Key Responsibilities
1. Ownership of Civil & Constructability Content
- Independently develop and author the civil construction methodology for bids, including:
- Enabling works and site establishment
- Earthworks, foundations, and structural works
- Temporary works and access solutions
- Construction sequencing and phasing
- Site logistics, laydown, and material flow
- Define and defend constructability assumptions based on drawings, specifications, and site constraints.
- Identify execution constraints early and integrate them into the technical proposal.
The role owns the civil logic of the bid and does not rely on third-party inputs to define how the project will be built.
2. Technical Proposal Development & Writing
- Lead the preparation of the technical proposal narrative, ensuring clarity, compliance, and evaluator focus.
- Structure and write key sections including:
- Method statements
- Execution strategy
- Interface management
- Risk and mitigation measures
- Project-specific innovations
- Ensure proposals are internally consistent, technically credible, and aligned with RFP scoring criteria.
- Review and finalize all technical sections prior to submission.
3. Alignment with Estimation & Commercial Pricing
- Work directly with estimators to ensure:
- Civil methodologies are accurately reflected in pricing
- Quantities, productivity rates, preliminaries, and temporary works align with the proposed execution strategy
- Actively challenge pricing assumptions that conflict with the technical approach.
- Ensure that exclusions, assumptions, and qualifications are technically defensible and coherent with the proposal narrative.
4. Programme, Sequencing & Cash Flow Input
- Define the construction sequencing logic that underpins the bid programme.
- Review and influence:
- Construction schedules
- Key milestones
- Critical paths
- Ensure the programme reflects:
- Site constraints
- Methodology assumptions
- Resource loading and access logic
- Provide technical input into:
- Cash flow profiles
- Construction phasing impacts on revenue and cost timing
5. Risk Identification & Technical Governance
- Identify civil, constructability, and execution risks at bid stage.
- Ensure risks are:
- Addressed in methodology
- Considered in pricing and programme
- Clearly articulated in risk registers and clarifications
- Lead the drafting of technical clarifications, assumptions, and responses to client queries.
- Support post-submission technical negotiations and clarifications.
6. Bid Review & Quality Control
- Ensure full technical compliance with:
- RFP requirements
- Specifications
- Applicable codes and standards
- Participate in bid kick-off meetings with clear ownership of the civil and constructability scope.
- Conduct internal technical reviews to ensure:
- No disconnect between drawings, method, price, and schedule
- The proposal can be defended post-award
