JOB OBJECTIVE<br/><br/>In the framework of KSA VISION 2030 aiming at ‘Localizing Defense Industries’, Saudi Arabia Military Industries (SAMI) and Thales created a Joint Venture: SAMI Thales Electronic Systems (STES JV) to execute the defense contracts for which STES JV is prime contractor and Thales Business Lines are Technical Solution Leaders.<br/><br/>In the changing defense project award environment in Saudi Arabia, there are still “legacy” contracts awarded in the past to Thales International Saudi Arabia (Thalisa) to execute until completion, the STES JV being the Prime Contractor entity for all new projects.<br/><br/>Therefore, in parallel with the construction and commissioning of its Radar & Air Defense factory, the STES JV must execute current projects (in particular the critical Air Defense SHIKRA project) and prepare future projects through winning offers, including critical ones.<br/><br/>In this context of strong and fast business growth, both Thales International Saudi Arabia and STES JV must rely on a very experienced Program Director to:<br/><br/>Manage the in-country activities of the critical Air Defense projects (SHIKRA1 and SHIKRA2),
Be a key contributor to the STES JV development by elaborating winning offers in accordance with localization requirements for SHIKRA.
He reports operationally to SHIKRA GPM and functionally to STES/Thalisa Bids and Defense Director, with regular reporting to KSA and BL/GBU senior management.<br/><br/>ROLES & RESPONSIBILITIES<br/><br/>As SHIKRA Program Manager KSA:<br/><br/>In close cooperation with the Global Program Manager, the KAM RSADF and the BLs Project Managers:<br/><br/>Ensures the customer relationships with the local RSADF organization: Project Directorate, MTSD, ADFI, SSB;
Monitors and reports the operational availability of the deployed systems, liaising with the BL support organization; ensures associated actions plan are set and managed;
Ensures the good execution of the Work Packages under local responsibility: Technical Assistance (industrial and posted at MTSD), Local procurement (trucks), Transport, Local support
Ensures the relevant structure, planning, monitoring and control of the projects,
Reports the performance of the project portfolio to the Thalisa / STES JV senior management (Project Management Reviews, Business Operating Reviews)
Specific for Bids related to Shikra programs :<br/><br/>Works closely with the Sales Managers and the Key Account Managers (KAMs) to plan and elaborate the bid scenarios, and to prepare the Bid pack submitted during the Gates,
Establishes and maintains the Bid Tracker to collect and monitor the on-going bids (including Customer context, offer contents, technical solution, price, risks, etc...).
As Manager of the Air Defense Operational Team in Jeddah:<br/><br/>Manages and develops the team members; ensures they brings the relevant support for the in-country operational activities:<br/><br/>Logistics,
Training,
Support to technical activities and missions, including Site Acceptance Tests and Firing Tests<br/><br/>WORK EXPERIENCE REQUIREMENTS<br/><br/>15+ years’ experience of Bids & Projects management position.<br/><br/>Good track records on large Defense Projects in internationally matrixed organizations<br/><br/>HSE RESPONSIBILITIES<br/><br/>Take care of your own safety and the safety of others as far as practicable.
To be aware of, and play an active role in the achievement of Thales HSE policy & objectives.
Comply with local HSE laws and legislation.
To use safety equipment (including PPE) as required and intended.
Lead by example and actively encourage departments to look at ways to conserve water & energy, minimize the generation of waste, and encourage recycling.
