Job Purpose

Director - Development is responsible for overseeing the overall development and delivery of a specific asset. To mobilize and manage a team of development resources to coordinate the conceptualization, design, delivery, opening, and stabilization of a large-scale property development.


Managerial Accountabilities


Key Activities

Strategy Formulation

  • Create the Project strategy and business plans in alignment with the organization’s strategy to achieve the company’s strategic objectives.
  • Define and obtain endorsement of the development vision, objectives, and definition of success in alignment with SEVEN’s objectives.

Stakeholders’ Relations

  • Act as SEVEN’s representative with local and international consultants, authorities, and partners to establish and maintain good working relationships with the key stakeholders within and outside SEVEN.

Budget

  • Lead the Development Projects budgeting process and ensure compliance with the budgeting policy.
  • Direct Development Projects budget utilization across all functions to ensure that spending is in alignment with the submitted and approved budget and objectives.

Governance and Resilience

  • Ensure the Development Projects policies and procedures are available and understood, and monitor implementation to ensure operational excellence.

People Management

  • Manage the Complex Development teams' performance management processes. Ensure alignment with the HR policies and procedures to enable continuous improvement for employees.
  • Manage the performance evaluation process and validate its results in alignment with the HR policies & procedures to ensure appropriate and fair evaluation for the department's employees.

Functional Accountabilities


Key Activities

Development Activity Management

  • Direct activities of shared resources such as business planning, creative design, customer journey, etc.
  • Source, lead development consultants, and validate sourcing of special consultants as required.
  • Lead concept design phase and manage the LDC for that purpose.
  • Direct overall development planning, approval, and continuous update in line with the approved business plan.
  • Own the project feasibility and programme supported by finance and the commercial planning department.

Project Management and Budget Control

  • Direct and manage the development in alignment with agreed vision and budget.
  • Drive the project in achieving established target design budgets and programme.
  • Oversee delivery activities, construction schedule, and construction budgets. Recommend and agree on additional technical review as required.
  • Direct budget distribution among design consultants (Lead and Specialized), approve payments to design consultants.
  • Work with Attractions to manage and report attractions budget and programme.
  • Oversee commissioning of the asset and handover to operations.

Tendering

  • Conduct performance review of sub-contracted designers and provide inputs to procurement teams for future tenders.
  • Endorse tendering package for the PMC and all associated sub-consultants.

KNOWLEDGE & EXPERIENCE

KNOWLEDGE

Minimum Qualifications

  • Bachelor’s degree in Engineering or a relevant field.

Professional Certifications

  • Professional Certification or membership in a relevant industry body or equivalent.

EXPERIENCE

Required Experience

  • Minimum of 12 years of relevant experience in the property industry, with a minimum of 6 years in a Development Management role.
  • Experience in Retail Development is preferred.
  • Experience in the design and delivery of Entertainment offers is highly beneficial.
