READ foundation is an International Non-profit organisation, registered in the UK in 1994, with the aim of contributing to educational development for affected populations. READ Foundation- Yemen (RFY) established its operations in Yemen in July 2020. Since its establishment, RFY has assisted the affected population with lifesaving interventions in different governorates.

Summary of role

The Finance and Operations Coordinator is responsible for leading and overseeing the finance and operations functions at both the headquarters and sub-offices. This role encompasses broad responsibilities in project accounting, financial reporting, management of financial systems, compliance, general contract management, procurement, logistics, and administrative compliance.

Key Responsibilities

Finance:

  • Budget Management:
    • Oversee the preparation and monitoring of the operational and project budgets, ensuring efficient tracking and reporting of budget vs. actual expenditures.
    • Conduct monthly financial reviews to ensure alignment with financial objectives, including budget monitoring, cash flow analysis, and variance analysis.
  • Financial Compliance and Reporting:
    • Ensure compliance with internal financial procedures, donor regulations, and the legal framework of Yemen.
    • Oversee the documentation and preparation of monthly management accounts for individual grants and the organization as a whole.
    • Provide timely and accurate financial reports to the Country Director/UK HQ and budget holders, including detailed analyses by cost center and project.
  • Audit and Internal Controls:
    • Manage the preparation for external audits and conduct internal audit checks to ensure adherence to financial policies and detect discrepancies.
    • Regularly review and reconcile all bank accounts and financial transactions.

Procurement & Logistics:

  • Procurement Management:
    • Oversee the processing and documentation of procurements according to the Field Procurement Manual, ensuring adherence to policies and accuracy of the paperwork.
    • Review and manage requests for quotations, purchase orders, and subcontracts, ensuring transparent and compliant business transactions with suppliers.
  • Logistics Oversight:
    • Manage the logistics resources documents and ensure an efficient supply chain and database & paper file management.

Administration/HR:

  • Human Resources Management:
    • Provide leadership and oversight to the HR functions, supporting recruitment, remuneration, and staff development.
    • Ensure recruitment practices are in compliance with the Recruiting Policies and Procedures of RF Yemen.
    • Maintain comprehensive personnel files and support HR staff in managing documentation and performance evaluations.

General:

  • As duties and responsibilities evolve due to organizational changes, adjust and adapt Coordinatorial strategies and practices accordingly.

Person Specification

  • 3+ years of relevant experience in financial and operational management.
  • Experience in developing internal controls, systems and processes, and financial management within a large INGO. 
  • Experience in contract and grants management with an understanding of USAID, UNOCHA, EU and other institutional donors’ regulations required.
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports
  • Excellent communication and drafting skills for effective reporting on operational financial performance.
  • Good organizational, interpersonal, analytical and problem-solving skills, and detail oriented.
  • Demonstrated abilities to work and manage across multi-functional units, and drive resolution on critical issues
  • Arabic language is desirable
