatives to improve patient satisfaction and service quality. Investigate and resolve patient complaints and serious incident reports. Promote a culture of safety, confidentiality, and ethical patient care. Qualifications:Bachelor’s degree in Healthcare Administration, Business Administration, or related field (mandatory). Master’s degree in Healthcare Management, Public Health, or MBA (preferred). Minimum of 8–10 years of progressive leadership experience in healthcare operations. Previous experience in managing outpatient clinics, diagnostic radiology, or radiotherapy centers in Saudi Arabia is a strong advantage. Solid understanding of Saudi healthcare ecosystem and regulatory environment. Tech Literacy Familiarity with healthcare software (RIS, PACS, EMR), MS Office, and performance dashboards. Financial Acumen Understanding of budgeting, cost control, and P&L responsibilities. Compliance Knowledge of MOH, CBAHI, NRRC, SCFHS regulations. Interpersonal Empathetic, team-oriented, and results-driven mindset.
Work Environment & Conditions:Office-based with daily rounds in clinics, radiology, and radiation therapy departments. Must be available to handle urgent operational issues during evenings/weekends when necessary. Fast-paced, high-pressure healthcare setting with multidisciplinary teams.
